W912HQ-16-T-0019 Solicitation Questions, Answers, Clarifications
1. Is it possible to get the bid date, pushed due to the short week?
Yes - the new offer due date is July 22, 2016 at 1:00 pm EDT.
2. Can you provide a drawing of each floor showing the separate zones they are looking for?
Yes – See Attached. PWS has also been updated to reference this.
3. Would you prefer a 3 pipe system rather that the 2 pipe system described in the RFP to allow for complete separate zones?
No, only a 2 pipe system will be acceptable in accordance with the PWS.
4. Are the server rooms to have their own dedicated system?
Yes – The server room is located in the basement.
5. Will the building be occupied by government employees during construction?
Yes – Thus the requirement to provide temporary cooling during the course of the installation.
6. What will the security protocol be?
See C.2.5. - Security Requirements and C.2.6. - Local Security Policy
7. Request a sequence of operation for existing HVAC system.
The sequence of operation for the existing HVAC system does not exist. However, the system was installed in 1997 and consists of one central variable air volume (VAV) air-handling unit (AHU) Manufacturer Trane Model # TWE240B300CA, Serial # M421MOC64, fan motor control and direct expansion (DX) coils. The unit does not contain heating coils. The AHU serves both floors and is paired with a Trane Model TTA24B300BD, Serial # M424YNYAH DX air-cooled condensing unit. The AHU is controlled by programmable thermostat on the 1st. floor.
8. Can we modify the existing system (rather than demo) to temper outside air? (this would also provide a redundant HVAC system) The intent is to treat the air so as to control temperature, humidity, cleanliness and distribution to meet the requirements of the conditioned space via the fan. The existing unit is 19 years old and has passed its life expectancy. Furthermore the R22 Refrigerant is no longer manufactured and is being phasing out.
9. Can we use separate ductless mini split system for existing server room?
Yes.
10. Can new condensing units be mounted on grade level? ( eliminate roof penetrations, provide less refrigerant piping and add serviceability) No - The new HVAC unit is required to be roof mounted in place of the existing unit.
11. Will you accept design modifications to meet ASHRAE 15/34? (smaller system sizes to reduce total refrigerant exposure or alternate indoor unit styles (ducted) to increase the total area served?)
Innovation is encouraged and the contractor is allowed flexibility in proposing the best solution based on best practices and standard industry procedures provided the desired outcome remains in accordance with the PWS.
12. Can we obtain a copy of the attendance list for the walk through?
This information cannot be provided
13. Is there an SF1442 or other form required for our proposal for this solicitation?
The proposal does not need to be on a specific form; however, please ensure your proposal includes the information required by Federal Acquisition Regulation (FAR) clause 52.212-1, Instructions to Offerors and applicable addenda.
