About this file

This is a Questions and Answers amendment to a federal solicitation for mural painting services.

Solicitation W912HQ26QA029 Amendment 02 provides clarifications to six key questions regarding the Engineer Castle mural painting project. The work location is confirmed as Building 1418 at 9450 Jackson Loop, with a rectangular mural boundary approximately 50 feet wide by 25–30 feet high, though only the area occupied by the Engineer Castle design will be painted. The site visit point of contact is MSG Kevin Barr at 910-849-7979; contractors must access the base through Tulley Gate for background and access checks, with an escort provided to the Battalion area. The Government will provide electrical power with contractors responsible for bringing their own extension cords (approximately 50 feet needed) and will provide one water point with contractors responsible for running hoses (approximately 100 feet needed).

The mural will be rendered in standard engineer red-colored scheme, though the customer is open to alternate color suggestions if justified based on quality or longevity. A high-quality UV-resistant exterior masonry paint system will satisfy coating requirements; a separate protective clear coat is not required. The quotes are due on September 10, 2026. All other terms and conditions of the original solicitation remain unchanged. This amendment resolves discrepancies between the PWS and other contract sections regarding building identification and clarifies contractor responsibilities for equipment and materials.

Solicitation W912HQ26QA029

Amendment 02

The purpose of Amendment 02 to this solicitation is to provide answers to the questions received. All other terms and conditions of the solicitation stay the same.

1. The RFI response provided approximate dimensions of 50 feet at the base by approximately 25–30 feet high. Please confirm the precise paintable boundaries, including whether the mural encompasses the entire rectangular wall area or only the area occupied by the Engineer Castle design.

Answer: The overall mural boundary is a rectangular area approximately 50 feet wide at the base and 25–30 feet high. However, the painted surface will only consist of the area occupied by the Engineer Castle design.

2. The Government previously indicated that a pre-proposal site visit would be available.

Will a site visit be scheduled before quotes are due on September 10, 2026? If so, please provide the date, time, access procedure, and site point of contact.

Answer: The site visit POC will be MSG Kevin Barr at 910-849-7979. For base access, contractors will need to go through the main installation entry point (Tulley Gate) for a brief background and access check. An escort will be provided to bring them to the Battalion area.

3. Will the Government make electrical power and water available for surface preparation and painting?

Answer: Electrical power will be available; however, contractors will need to bring their own drop/extension cords to reach interior access points; ~50’ from where work will be done. There is one water point, but contractors will need to run a hose to access; ~100’ from where work will be done.

4. The PWS identifies Building 1418 at 9450 Jackson Loop as the performance location, while Sections E and F reference Building 1416. Please confirm the correct building number and work location.

Answer: The correct building number is 1418. The designated POC will escort the contractor to the exact location during the site visit and again on the first day of performance.

5. The RFI response requires a highest-quality, UV-resistant coating. Is a separate protective clear coat required, or will a high-quality UV-resistant exterior masonry paint system satisfy the requirement?

Answer: A high-quality UV resistant exterior masonry paint system will satisfy the requirement; a separate clear coat is not required.

6. Please confirm whether the Engineer Castle is intended to be rendered in the colors shown in the representative image or whether the Government will provide a separate color schedule.

Answer: The Engineer Castle will be rendered in the standard engineer red-colored scheme provided. However, the customer is open to alternate color suggestions if the contractor provides justification based on quality or longevity.
