About this file
This is a Questions and Answers document for RFI Response #W912HQ26S0062 regarding an exterior mural painting project at Fort Belvoir, Building 1418.
The project involves painting a 50-foot-wide by 25-to-30-foot-high mural featuring the Army Corps of Engineers Castle logo on a masonry surface. The Government will provide a vector file of the design for cost estimation purposes. Respondents must submit examples of comparable exterior mural painting, specialty painting, or related artistic coating projects to demonstrate required experience; experience may be demonstrated through work completed by company owners or key personnel under different business or trade names if roles are clearly identified. Surface preparation may be required at the professional contractor's recommendation. The Government specifies use of highest-quality, UV-resistant coatings but does not mandate specific manufacturers or coating systems. No restrictions exist regarding aerial-lift placement, scaffolding, staging, parking, equipment storage, or water and electrical access. Contractors should plan for normal working hours from 0700 to 1800. Fort Belvoir requires all base access to be completed on the first day of work and will conduct background checks on contractor personnel. The Government will consider conducting a pre-proposal site visit during the official solicitation phase to allow prospective contractors to verify measurements, surface conditions, and equipment-access requirements. Photographs showing both the desired AI-generated mural design and the current state of the building facade have been provided to assist with rough order of magnitude (ROM) cost development.
