Text version

1. Is a Tripartite Escrow Agreement an acceptable payment protection for this project?

No, this is not a construction project. FAR 28.102-1 does not apply.

2. We would like to get a better understanding of what the U.S. Army Corps of Engineers has estimated the size or magnitude of this project (in dollars) to be. Is this something you could assist with?

This is a performance based acquisition. The contractor should quote based on the work required in the PWS.

3. Could you please confirm what type of solicitation this is? (IFB, RFP, RFQ, etc.)

Request for Quote (RFQ)

4. On page 6; the following paragraph states:

"If damage is found during inspection and maintenance, the contractor will provide an invoice for the repair to the 249th EN BN. The government will decide within 10 business days whether to execute the repair, or have the unit return shipped at no additional cost to the government. A damaged, but not completely refurbished alternator will not count against the total number of units completed."

We will not be able to accommodate this request. There will be freight charges incurred to pick these up at your location and subsequently return them to you. Additionally, man hours would have been spent testing the alternator. These are your items and we cannot simply absorb costs because your equipment is bad or overinflate our prices to cover the potential of some of these units testing bad and not being able to recoup our expenses. I ask the following:

a. Modify the clins so that they match the "required services" you have listed on pages 4 and 5. This will allow for a clear match of work to be performed and your cost.

b. Allow the awarded vendor to invoice based on work accomplished. Coinciding with my concern above; this will allow for the invoicing of an initial testing and inspection clin as well as a shipping clin. If in fact an alternator is tested bad and is not repairable or you opt to not approve a repair quote; you can then be fairly invoiced for actual work performed and this would satisfy all parties.

The paragraph has been changed to the following: “If damage is found during inspection and maintenance, the contractor will provide an invoice for the repair to the 249th EN BN. The government will decide within 10 business days whether to execute the repair. Repairs will be executed via modification at the labor rate shown in CLIN 0001. If the repair is not funded, the contractor will complete the refurbishment in accordance with this PWS and return ship.”

5. Each alternator will need to be palletized and banded/secured to the pallet for shipping in order for a transportation company to pick them up at your location. You will be able to accommodate this correct?

Yes, each alternator will be shipped on its own reusable pallet. The alternators bolt down to the pallets we use.

6. Please list all spare parts you have/intend to ship with the units for us to install.

Customer will provide a main rotor bearing (PN: 631-5ZZC3) with each unit. We will also provide components of the excitation system, as identified by the vendor as needing replacement (Rotor-Exciter PN: 4P-4514, Exciter Stator PN: 198-4383, Rotor AS-MAGNET PN: 136-0870, and Rotor Stator PN: 259-5761, and associated mounting components). We will overnight these items to the vendor when requested. Contractor will provide heat sink assembly (PN: 290-5564 or equivalent), for each alternator.

7. Contract line item 0004 is hard to put a fixed cost on due to the fact that the repair is typically a time and material quote. Would you want us to give you our hourly rate, for this Contract line Item?

See revised CLIN structure. Provide an hourly labor rate and an estimated number of labor hours for CLIN 0001. The labor rate reflected in CLIN 0001 will be used if repairs are required. Repairs will be executed via a modification.

8. Will you be providing the complete rectifier heat sink assembly?

No. Heat sink will be provided by the vendor.

9. Are we required to pay for shipping from your location, or is the Government supplying that?

The contractor should quote costs for shipping to and from Ft. Belvoir.

10. We need to get the exact numbers from the generator so we can price the internal parts from each unit. These questions are from the Alban Cat local Rep. Engine SN:? Package SN:?

Generator SN: CFY0246 We do not have the SNs of each alternator available. They are return shipped to us by different customers around the world.

11. Will the Alternators be pre crated and ready for pickup at the location?

Yes. We will provide crating.

12. Will there be loading support via forklift or crane at the location of pickup?

Yes. Material Handling Equipment (MHE) will be available.

13. If work is subcontracted does the sub-contractor doing the work need to also meet the size standard, or just one?

The prime contractor (small business) must be responsible for 51% of the work. You can subcontract with a large business as long as they are not responsible for more than 49% of the work.
