Questions and Answers Combined Synopsis/Solicitation
W912HQ-18-T-0004
1. Can the Government clarify the requirement for 50 concurrent users up to an unlimited number of users?
• The ability for, at minimum, 50 individuals accessing the service simultaneously would satisfy this requirement. Any number over that amount is also satisfactory.
2. Is it the Government’s expectation that the quote will provide a minimum of 50 user accounts with credentials?
• It is the Government’s expectation that the quote will provide the ability for, at minimum, 50 individuals to access the service simultaneously.
3. If our system has no limitation on when the 50 users can log in to the platform, are there other requirements for concurrent users beyond all users being on the system at once?
• No.
4. Given Subscriptions are typically sold with an account and some level of data usage, can the
Government provide parameters or assumptions for “unlimited” number of users as it would be difficult to price an unknown variable of unlimited for a LPTA evaluation?
• The ability for, at minimum, 50 individuals accessing the service simultaneously would satisfy this requirement. The Government assumes that no more than 200 individuals would use the service at one time.
5. Can the Government clarify if “the ability to search and collect data from a bank of 500,000 historical posts” is a minimum? Collections of typically available social media sites within the scope of this requirement could easily exceed 500,000 documents a month.
• USACE has evaluated this possibility and determined that 500,000 posts would be sufficient to provide a representative sampling of online engagement.
6. Can the Government confirm that the requirement “only” requires popular social media networks to be defined by the vendor and the sites do not include news, web sites, message boards, internationally based social media sites, community bulletin boards, and consumer sites.
• The purpose of this contract is to acquire an enterprise wide subscription to a commercial service that will give the USACE the ability to actively monitor, quantify, analyze and evaluate online content to inform communication decision-making. Ideally those data sources would include, at minimum, Twitter, Instagram, Facebook, YouTube and Web Mentions content.
7. Is it anticipated that USACE will use the acquired vendor platform to create engaging but share and engagement will be through a USACE platform?
• The USACE users will use the vendor platform to evaluate online engagement, sentiment, etc.
This data will be used to inform decisions that are reflected in information shared through USACE communication channels.
8. To meet the requirement for Twitter historical data and the ability to generate reports including all the numbers needed, such as total posts, users, impressions, influence and demographic data, does the Government require access to Twitter’s Real Time Power Track or the Twitter API?
• It is presumed that the service would possess capabilities to present the necessary information, be it through API access or other methods.
9. Given Facebook does not allow public access to their API, can the Government confirm that the ability to analyze USACE Facebook data will be through USACE granting access to the USACE account?
• If this mechanism would best facilitate the required analysis, it can be arranged.
10. Can companies from outside of the United States apply for this?
• This requirement is unrestricted. Companies with a current and valid SAM registration (DUNS and CAGE code) may submit proposals for this requirement.
11. Will vendors be required attend meetings?
