Performance Work Statement
Demolition and Production of Airfield Quality PCC Pavement Model
Purpose and Scope
The Airfield Damage Repair (ADR) Modernization Program was established to develop and procure new materials and equipment to effectively repair a large number of bomb craters on airfields within a very short timeframe. Currently, the next generation of ADR is focusing on lighter and leaner efforts. The lighter and leaner efforts include a 2-hour return to flight time, C- 130 transportable, and achievement of less than 100 passes. There is a need for a saw technology similar in size to the Caterpillar SW345B and SW360B wheel saws but with the speed of the Vermeer CC1531 and RW1236W wheel saws. Market research will be conducted to find and/or modify “lighter and leaner” wheel saws. The wheel saws will then be evaluated on a full-scale, airfield-quality PCC model at ERDC’s Poorhouse Property test site. The area currently holds an existing full-scale PCC model. The existing PCC model (PCC surface and limestone base material) will be removed, and a new full-scale PCC model (limestone base material and PCC surface) will be built at the ERDC to simulate real life high-quality airfield pavements for the equipment testing.
Work
A full-scale concrete model (see enclosed drawing) is needed to evaluate the production rates of saws for bomb-related concrete destruction. The existing model at the Poorhouse Property will need to be removed (18- and 24-in.-thick PCC and 6-in.-thick limestone base), and the debris will need to be hauled away to a nearby site on ERDC’s property. A new full-scale PCC model will need to be built (15- and 18-in.-thick PCC and 6- and 9-in.-thick limestone base) in the existing PCC model’s place. The existing silt subgrade may need material added to maintain the proper elevation. See the enclosed drawings for the existing model (Figure 1) and the required model (Figure 2) for the new saw evaluation. Listed below are specific items that will be provided by the APB and items that are to be provided by the contractor.
Existing Model – Work Items Provided by the Contractor:
1. Break up and remove 18- and 24-in-thick PCC surface.
2. Remove crushed limestone base material.
3. Haul away all PCC and limestone debris to a site on ERDC’s property.
New Model - Work Items Provided by the Airfields and Pavements Branch (APB):
1. Quality control operations for the limestone and subgrade base material (CBR as estimated using a dynamic cone penetrometer, density, and moisture).
2. Quality control operations for concrete testing (strength, consistency, and temperature).
New Model - Work Items and Materials Provided by the Contractor:
1. Silt Subgrade
a. Add silt subgrade material as needed after demolition, particularly on the east end of the test section.
b. Compact silt subgrade.
2. Limestone Base
a. The base material shall be 610 crushed limestone.
b. The limestone base shall be 6 in. thick under the 18-in.-thick PCC.
c. The limestone base shall be 9 in. thick under the 15-in.-thick PCC.
d. The compacted limestone base material shall be at least 80 CBR.
e. The compacted limestone base material shall have an average dry density between 128 pcf and 138 pcf.
f. The compacted limestone base material shall have an average moisture content between 4.5 percent and 6 percent.
g. The limestone base layer shall have a slope of 0.4 percent to 0.5 percent to allow water to drain from the surface.
3. Fixed Formed Placement
a. Placed to grade; the contractor is to build on top of the existing silt subgrade material. Follow the as-built slope (0.4 to 0.5 percent) made to drain water from the surface.
b. Forms shall be used for three paving lanes.
c. Ensure forms are sturdy enough for the thick 15-in.- and 18-in.-thick PCC.
4. Concrete Surface
a. Concrete slabs shall be 20 ft by 20 ft (see Figure 2).
b. Delivered concrete temperatures must be less than 90oF.
c. All concrete shall have a compressive strength of 5,000 psi – mix design shall be approved by the APB prior to starting.
a. 60 ft by 80 ft of the pavement model shall be constructed with a limestone aggregate PCC mix. The PCC shall be 18 in. thick (see Figure 2).
b. 60 ft by 80 ft of the pavement model shall be constructed with a limestone PCC mix. The PCC shall be 15 in. thick (see Figure 2).
5. Concrete Placement
a. The PCC shall be placed in separate paving lanes for a total of no less than 3 paving lanes.
b. Mixture may be placed by pump truck provided by the contractor.
c. Slump of 7 1 in.
d. Use of self-powered, vibratory truss screed required.
6. Dowels – No dowels will be used.
7. Broom finish with no additional water added to surface
a. Fogging/misting is allowed to prevent shrinkage cracking.
b. “Slick” floor finish is not allowed.
8. Form release shall be used.
9. Curing compound – use COE CRD-C 300.
10. Contraction joints
a. Wet saw cutting for contraction joints.
b. All saw-cut contraction joints are to be at least 1/8 in. wide by at least 3 in.
deep.
c. Joint sealant is not required.
The contractor shall complete all required information at the Contract Manpower Reporting Application (CMRA) web site at https://cmra.army.mil, under "Accounting for Contract Services". The required information shall be completed in accordance with CMRA web site by the 31st of October for the duration of the contract or sooner if the contract is closed prior to October.
Delivery
Required Start Date: Two weeks after contract is awarded Required Completion Date: Six weeks after first day on government site Total Project Time: Eight weeks from date of award
Safety
It is the responsibility of the contractor to ensure worker safety by informing the workers of any potential hazardous practices. Occupational Safety and Health Administration (OSHA) guidelines must be followed at all times for hazardous practices for handling and placing concrete. Workers are required to be informed of all hazardous materials and practices that may involve exposure to toxic materials in the workplace. Material Safety Data Sheets (MSDS) must be available to all workers at the work site.
