About this file

This document contains Bidder Inquiries and Responses related to Solicitation W912HZ24B0001 for the Coastal Research Amphibious Buggy (CRAB) Prototype Final Design and Build.

The key details are:

  • The solicitation is for the completion of the final design and fabrication of a new CRAB vehicle to replace the existing 40+ year old vehicle used by the Engineer Research and Development Center (ERDC) Coastal and Hydraulics Laboratory.
  • The selected contractor will be responsible for developing a complete design independent from the existing concept design, fabricating a single CRAB, and completing testing of the CRAB.
  • The government indicated they cannot justify the use of brand names and the final design should not be based on the existing concept design.
  • A Government Furnished Information (GFI) package will be provided to the awardee, including PDF documents describing the engineering concepts, assumptions, and analysis results from the prior concept design effort.
  • The company that produced the preliminary design will be permitted to bid on the solicitation.

BIDDER INQUIRIES

SOLICITATION W912HZ24B0001

CRAB 2.0

Page 1 of 1 As of June 17, 2024

Bidder Inquiry 001: It appears the brand names and items numbers were removed from

Attachment 1. Were these items removed because they were obsolete?

Government Response: In accordance with the Defense Federal Acquisition Regulation

Supplement (DFARS) 211.104, the use of brand name or equal purchase descriptions require the justification for their use and the Government has no basis to justify the use of brand names in this requirement when other brand names will work just as well.

Bidder Inquiry 002: It says the current design as concept but is not complete. Is what we are bidding on, the final completion of the design, prototyping/building the system, and then testing it?

Government Response: Correct, the selected contractor will complete the design, fabricate a single CRAB, and complete testing of the CRAB.

Bidder Inquiry 003: Will the company that produced the preliminary design be permitted to bid on the solicitation?

Government Response: Yes

Bidder Inquiry 004: Will the awardee be responsible for verifying the engineering that went into the preliminary design. For example, material and geometry details have been shown for the davit. Is it expected that the awardee needs to verify that the desired load capacity is met by the shown design or does that responsibility remain with the originally designers.

Government Response: Although the design has been taken to a high level of completion, it is considered a conceptual design and lacks the degree of design required under this contract.

The awardee will be responsible for developing a complete design independent from the concept design and will be responsible for meeting any technical and design requirements specified in the solicitation.

Bidder Inquiry 005: 2. Will a GFI package be provided to the awardee? Does it include existing

CAD models, stress and stability analysis?

Government Response: A GFI package will be provided to the awardee. Regarding stress and stability analysis, the supporting documents include pdfs describing the engineering concepts used, how they are applied, assumptions made, and tables summarizing the key results of the stress and stability analysis.
