About this file
This document is a Sources Sought Market Survey for a Design-Bid-Build (DBB) construction project by the U.S. Army Corps of Engineers Japan District. The project involves constructing a JP-5 Fuel Truck Offload System at MCAS Futenma in Okinawa, Japan, with an anticipated period of performance of 882 calendar days. The market survey seeks to identify local sources physically located and licensed to conduct construction business in Japan, with responses required by 2:00 PM on September 9, 2025.
The survey requests detailed information from interested firms, including company details, capabilities, project experience, bonding levels, and specific technical capabilities related to fuel infrastructure construction. Key questions focus on previous experience with fuel-related infrastructure, ability to work in operational fuel environments, procurement challenges for specialized materials, experience with U.S. and Japanese standards, and capability to manage unforeseen site conditions. The government anticipates issuing separate solicitations between December 2025 and January 2026 with a fiscal year 2026 award, targeting local construction firms with expertise in military fuel system infrastructure.
