Question 1 -- When you scan a driver’s license (DL) at the gate, please confirm that you want to keep a record of that data. If so, what data will you want to store other than the DL number?
Answer 1 --- Everything, on the server on the handheld.
Question 2 -- We understand that the NCIC check will then be run and the answer back of whether the license is confirmed and any wants/warrants, etc. Do you also want to store such information?
Answer 2 -- NCIC will only return a yes or no and yes we want to store it, in the database on the server.
Question 3 -- When you scan a Common Access Card (CAC bar code) at the gate, please confirm that you want to keep a record of that data. We assume you want to check the CAC barcode against a list of some type to see if it is on a do not admit list. Can you explain where that data lives and how we will interface to it? If you need a solution to enrolling known CACs that should have access to the base, we have a solution to that as well, which we can discuss. If any of the forgoing is not correct, can you please explain what you want to check on the CAC?
Answer 3 -- Yes we want to keep a record. This is so we can make a debarment list. Data lives in a list we maintain. Your system will need to provide a way for us to upload it, it is not something you will connect to.
Question 4 -- Also, we just want to point out that scanning the CAC barcode is no assurance that the CAC is not a forgery. Alternatively SAFE can also validate a CAC and determine if it is valid, but as I explained, this process requires an insertion read and inputting of the PIN and takes about 5-10 seconds, depending on many network and server responses in the Federal Bridge that are beyond our (or anyone’s control). However, if ERDC were to use our enrollment solution security would rise markedly since we would have the CAC credential data to authenticate against at time of enrollment and the check at the gate would happen fast based on the CAC barcode
Answer 4 -- We do not want the alternate solution or reader.
Question 5 -- Do all ERDC perimeter locations have power for recharging the handheld? We assume so. Also, do these location have network access? If not, we would recommend using cellular LTE to connect to the SAFE server performing the registration and checks. If so, will ERDC provide the WI-FI hardware and installation at the perimeter location or need us to install, test and configure that hardware as well? What are the security implications of touching the government network?
Answer 5 -- Yes they have power. Yes ERDC will provide WIFI.
