About this file

This is a Limited Sources Justification document issued by the U.S. Army Corps of Engineers (USACE), Japan District, Okinawa Area Office Contracting office (CEPOJ-CTO) on April 3, 2026, for solicitation W912HV26BA009 regarding Military Family Housing Tower 4511 at Camp Courtney, Okinawa, Japan.

The Government requires Primavera P6 scheduling software as a brand name requirement for this construction contract. Primavera P6 is a commercial scheduling software developed by Oracle. The estimated cost for one contractor includes a one-time purchase of $3,880.00 for an On-Premises Perpetual License and annual maintenance fees of $2,560.80 over three years ($853.60 × 3), for a total estimated brand name requirement cost of $6,440.80. The justification for limiting competition is based on 10 USC 3204(a)(1) and FAR 6.103-1, citing that Primavera P6 is utilized throughout the USACE enterprise and is the only software currently capable of producing files in SDEF format required by the Resident Management System (RMS). While the specification allows contractors to use alternative software, doing so would impose additional costs to the Government for training, multiple licenses, and computers. The solicitation will be conducted under full and open competition with the Primavera requirement as the sole restriction. A Sources Sought Notice (SSN) W912HV-25-Z-0007 was published from March 21 to April 18, 2025, and five companies expressed written interest: American Engineering Corporation, NIPPO Corporation, Gilbane Japan GK, Yamauchi Gumi Ltd., and Nishimatsu Construction Co., Ltd. The document is certified by Project Manager Ben Xiao, Chief Cost Engineer Tracy Ng, and Contracting Officer Valeria Fisher.

LIMITED SOURCES JUSTIFICATION

SUBJECT: Justification for other than full and open competition Brand Name Requirement Primavera P6 Scheduling Software

1. Contracting Activity. U.S. Army Corps of Engineers (USACE), Japan District (JED), Okinawa Area

Office (OAO) Contracting (CEPOJ-CTO).

2. Nature and/or description of action being processed. Use of Primavera scheduling software as a W912HV26BA009, Military

Family Housing Tower 4511 at Camp Courtney, Okinawa, Japan. Primavera is a commercial scheduling software developed by Oracle that competes with many other scheduling software in the open marketplace.

3. Description of Supplies/Services required to meet agency needs. Brand name requirement for

Primavera P6 scheduling software. Technical Specifications Section 01 32 01.00 10, Products, Section 2.1 Software software utilized to produce and update the schedules required herein must be capable of meeting all requirements of this

USACE construction contract technical specifications advise contractors in Section 01 32 01.00 10, Products, paragraph 2.1.1, the Government intends to use Primavera P6, as the default scheduling software (Attachment 1) and requires the contractor to be capable of exporting files in a format compatible with the software. Additional requirements are stated in paragraph 3.12

The costs of Primavera P6 software license for one contractor is approximately the following. The costs are based off the cost to procure Primavera P6 in the United States.

Primavera P6 Professional Perpetual License (Attachment 2).

a. One-time purchase: $3,880.00 (On-Premises Perpetual License).

b. Annual Maintenance Fee: $2,560.80 ($853.60 x 3 years).

c. Estimated Total of the Brand Name Requirement: $6,440.80

4. Statutory authority permitting other than full and open competition. 10 USC 3204(a)(1), Only

One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements as implemented at Revolutionary FAR Overhaul (RFO) FAR 6.103-1 and DFARS (Deviation 2026- O0017) 206.103-170(c).

5.

the use of the authority cited above (applicability of authority). Primavera P6 scheduling software is utilized throughout the US Army Corps of Engineers enterprise. Scheduling software are technical in nature and data errors and loss of functionality may occur when converting files between different proprietary software. Technical Specifications Section 01 32 01.00 10, Products, 2.1, requires the contractor to utilize Primavera P6 or an alternative software that is compliant with the specifications.

If the contractor chooses to use an alternative software, the specification requirement in paragraph

CEPOJ-CTO

SUBJECT: Justification for other than full and open competition Brand Name Requirement Primavera P6 Scheduling Software

2.1.2.2 directs the contractor to provide two licenses, two computers, and training for two Government employees and produce a file in SDEF format (Paragraph 3.3.6) which currently only Primavera is capable of. Use of the alternative would incur additional costs (training, multiple computers, and licenses to the government) to contractors that use of Primavera would not entail. The use of alternative scheduling software by contractors would result in duplication of costs to the Government that is not expected to be recovered through competition. As such, it is justified to require the use of Primavera scheduling software as a brand name requirement and, if the contractor chooses to use an alternative, mandate the contractor mitigate the costs of the Government utilizing more than one scheduling software and one that most of its personnel are not trained to utilize.

6. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable. This action will be solicited under full and open competition with the requirement to have Primavera or equivalent software as the only restriction for potential offerors. Contractors are given the option to utilize an alternative software but would be required to help mitigate the additional costs this would impose on the Government. Per RFO 6.301(b)(2) and 5.201(c)(3), this justification will be posted with the solicitation.

7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. Scheduling software are commercial products in an open marketplace. The anticipated cost of the Primavera scheduling software identified in Section 01 32 10.00 10, Products, appears to be fair and reasonable (Attachment 2).

8. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted. Sources Sought Notice (SSN) W912HV-25-Z-0007 market research to determine the interest and capability of local construction firms was published on the Government Point of Entry from 21 March 2025 to 18 April 2025 for local contractors registered for business in Japan. The SSN included a Market Survey questionnaire, which requested information capability, experience, bonding level, and qualifications performing similar work presented in draft specifications and draft drawings and interest level in the project. The SSN included draft specifications and drawings for industry to review and to provide comments and concerns. There was not a question related specifically to use of Primavera, but no Contractor indicated there was any concern with its use.

9. Any other facts supporting the use of Other Than Full and Open Competition. USACE utilizes the Resident Management System (RMS) which requires files to be in the SDEF format. The SDEF formatted file was specially designed for use with RMS and only Primavera is capable of generating this format currently. Specification Section 01 32 01.00 10 paragraph 3.11 requires the contractor to import the schedule data into RMS. If Primavera is not utilized, the SDEF file would need to be manually created which is more likely to result in data errors.

10. List of any sources that expressed, in writing, an interest in the acquisition. Five (5) companies expressed interest in this acquisition by responding in writing to the SSN.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

USACE may eventually move to more standardized commercial software that would not require Primavera as an intermediary and the brand name requirement could be removed. Then a request could be made to USACE Headquarters to review the Unified Facility Guide Specifications (UFGS) 01 32 01.00 to revise the Primavera brand name requirement and ask them to reduce the scheduling software requirement to salient characteristics that would be acceptable to the enterprise, including producing files in a standardized, non-proprietary format. At this time, the specifications provide an option for contractors to use alternative software to ensure the brand name product is not a barrier for competition.
