Interested Vendor Questions and Answers Demolition and Production of Airfield Quality PCC Pavement Model

11 February 2016

1. Question: Is a bid bond required for this project

1. Answer: No bid bond will be required for this project. This project is the placement of a concrete pad on which we will test saws and other equipment.

2. Question: Does each of the 20' x 20' section have to be poured individually, or can a strip (several) be poured at one time and then saw cut the 3 inch cuts to separate the sections?

2. Answer: Each 20' by 20' strip must be formed and poured separately.

3. Question: Can the existing limestone be used to level out the subgrade for the new limestone base course?

3. Answer: Yes, the existing limestone (if not contaminated too badly) can be used to level out the subgrade for the new limestone base course.

4. Question: When is the deadline for questions?

4. Answer: Offerors interested in this procurement may submit questions through 17 February by 5:00 p.m. Central Time.

5. Question: What are the earthfill material requirements,( P.I. range, class, LL)?

5. Answer: We don't have any requirements for the subgrade material except that it consist of a silt with a density between 85 and 110 pcf and moisture between 12 and 18% as measured by our Troxler Nuclear Density Gauge.

6. Question: What are the density requirements for #610 and earthfill? (for example - 95 standard with +/- 2% of optimum moisture)

6. Answer: We expect at least 90% of optimum density and moisture for the silt and limestone material. We don't plan to traffic this test section. We will simply be using the concrete for equipment evaluations. We just want to make sure the foundation layers are fairly uniform using the density and moisture requirements stated in the PWS.

7. Question: As per the performance work statement, silt subgrade material will be needed. Is this material provided by ERDC?

7. Answer: Silt subgrade will be provided by the contractor.

8. Question: Is proof rolling required after demolition and before limestone is placed?

8. Answer: Proof rolling is not required.

9. Question: What density requirements are needed for limestone and earthfill?

9. Answer: Density requirements for limestone: 128 to 138 pcf; silt: 85 to 110 pcf

10. Question: What is the gradation for the limestone?

10. Answer: A typical 610 limestone is needed.

11. Question: Is there a place on-site to obtain the material required for raising the subgrade in the area where there is currently 24 inches of pavement.

11. Answer: There is no location on-site to obtain the material required for raising the subgrade in the area of the existing 24-inch pavement.

12. Question: What type of reinforcement material, if any, is in the existing pavement model?

12. Answer: No reinforcement material is in the existing pavement model.

13. Question: Is there any reason that a wrecking ball could not be used to remove the existing pavement model?

13. Answer: There is no reason a wrecking ball could not be used to break up the existing pavement model.

14. Question: Will the Contractor be responsible for burying or bulldozing the debris to a low area at the dump site, or will they just dump it on the flat ground?

14. Answer: The Contractor will be responsible for only dumping the debris on the flat ground.

Additional information: This model does have some very hard, rapid-setting concrete, and when the government has removed these types of concrete pads in the past, we have used a fairly large excavator with a hammer attachment in order to break it up for removal.

Photographs of the existing pavement model to be removed are available by request. Also, a photograph of the dirt road leading to the landfill/dump site and a photograph of where the debris will be dumped are available by request. The dump site is estimated to be at least two miles of road distance from the existing pavement model site, and a map showing the route from the current pavement model to the dump site is available by request.
