About this file
This document describes a solicitation for a directional spectra wave generator. The U.S. Army Corps of Engineers Engineer Research and Development Center is seeking to purchase a new piston-type, multi-element directional spectra wave generator with active absorption to replace outdated equipment in an existing basin. The new wave generator system must be able to cover a 28-meter wide basin that can expand to 80 meters in length and generate various wave types including monochromatic, irregular, and solitary waves. Interested parties must submit quotes by July 12, 2021 and award will be made based on lowest price technically acceptable. The awarded contractor must deliver and install the new equipment within 45 weeks, and provide on-site commissioning and training upon delivery. The one-year warranty period will begin after commissioning. This is an unrestricted procurement conducted in accordance with FAR Part 12 for commercial items with award as a firm fixed price contract.

Description of Requirement for
Engineer Research and Development Center
Coastal and Hydraulics Laboratory
Directional Spectra Wave Generator
The Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory, is in need of purchasing a new piston-type, multi-element directional spectra wave generator (DSWG) with active absorption for an existing basin, measuring 28-m (92-ft) wide, 50-m (164-ft) long (could be expanded to 80-m (262 ft) in the future), and 1.4-m (4.6-ft) deep. This multi-element wave system is to replace a system of four antiquated, unidirectional wave generators that lack wave absorption and modern wave generation capability/technologies.
A new modular piston-type, multi-element directional spectra wave generator for a basin measuring 28-m (92-ft) wide, up to 80-m (262-ft) long, and 1.4-m (4.6-ft) deep. The new DSWG is to be an electric-driven system with second-order wave generation and active wave absorption capabilities. The DSWG should meet the following capabilities:
Modular, multi-element paddle system designed to cover the full width of a basin measuring 28-m (92-ft) wide, with a length up to 80-m (262-ft), and 1.4-m (4.6-ft) deep. Each paddle should measure no larger than 0.50-m wide.
Stroke: piston-type paddles with minimum 1.1-m stroke driven by electric servomotors.
Wave Height Generation:
capable of generating solitary waves and unidirectional and directional waves including regular longcrested waves, irregular longcrested waves, shortcrested waves, bimodal seas
Monochromatic: minimum wave height of 0.35 m at 1.5 sec period; 0.50 m at 2.0 sec period; 0.45 m at 3.5 sec period at a water depth of 1.0 m.
Spectral: minimum significant wave height of 0.17 at 1.5 sec period; 0.21 at 2.0 sec period, and 0.21 at 3.5 sec period at a water depth of 0.80 m.
utilize the snack principle to generate waves in oblique principal wave directions
Mounting: The paddle system will be installed inside an existing concrete basin.
Framework will be stainless steel and/or aluminum. The paddle system should be organized into smaller modules with a lifting point that would allow the modules to be lifted into position or to other locations within the basin using mobile lifting equipment (e.g., forklift/telehandler – no crane available) to allow for a broader testing of incident wave angles and/or configurations. Target installation time between moves and including anchoring into existing structural concrete floor is a maximum of five working days with three personnel. Framework should also include removable passive wave absorption fixed behind the paddles to prevent splashing from the rearward movement of the paddles.
Paddle system: Paddles will be stainless steel.
Controls: DSWG will be operable from a remote location via Ethernet, including remote start-up, calibration of wave probes on the paddles, and monitoring of the paddles’ positions, demand signals, and wave height signals. Emergency stop buttons will be available near the DSWG and in the remote control room. Each module/paddle should be able to operate independently/individually, allowing for a modular configuration dictated by individual projects and troubleshooting.
Software: DSWG will include second-order wave generation software for generation of monochromatic, irregular (predefined sea states including JONSWAP, TMA, Pierson- Moskowitz with directional spreading or user-defined directional spectrum), and solitary waves, and for active absorption of reflected waves.
Operating Conditions: System should be able to operate in ambient temperatures of 0 deg C up to 40 deg C as it will be housed in a metal hangar lacking climate control.
Humidity control is also necessary.
Basis of Award: Award is based upon the Lowest Price Technically Acceptable evaluation.
Delivery:
All items are to be delivered to:
Engineer Research and Development Center (ERDC), ATTN Duncan Bryant, Hanger 3281 3909 Halls Ferry Road Vicksburg, MS 39180-6199
On-Site Installation:
Installation is to be completed within 45 weeks of contract award. Technical coordination is required for to ensure proper power requirements are met prior to installation.
Electrical Connections– necessary power and/or Ethernet availability will be provided to the breaker panel or appropriate terminals. Should any change to a transformer or adding breakers be require it will be handled by ERDC. Final electrical hookup to the breaker will be coordinated with ERDC.
Old Wave Generators – ERDC will have the machines removed prior to installation
Basin preparation – ERDC will handle basin preparations should any be required.
On-site Commissioning and Training:
On-site commissioning and training will be provided to the ERDC in Vicksburg, MS upon delivery. The commissioning and training should be completed within 48 weeks of award.
Warranty for Directional Spectra Wave Generator:
Warranty shall last a minimum of one (1) calendar year from the date of commissioning the
DSWG.
Security Requirements:
Contractor personnel allowed on site shall follow all sign-in and security regulations as directed by the ERDC Security Office and the TPOC, and as listed below.
