About this file
This document outlines requirements for a heavy equipment rental contract at Fort Polk, Louisiana. The U.S. Army Corps of Engineers seeks quotes for rental of various heavy construction equipment including a backhoe, telescopic forklift, roller, excavator, front end loader, and bulldozer from January 2020 through January 2021. Equipment must be late model year and brands are limited. The contractor will deliver equipment to specified test sites and provide maintenance, repairs, transportation between sites, and cleaning. Pricing must be quoted separately for each three-month period. Quotes are due by the response date for award to the lowest priced technically acceptable offer. The set-aside is for small businesses with average annual receipts under $32.5 million.

IEEB Requirements for Ft Polk Heavy Equipment
Justification:
The Impact and Explosion Effects Branch (IEEB) will conduct several projects that require the emplacement of soil backfills, creation of model earthen embankment dams, and the evaluation of impulse loads on generic test structures. These tasks necessitate the use of construction equipment in order to prepare and execute sponsor-funded experiments. The equipment outlined below will be used by IEEB personnel to meet their experimentation goals in an efficient and cost effective manner.
Description of Services:
Contractor shall deliver the heavy equipment described in this document to Range 19 or ETF of Ft. Polk, Louisiana, at the start of each Period of Performance (PoP), as specified.
Any piece of heavy equipment delivered to the Ft. Polk ranges will be clean and ready to use.
The equipment will arrive in time to allow for a full first day of work at the start of any PoP.
The Contractor will provide preventative maintenance (PM) on all pieces of heavy equipment according to the manufacturer’s recommended PM schedule during the PoP.
The Contractor will service or replace any piece of heavy equipment within one workday of a reported equipment breakdown.
The vendor shall notify the government technical representative and the government contracting representative in the event that any equipment is reported to be damaged by government personnel. If the vendor does not make such notification, the government may use this as grounds to deny any charges for equipment repair.
The IEEB needs to be able to have any tracked piece of equipment moved by the Contractor from Range 19 to ETF (or vice versa) upon 48 hour notice. The Contractor can charge a standard transport fee per instance and/or per piece of equipment for moving the equipment between ranges (approx. 2 mile distance).
At the end of each PoP, the Contractor will pick up all pieces of equipment included in the PoP.
The Contractor is responsible for cleaning all the heavy equipment at the end of each PoP.
A firm, fixed price must be quoted for each period of performance for each piece of equipment, including pickup, delivery, and any other charges. We have provided an anticipated schedule below; however IEEB requires flexibility due to the impossibility of knowing the weather conditions that will exist in the future. It is the responsibility of IEEB to notify the contractor if schedules require adjustments. Notification for equipment delivery will occur two weeks before the start of a rental period.
