SF 30 Continuation Solicitation No. W912HY-09-R-0009 Amendment 0002
The specifications for Solicitations No W912HY-09-R-0009, Indefinite Delivery/ Indefinite Quantity (IDIQ) Core Drilling, Soil Sampling and Laboratory Testing of Soil Samples, Galveston District, Texas for which proposals are due 7 April 2009, 3:00 p.m. Central Standard Time is hereby modified as follows:
A. The following changes are hereby incorporated:
1. Replace the original Bid Schedule pages B-2 through B21 with the attached Bid Schedule Page B-2 through B-21 marked Amendment 0002, which incorporates the following changes:
1) Add “Mobilization and Demobilization – for Floating Plant from launch site to work site (Self Elevating Work Boat)” with quantity of 600 miles.
2) Add “Mobilization and Demobilization – for Support Boat from boat ramp to SEWB Work Area” with quantity of 50 miles
3) Add “Undisturbed Sample Borings, Continuous Sampling, 3-inch Samples – from Floating Plant (Self Elevating Work Boat)” with quantity of 300 LF
4) Add “Disturbed Sample Borings – Floating Plant (Self Elevating Work Boat)” with quantity of 30
LF.
5) Add “Mobilization and Demobilization – Electronic CPT Truck” with quantity of 200 miles.
6) Add “Electronic CPT Data – Land Based” with quantity of 300 LF.
7) Delete all bid items that pertain to Environmental Sampling Borings.
8) In bid items where the term “6-inch Samples” is used, change to “5-inch Samples.”
9) Change quantity of bid item entitled “Pipe Probing” to a quantity of 60 EA. Change quantity for bid item entitled “Surface Sediment Grab Sample” to a quantity of 20 EA.
10) Delete bid item entitled “Soil Salinity”
2. Incorporate the following changes in Section C:
1) Delete paragraph entitled “Environmental Sample Borings” on page C-6.
2) Delete paragraph 21. t., entitled “Soil Salinity.”
3) In paragraph 9. a., change the term “6-inch” to “5-inch.”
B. The following responses to questions are hereby provided for clarifications. Any changes resulting from these questions have been incorporated by this amendment or by previous amendment 0001:
1) QUESTION: There are several type of floating plant drilling equipment available for drilling in water, a list of those are:
• Pontoon
• Pontoon w/spuds
• Barge
• Barge w/spuds
• Lift Boat
• Jack Up Rig
• Work vessel with four point anchoring system
For pricing purposes, we need to know water depth and type of floating plant drilling equipment that can be used, as the price depends on those factors.
RESPONSE: Water depths will generally range anywhere from 2 to 60 feet. It is anticipated that the pontoon with spuds will usually be used in regular setup drilling scenarios in shallow to medium draft water bodies and waterways such as bays or Intracoastal Waterways. The barge with spuds will usually be used for extra-stability drilling such as drilling in deep draft navigation channels. There may be occasions were the spuds aren’t needed, such as drilling adjacent to a dock structure or some other stable structure were the vessel can be tied off to and the waters are calm enough, but in most cases spuds will likely be desirable. In locations were additional stability is needed, such as a self elevating work boat (SEWB) for work near entrance channels or locations with very choppy waters, this item will fall under a separate line item(s). Line items for drilling from the SEWB will be added to the contract by amendment. Additionally, mobilization/demobilization items will be added to include a mob/demob for the SEWB from the initial launch point to the work site, and a mob/demob for a support boat between local boat ramp and work site for daily trips by the crew to the site where work is being done at the SEWB.
2) QUESTION: Section C Performance Work Statement, Item 10 – Cone Penetrometer Testing does not appear to be included in any items on the bid schedule?
RESPONSE: Line items for Electronic CPT Data, Land Based and Mob & Demob Electronic CPT Truck are incorporated by this amendment.
3) QUESTION: Bid Schedule – Items 15 – 20, 22-26 and 28-36 are for 20 to 30 LF quantity. Is it anticipated that these items would typically be requested as single borings for a given task order?
This relates to use of typical productivity rates in estimating unit footage costs. It will significantly lower unit rates where it is expected that multiple borings of these types (>20 to 30 LF) may be planned for a given mobilization. Can a summary of commonly expected range of the general number and average depth of borings per task order be discussed?
RESPONSE: The figures in these line items are a rough estimate to give a general “scale of magnitude” of this type of drilling/sampling compared to the other more predominant types that the Corps anticipates ordering, when considering this work over the duration of contract including the follow-up option years. These figures may vary between years, and with site specific SOW’s in each task order. When ordered, the boring depths in many cases will range from 20 to 60 feet, but may be as low as 6 feet for the disturbed sample borings. In most cases, the number of borings for one of the drilling line items mentioned in the above question will likely exceed 5 borings. There may be occasional instances where a very small number and linear footage is requested for a particular task order, but it is not anticipated that this practice would be the norm over the overall duration of the contract including the follow-up option years. Each task order will also have a separate mobilization and demobilization pay item.
4) Would 5” diameter thin walled tube samples (taken with a Hvorslev Piston Sampler – similar to New Orleans spec) possibly be considered acceptable in lieu of 6” diameter?
RESPONSE: Yes. The solicitation is changed by this amendment to reduce 6” diameter requirement to 5”.
