C. QUESTIONS AND ANSWERS: The Government’s response(s) to question(s) submitted by prospective bidder(s)/offeror(s) are provided in below. Questions/Answers 1-6. The following questions were submitted by potential offeror (s). Answers provided below do not amend the solicitation (PWS, technical exhibits, attachments, etc.) unless it is specifically noted and incorporated into the solicitation.

1. What manufacturer will the technician require training for the new RMCS?

A1: Required technician training has been revised and is set forth in section 7.5 of the PWS. RMCS Equipment at Iwakuni Commissary is manufactured by Panasonic, Johnson Controls, Danfoss and Mitsubishi.

2. Will the floor drains for the unit cooler drain lines be the contractor's responsibility?

A2: In accordance with sections 20.2, 20.6.2 and other relevant sections within the PWS, the floor drains will be cleaned to floor level. Maintenance of the drains below floor level is not included in the contract.

3. What is the warranty period for the New Refrigeration and HVAC Equipment at the New Iwakuni Commissary.

A3: It is not possible at this time to give an exact warranty period for every equipment item. For Bldg #615, GoJ warranty ends 25 APR 2018.

4. Please provide us warranty period, warranty items for Iwakuni Commissary, Building 615 new buildings.

W912HV-16-R-0006

A4: It is not possible at this time to give an exact warranty period for every equipment item. Warranty questions which arise during the contract shall be addressed through the COR and DeCA for resolution by the Contracting Officer, as necessary. This does not relieve the contractor from performing any of the PPM requirements in the

PWS.

5. Spec specified "Perform refrigeration and HVAC periodic preventive maintenance (PPM) at the frequency recommended by equipment manufacturers and/or best commercial practices, but no less than on a monthly basis".

Could we have recommended service requirement from each manufacture of B615 Iwakuni building, GOJ project?

This may affect B615 warranty from GOJ. (Reference PWS Section 2. CONTRACTOR REQUIREMENTS)

A5: As stated in the PWS Paragraph 20.6, perform the refrigeration and HVAC periodic preventive maintenance (PPM) at the frequency recommended by the equipment manufacturers and/or best commercial practices, but no less than on a monthly basis. If the equipment manufacturer's PPM cannot be found, then the attached DeCA PPM sheets may be used as a guideline until those manufacturer's PPM requirements are located. This does not relieve the Contractor of complying with the manufacturer's recommended maintenance requirements and frequencies.

6. Do we have to dispose existing Chillers, AHU's, Pump's and AC units?

A6: Contractor responsibilities for disposal requirements are addressed in Environmental Requirements, 16. Clean Up, 19.1.2. and 20.13. Disposition of Material.

Annual tasks should be performed at the end of each heating season and coordinated with annual boiler inspections.

Boiler Shell Remove the rear and/or side access panel and cleanout.

Access the fireside of the boiler and thoroughly clean all internal surfaces, vacuum surfaces and remove all debris.

Clean spaces leading from exhaust breeching to exhaust flue. Inspect for corrosion or damage.

Inspect and replace, as necessary, all gaskets.

Peripherals

Inspect burner natural gas valves, oil valves, air intake damper and back draft damper linkages, adjust if necessary.

Lubricate all burners, damper actuator linkage moving parts and pivot points.

Exercise joints and remove excess lubricant.

Inspect all fuel solenoid valves for unusual noises, full closure and proper operation.

Check fuel cam profile spring for wear, scoring, discoloration.

Clean and inspect all fuel oil strainers.

Check oil pressure gauge for accuracy.

Check actuator motor for proper operation.

Check ignition electrode/pilot for proper gap/flame, adjust if necessary.

Check/test burner control panel/system for the following indicating lights/safety devices/alarms;

flame failure, high/low gas/oil pressure, air switch.

Inspect flame detector lens, clean if necessary.

For electric ignition systems, test and record voltage readings on each side of the ignition transformer.

Inspect boiler safety relief valve and assure proper operation.

Ensure proper operation of low/high temperature limit controllers.

Tune boiler for operation on the primary fuel. A combustion gas analyzer should be used to check burner efficiency at 25%, 50%, 75% and 100% firing rate.

Other observations should be made during boiler tune-up such as fuel/air ratio, flame color/spread, opacity, stack temperatures and O2/Nox/CO/CO2 concentrations.

Record all observations Ensure that boiler components are operating in proper sequence.

Visually inspect all control linkages and components for proper operation, lubricate moving parts, if necessary.

Inspect boiler piping, valves and fitting for leaks.

Ensure that boiler pressuretrol set points are not excessively high.

Experiment with lowering set points in order to conserve energy while meeting building demand.

If problems or inefficient operation are identified correct deficiencies immediately.
