About this file

This document contains answers to questions regarding a solicitation for website operations and maintenance support for the National Flood Risk Management Program. The incumbent contractor was awarded contract number W912HQ21P0024 and information on the vendor can be found in the Federal Procurement Data System. The current websites are hosted on the AFPIMS platform which was developed using the DotNetNuke framework in C# and customized using HTML. Contractors will require a government email address and CAC for system access. There is no separate test environment for modifications, which must be tested on public-facing "test pages" before changing permissions. The current contract value is $211,150.12 for an unknown number of FTEs.

The related solicitation seeks services to support three program websites on the AFPIMS platform, an associated database, and collaboration tools. The work includes regular maintenance and interim hosting. The single award firm-fixed-price contract has a one-year base period and two one-year options, to be awarded by the Department of the Army Corps of Engineers National Capital Region.

Question 1: Is there an incumbent? If yes, please provide the vendor’s name and contract number if possible.

Answer 1: W912HQ21P0024. Vendor info can be found in the Federal Procurement Data System by searching the contract number.

Question 2: I understand that the current website is hosted on the AFPIMS platform. Do you know what programming language is used or perhaps the development environment?

Answer 2: AFPIMS is based on the DotNetNuke (DNN) Platform which programmed in C#. For websites created on the DNN Platform, HTML is the primary language used to customize webpages. AFPIMS is designed to allow those with only basic computer skills to create dynamic and fully interactive websites. Upon completing the necessary training presented on this AFPIMS Training Center site, it's conceivable that a user with no programming skills could start piecing together their own unique website using pre-built modules within the system.

Question 3: Will the selected contractor receive a laptop to access the AFPIMS platform or just a log in?

Answer 3: The contractor will only need a government email and CAC, which we will fill out paperwork for them to obtain to be able to log into AFPIMS.

Question 4: Is there currently a test environment where modifications can be staged and verified before being released into production?

Answer 4: For AFPIMS, there is no test environment where modifications can be staged and verified before being released into production. In AFPIMS, you can create a “test page” and can limit access so it is not viewable to the public before changing those permissions when ready. For the Team to Teams site there is a test environment.

Question 5: What is the value and FTE count for the current contract?

Answer 5: The current value is $211,150.12 including all options. I cannot state how many FTEs are included. That would be compromising the incumbent’s business strategy which is protected information.
