About this file
This document contains questions and answers regarding Solicitation Number W912HZ23Q7452 for a Centrifuge Research Complex Universal Testing Machine. Key details include that the solicitation requires a universal testing machine capable of cyclic testing with a minimum specimen length of 10cm, stroke longer than 50mm, speed faster than 105mm/sec, and 2000Hz data acquisition rate. Grip options should accommodate both round specimens from 2mm-10mm diameter and possible flat specimens of unspecified maximum width and thickness. Installation and training are also required at the specified laboratory location. Acceptable alternatives discussed include using a 2-column machine instead of single column, 0.5 micron instead of 0.1 micron position resolution if certain test conditions require higher resolution, and flexibility in grip design to accommodate various materials.

The following questions and answers are provided for informational purposes only:
Question 1: Section 1 “Intro” – Seems that there might be a typo here. Is the minimum specimen length 10mm? And not 10cm?
Answer: 10cm is correct.
Question 2: Section 2 “ Universal… Main Hardware” – This section mentions using a “Single Column” Testing Machine. Is that a requirement here? In our experience, 2 column machines are much better suited to this type of cyclic testing.
Answer: Please see revised DOR.
Question 3: Section 2 “ Universal… Main Hardware” – We are assuming that a machine specified with a stroke longer than 50mm, and a speed faster than 105mm/sec would be acceptable. Can you confirm?
Answer: Yes, that would be acceptable.
Question 4: Section 2 “ Universal… Main Hardware” – This section calls out a requirement of a 2000Hz data acquisition rate. Can you confirm that this is a firm requirement? We can offer this, but also can save money by limiting to 1000Hz.
Answer: Firm requirement.
Question 5: Section 4 “Grip Options” – Can you confirm that all specimens will have a round cross section in the 2mm-10mm diameter range?
Answer: From our experience the roots we are working with are round. Some might be flat but this is why we have asked for two different types of jaws for the grips.
Question 6: Section 4 “Grip Options” – If also testing flat specimens, what would be the maximum widths and thicknesses of those specimens?
Answer: It is up to the Vendor on how to propose. We prefer flexibility in the grips so that we can adapt the same machine to take care of various materials.
Question 7: Section 5 “Delivery Date and Location” – it is assumed that the desired installation/training services are to take place at the Geotechnical and Structures Laboratory and that remote installation walkthroughs and online training are not acceptable. Can you confirm?
Answer: See revised DOR.
Question 8: Section 2 “ Universal… Main Hardware” – Given the specifications for the actuator’s stroke and speed, we could offer a 0.5 micron position resolution, but not the 0.1 micron position resolution that is requested. Is this acceptable? If 0.1 micron resolution is really needed, can you describe the conditions where this resolution is needed? If certain tests have small strokes that require this resolution, an additional displacement measuring device could be added to the system which could allow for this resolution.
Answer: It is up to the vendor on how to propose.
