SAMPLE PERFORMANCE WORK STATEMENT

Task order #: W912HQ-15-D-XXXX

TASK ORDER: RECREATION USE SURVEYS FOR VISITORS TO CORPS MANAGED

RECREATION PROJECT SITE AREAS

BACKGROUND

The Corps of Engineers (CE) manages over 2000 recreation areas on over 400 water resource development projects (i.e. lakes and rivers) nationwide. Visitation to most of these recreation areas is monitored using traffic counters at the entrance of each park. Surveys of exiting visitors are periodically conducted at a representative sample of parks to convert traffic counts to measures of visitation. The surveys specifically are used to compute; a) the percentage of parties accessing the site for recreation, b) the percentage of recreation parties exiting the site for the last time that day, c) average party size and d) number of people in the party engaged in various recreation activities.

The most recent survey effort was conducted in 2012 and 2013 with a focus on day use during the peak recreation season; the predominant use of CE managed recreation lands. There are other significant types of use that need to be captured via recreation use surveys and the need

Recreation Use Surveys for Visitors to Corps Managed Recreation Project Site Areas 2 to capture use over non-peak shoulder seasons of the year. The sampling approach and survey delivery methodology has been established via the previous survey seasons.

QUALIFICATIONS

The contractor will provide expertise related to analytical design, survey question development, sampling methodology, data system design, and data analytics. During delivery of surveys, the Contractor will provide staff and appropriate supervision to plan and conduct traffic stop recreation surveys using procedures and associated survey software provided by the CE.

Surveys will be conducted at parks on CE Lakes throughout the continental United States according to a schedule provided by the CE. The contractor will acquire any equipment needed to deliver the surveys including technology and safety equipment. The contractor will provide any logistical resources needed to deliver the surveys including housing, transportation and uniforms. The Contractor will also perform basic data management tasks and provide the data to the CE based on established specifications. The contractor will designate and train one surveyor in each team to serve as a “Team Leader” to provide on-site supervision of survey staff and serve as a point of communication to the team. The Contractor will provide oversight of all field team members. This person will work closely with the CE staff to facilitate all team communications and oversight. The contractor will ensure that any acquired staff are properly vetted, receive background checks, are provided appropriate safety equipment and provided with workman compensation in the event of injury or accident. Contractor will document response rates and provide retraining or correction as needed.

STATEMENT OF WORK

The Corps of Engineers (CE) recreation program has established a methodology for collecting use data for the construction of visitation estimation load factors that was focused on day use of CE managed recreation areas. During any given survey season (i.e. spring, summer or fall/winter), sampling is equal to one full week day and one full weekend day via a structured survey schedule where the day is divided into time periods and the sample sites are stratified across the available survey periods. Surveyors will work in teams of two and conduct surveys four days per week with the fifth workday being used for special projects, team building, professional development, training or other work related activities. Survey sites are selected and paired by the Corps with the intent of not exceeding an eight hour workday, including travel time to and from the survey sites. Selection of a residential location by the contractor

Recreation Use Surveys for Visitors to Corps Managed Recreation Project Site Areas 3 may extend the workday for some survey team members beyond eight hours. A survey workday includes surveys being conducted at two survey sites that are paired together with a survey period in between to allow for travel and break time between the two actively surveying periods.

The CE needs to refine the existing survey tools, methodologies and procedures. Beyond collecting additional data utilizing the existing survey tools, CE Recreation program needs to expand the suite of survey tools in order to address types of use not currently captured or anomalies associated with other recreation area types. These additional surveys and associated data collection effort will need to be aligned with the existing survey tools, methodology and data structure.

The outcome of this task order will (1) to develop questions, procedures, and methods for conducting survey at CE managed recreation areas, (2) analyzing data for various types of recreation areas, (3) provide information necessary to pursue OMB information collection clearance, (4) acquire and train personnel to deliver surveys and implement surveys/data collection, and (5) manage data resulting from the survey delivery and provide to the CE on a daily basis.

TASKS

To accomplish the objective of the study, the contractor will complete the following Performance Work Statement.

Task 1: Work with ERDC/IWR to update/refine current collection of Standard Traffic Stop Recreation Use Surveys (full, Spanish, bus/bike).

Task 2: Develop Abbreviated Recreation Use Survey, for use at single projects or with other surveys that is aligned with existing methodology, delivery procedures, operations, and data structures.

Task 3: Update and refine sampling methodologies, delivery procedures, and overarching operations/administration procedures associated with each of the surveys as appropriate to meet the objective of that particular survey and are aligned with existing methodology, delivery procedures, operations, and data structures.

Task 4: Work with ERDC/IWR to develop Campground Recreation Use Survey. Develop sampling methodology and overarching operation/administration procedures appropriate to

Recreation Use Surveys for Visitors to Corps Managed Recreation Project Site Areas 4 meet the objective of this survey. This should be aligned with existing methodology, delivery procedures, operations, and data structures.

Task 5: Prepare Supporting Documentation portions of Information Collection Clearance package meeting OMB specifications. Incorporate changes as appropriate from the comment period as well as any recommendations from OMB during their review.

Task 6: Develop training, implementation plan, operational logistics and Data QA/QC procedures associated with the delivery of surveys from tasks 1-4. Note that the survey implementation may require delivery of a mixture of survey tools depending on the regions and survey sites identified by CE. CE also produces the survey software and will provide specifications for the computer system required to run the software. CE reserves the right to determine the delivery method and amount of training necessary on survey procedure, delivery process and data management performed by surveyor personnel.

Task 7: Conduct Surveys

During the survey season a weekly report will be produced to identify survey procedure issues and remedies implemented and should also address personnel performance as it relates to survey delivery and data quality. Operational changes initiated by the contractor that potentially impact the survey procedures and methodology will be discussed and mutually agreed upon by both parties prior to communication to the survey teams and their leaders.

Vice versa, any adjustments to the survey procedures and methodology initiated by the Corps that impact contractor operations will be discussed and mutually agreed upon by both parties prior to communication to the survey teams and their leaders. Within 45 days of the conclusion of a survey season, a summary report that includes an after action review will be submitted.

The report should document the successes and challenges of that survey season as it relates to future survey seasons, data quality and overarching operations. CE staff will be invited to any conference calls where logistical or operational matters will be discussed as they may impact data collection and delivery procedures.

Manage data employing appropriate security measures to ensure data integrity. Survey data will be provided to the CE on a daily basis. Address any data collection issues promptly and ensure that personnel respond appropriately to process and procedure adjustments. All data collection is the property of the CE and may not be used in any fashion other than specified by the CE.
