In Phase One of the Two-Phase Design-Build selection procedure, interested Offerors will submit specified performance capability proposals for review, consideration and evaluation by the Government. The Government will evaluate these performance capability proposals in accordance with the criteria described herein to determine the most highly qualified offerors to move to Phase Two. Offerors who meet all acceptability criteria in Phase Once will be determined to be most highly qualified to participate in Phase Two, this is in lieu of the limitations on the maximum number of offerors that may be selected to submit phase-two proposals as authorized by DFARS 236.303-1(a)(4)(i)(A).
2. Only those Offerors who receive EMAIL NOTIFICATION from the Japan District Contracting Officer that their firm has been selected to participate in Phase Two of this solicitation will be invited to submit a Phase Two proposal. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors.

8. Proposals shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror meets the requirements.