5) QUESTION: What diameter specimens will be desired for consolidation tests?
RESPONSE: About 2 to 3 inches, or minimum size in which the ASTM will allow if specified.
6) QUESTION: What diameter specimens will be desired for triaxial compression (UU and CU) tests?
RESPONSE: 1.5 inches
7) QUESTION: Bid Schedule Items 37, 38, and 39 – should separate mobilization be included and should the 30 EA quantity be assumed to occur with a single, or multiple mobilizations?
RESPONSE: Quantity for item 37 to be amended to 60 EA. Quantity for item 39 to be amended to 20 EA. The amended quantities for item 37 and 39, and quantity of 30 EA for item 38, will occur over about 2 task orders of this type per year. The quantities and estimated task orders of this type per year could vary during the contract period as specific SOW’s are developed, and as the number of projects with these types of investigations vary in a given year. Mobilization and Demobilization for item 37 and 38 will be included under bid items 6 and 7 for each task order in which these services are requested. Mobilization and Demobilization for bid item 39 will be included in bid items 6 and 7 if ordered in conjunction with pipe probings or HCPT’s. However, if bid item 39 is ordered in conjunction with water drilling, then the mobilization/demobilization will be included under the mobilization and demobilization associated with the water drilling work.
8) QUESTION: Will you want the Cone Penetrometer testing to be mobilized on the same types of vehicles as the drilling? (truck, ATV, amphibious and barge)
Response: At this time, the Corps anticipates only needing the electronic CPT testing done from conventional CPT trucks at land based investigation locations. A bid item was added by this amendment for this testing and for Mobilization/Demobilization of this equipment.
Electronic CPT work from other types of vehicles or terrain if feasible and desirable by the Corps, at a later time, would be included through the modification process at that time.
9) QUESTION: We intend to prepare our proposal with a different pricing structure than noted on the “Bid schedule, Supplier or Services and Pricing/Costs” table. Is that acceptable?
RESPONSE: Alternate bid schedules may be rejected. Please reference to Section B Note 1, which states "Offeror shall submit a price on all items unless specifically stated in the price schedule."
10) QUESTION: Electronic Cone Penetrometer Testing (CPT) is mentioned, but rate section is not included. Is CPT work included as a part of this solicitation?
RESPONSE: Bid Schedule is amended by this amendment to include CPT.
11) QUESTION: Page C-6 Environmental Sample Borings: Containerization of drill cuttings/fluid and decontamination water is not mentioned. We assume containerization will not be required. Is our assumption correct?
RESPONSE: Environmental borings to be deleted from contract by amendment.
12) QUESTION: We assume USACE will be responsible for disposal of drill cuttings/fluid etc.? Is that correct?
RESPONSE: See question and response to 11 above.
13) QUESTION: We are not familiar with METADATA (page C-19). Is this service required? If yes, please describe this service and provide us an example of deliverables.
RESPONSE: For additional information on what METADATA is and how it is being used for various applications, see the following web site link: http://corpsgeo1.usace.army.mil. This service shall be provided for the boring locations, boring log data, and lab data, with the deliverables provided in the software format discussed in paragraph entitled “METADATA,” on page C-19. In cases were a more current version of the software is available, this can be used instead, however the Contracting Officer shall reserve the right to request the software in a version year that is compatible with the version year being used by the Corps at the time the deliverable is provided.
14) QUESTION: Response Deadline is stated in first page of the RFP as 03/26/2009, 3 pm CST.
Form 33 states 03/31/2009, 3 pm CST. Which due date is correct?
RESPONSE: The closing date was extended to 7 Apr 2009 by Amendment 0001.
15) Is surveying required only for soil boring locations?
RESPONSE: When ordered in a given task order, the horizontal and vertical surveying will be required for the locations of the soil investigation features in the task order, such as soils boring locations, CPT locations, HCPT locations, pipe probing locations, vane shear locations, test pit locations, and other types of soil investigation locations. Surveying for other purposes, is not the intent behind the survey work in this contract.
16) QUESTION: Sections E, G and H – Do these belong to this Solicitation?
RESPONSE: Corrected by Amendment 0001.
17) QUESTION: Paragraph 21f: For the four point liquid limit test, is the goal to obtain moisture content for the closure of the groove at blow counts in four different ranges? For example, 15-20 blows; 20-25 blows; 25-30 blows; and 30-35 blows?
RESPONSE: The goal is to provide a reasonable and representative line for determination of the liquid limit when the blows and moisture contents are plotted. The moisture content progressively reduced for the four points. Ideally, two points should produce closure of the gap in 25 blows or less and two points should produce closure of the gap in 25 blows or more.
It could come out to be in the blow count ranges of the example in the question. Four attempts are required to establish the liquid limit.
18) QUESTION: Paragraph 21t: Will ASTM D 4552 “Standard Test Method for Pore Water Extraction and Determination of the Soluble Salt Content of Soils by Refractometer” be acceptable as a substitute standard for the soil salinity tests?
RESPONSE: This test to be deleted by amendment.
19) QUESTION: Paragraph 21u: Will ASTM D 2974 “Standard Test Method for Moisture, Ash, and Organic Matter of Peat and Other Organic Soils” be acceptable as a substitute standard for the organic content tests?
RESPONSE: Yes.
