This document provides a draft subcontracting plan template for federal contractors to use when responding to solicitation number W912HQ-19-S-0007 issued by the Department of the Army Corps of Engineers National Capitol Region Humphreys Engineer Center Support Activity. The template requires information on the prime contractor's small business subcontracting goals, descriptions of products and services to be subcontracted, and assurances that the contractor will provide equitable subcontracting opportunities. It also provides guidance on requirements for maintaining records of small business outreach efforts and subcontractor awards. Contractors must submit completed plans prior to any award over $700,000 and plans will be monitored during contract performance to evaluate attainment of small business subcontracting goals.
