About this file

This document contains a solicitation for a directional spectra wave generator. The U.S. Army Corps of Engineers Engineer Research and Development Center requires a multi-element wave system to replace four outdated unidirectional wave generators at its facility. The wave generator must cover a basin measuring 28 meters wide by 80 meters long and 1.4 meters deep. It must include active wave absorption and be relocatable within the basin. Quotes are due by July 12, 2021 and award will be made to the lowest priced technically acceptable offer. The contract will have a firm fixed price. The federal agency is seeking a single award under NAICS code 335312 with a small business size standard of 1,250 employees.

Questions and Answers

28 June 2021

1. Can additional time be allowed for quotes to be submitted?

Answer: 1 additional week is granted.

2. Modular, multi‐element paddle system designed to cover the full width of a basin measuring 28‐m

(92‐ft) wide, with a length up to 80‐m (262‐ft), and 1.4‐m (4.6‐ft) deep. Each paddle should measure no larger than 0.50‐m wide.

We are unclear of the total length of the wave generator system. We assume this is 28 meters, only for the short side of the basin or should this be longer to accommodate the long side of the basin? In case of 28 meters in total, with nominal segment width of 500mm, this would give 56 wave segments in total.

Please advise.

Answer: The total length of the wave generator system is 28‐m to accommodate the short side of the basin as stated in the ‘Description’ section of the Description for Requirement (DOR).

3. Is there any limitation on the height of the wave generator system? Sometime such basins have a measurement carriage above the basin.

Answer: No limits on the height of the wave generator system. There is a working height of approximately 4.3‐m (14‐ft) from floor to trusses overhead.

4. Is a drawing of the facility available?

Answer: Photos/drawings of the facility are included. The door to the basin measures 2.97‐m wide. The basin dimensions are specified in the ‘Description’ section of the DOR. The floor and walls are 8‐in thick reinforced concrete and should be able to handle the load and have been supporting similarly sized wave machines for decades.

5. Are these control cabinets planned to be located in an air‐conditioned room?

Answer: No, as this would limit the capability of the DSWG to move to other locations/basins. The control cabinets must be designed to operate in the environment as stated in the ‘Operating Conditions’ section of the DOR.

6. Are there already cable trays around the basin to the control room? If so, what are the available dimensions?

Answer: No cable trays, but can be supplied by ERDC later to meet specifications.

7. The system must be relocatable in the basin. Should relocation be on any location, or on predefined locations such as the long‐side of the basin. This is important to know because of the cabling length.

Answer: Any location. Cable lengths are expected to be at least 45.7 m (150‐ft) as stated in the ‘Cabling’ section of the DOR. A centralized power/network hub will be provided by ERDC.

8. Is a forklift / telehandler available during the installation or would vendor need to provide this capability?

Answer: Yes, both would be available by ERDC but only operable by ERDC personnel.

9. Is the basin easily accessible for the forklift / telehandler in order to bring in /out equipment in the basin?

Answer: Yes. The door to the basin is 2.97‐m wide.

10. Would ERDC provide employees/labor to support the installation of the system, or should all installation labor come from the supplier?

Answer: All installation labor comes from the supplier although ERDC personnel will be available for operating ERDC machinery (forklift/telehandler) as needed.
