PART 2 PRODUCTS (Not Used)
PART 3 EXECUTION
3.1 ESTIMATED QUANTITIES
3.1.1 Estimated Quantities For Dewatering The Ditches
The approximate lengths of perimeter ditch and interior lateral ditches to be excavated for Clinton PAs are as shown in SECTION 00 11 00.00 45 BID
SCHEDULE.
3.2 DITCHING
The layout and general alignment of the ditches are shown, for which the estimated quantities are based. The Contracting Officer has the authority to direct the Contractor to modify the alignment to better facilitate dewatering processes in either of the Clinton PAs.
3.3 COLLECTOR SUMP AREA
The sump area is located in the front of the existing drop-outlet structure. The bottom of the collector sump is to be graded to drain
SECTION 31 23 19.00 45 Page 5 toward the invert of the drop-outlet structure discharge pipes. The dimension and depth of excavation are shown.
3.4 ORDER OF WORK
Begin work by excavating the collector sump, adjacent to the drop-outlet structure; then excavating the perimeter ditch. Lateral ditches may be excavated once sufficient perimeter ditch has been dug to allow removal of water from the lateral ditches. The ditches are to be kept open during these operations. The following order work applies for both East and West Clinton PAs. Furthermore, the effort of DEWATERING needs to take place first in West Clinton PA and then continue on East Clinton PA.
1. Excavate the collector sump. Excavation will start at the drop-outlet structure and proceed to interior of the PA.
2. Excavate the perimeter ditch simultaneously from the drop-outlet structure vicinity from lower elevations to higher elevations;
3. Excavate the interior ditches from lower elevations to higher elevations.
3.5 DRAINAGE DITCHES
3.5.1 General
Inspect the PA to ensure that using the Areas for dewatering operations will not place them in violation of the applicable Federal, State, or local statutes concerning fish and wildlife. Particular statutes the Contractor are to consider include, but are not limited to, the Federal Migratory Bird Treaty Act and the Endangered Species Act of 1973.
3.5.2 Ditches
Ditches are to be excavated to not less than the minimum required cross section and depth as shown. It is necessary to excavate these ditches in several passes or steps, beginning with a shallow ditch and then deepening it in stages until the required depth and bottom width is achieved. This is due to the deposited dredge materials which are composed of a mixture of silts, clay, and fine sands which are very soft and saturated. There may be a layer of surface desiccation crust formed in some areas.
However, there is no guarantee the sub-stratum will be firm enough to form the desired slopes. If the Contractor attempts to excavate the ditches to their full depth on the first pass, it is likely that the side slopes will slough off due to excess water in the material and inadequate shear resistance. However, if the ditch is initially excavated to some cross section less than full depth, the Contractor should allow the excavated areas to aerate for a period of days while work progresses elsewhere.
Once the sides of the ditch and the material in the vicinity are aerated, the slope could be in a stable condition and maintain its shape. The ditch can then be deepened on subsequent passes. If the side slopes of the ditch are not in a stable condition, allow a minimum of 14 days for the soil to aerate between passes. Progressive ditching operations are to be carried out only after the Contracting Officer's inspection and approval. Schedule No. 1 is based on a section of ditch requiring five passes for the perimeter ditch and five passes for the interior lateral ditches for acceptance of that section; Sump areas are paid by excavation to the prescribed dimensions shown.
SECTION 31 23 19.00 45 Page 6
3.5.3 Placing Material
(AM#1) The excavated materials from the perimeter ditch and collector sumps are to be placed on the interior of the PA as shown on the drawings . The material excavated from the perimeter ditches and collector sumps shall not be placed within the foundation of the embankment, access dike and stability berm, or within the foot-print of the interior lateral ditches.
In addition, the excavated material is not to be intended to be deposited in a continuous method, but to be placed in an alternating fashion to facilitate drainage, refer below for more details. If the interior lateral ditches are performed with a conventional bucket excavator, the material from the interior lateral ditches is not to be deposited in a continuous method, but is to be placed in an alternating fashion to facilitate drainage. Stockpile materials on the same side of the ditch will have a separation gap and not be placed in one continuous line placement.
3.5.4 Ditch Side Slopes
The side slopes are to be angle of repose or not steeper than 3 horizontal and 1 vertical.
3.5.5 Maintenance
The Contractor will be responsible for maintenance of the ditches until acceptance. Collapse or sloughing of the ditches occurring prior to acceptance are to be corrected until they conform to the minimum requirements of this Contract. Corrective actions will be at the Contractor's expense. There will be reaches in the PA where the perimeter ditch will require cleaning only. The perimeter ditch is to drain to the drop-outlet structures, to relieve the water in the perimeter ditch and interior lateral ditches.
3.5.5.1 Interior Lateral Ditches
Prior to acceptance of interior lateral ditches, the Contractor will be responsible for correcting any collapse or sloughing of the ditches which causes obstruction of water flowing toward the perimeter ditch.
3.5.5.2 Perimeter Ditch
Prior to acceptance of the perimeter ditch, the Contractor will be responsible for correcting any collapse or sloughing of the ditch which causes obstruction of water flowing toward the collector sump areas.
3.5.5.3 Collector Sump Area
Prior to acceptance of collector sump areas, the Contractor will be responsible for correcting any collapse or sloughing of the slopes which cause obstruction of water flowing toward the drainage pipes of the drop-outlet structures.
3.5.6 Unauthorized Placement of Material
3.5.6.1 Misplaced Excavated Material
Excavated material that is deposited other than in places designated or approved will not be paid for and the Contractor may be required to remove the misplaced excavated material and deposit it where directed at no
SECTION 31 23 19.00 45 Page 7 additional cost to the Government.
3.5.6.2 Debris Disposal
During the progress of the work, do not deposit worn out wire rope, scrap metal, timbers, other rubbish, or obstructive material in the PA or along the banks of the navigable waters, except as specified herein.
3.6 SURFACE DRAINAGE
3.6.1 Drainage
Areas disturbed or affected by the work in this Contract are to be sloped or shaped to provide positive drainage of surface water.
3.6.2 Existing Drop-Outlet Structure
Existing drop-outlet structures are to be cleared of mud, silt, debris, or other material that can interfere with the proper functioning of the drop-outlet structure and normal surface drainage. Replace bad, broken, and unusable weir boards with new boards of same dimensions. The weir boards are to be installed high enough to prevent any solids flowing into the discharge pipes and block the conveyances. The collector sump area is to be connected to the invert of the drop-outlet structure. The perimeter ditch is to be connected to the sump area.
3.6.3 Weir Boards
The boards of drop-outlet structures are to be managed for suspended solids and rate of dewatering during the Contract. Refer to SECTION 01 45 01.00 QUALITY CONTROL for Water Quality Testing requirements.
3.7 CONTRACTOR QUALITY CONTROL
3.7.1 Compliance Inspection
Inspect for compliance with the Contract requirements and record the inspection of operations including, but not limited to, the following:
(1) Clean out the conveyance blockages within the ditches;
(2) Clean out blockages in front of the existing drop-outlet structures;
(3) Remove any built-up sediments and remove any obstructions from preventing flow path into the drainage pipes.
(4) Prevent debris flowing to the collector sump areas.
(5) Keep the discharge drainage pipe conveyance free of blockage and open at all times.
(6) Survey and check the flow line of ditches at the in-flow invert and out-flow invert to assure positive drainage.
3.7.2 Records
A copy of the records of inspections, tests, and corrective action taken is to be submitted as directed.
