NOTES TO PROPOSAL SCHEDULE
81st RD FACILITY INVESTMENT SERVICES (FIS) REGIONS A & F
PROPOSAL/PRICING SCHEDULE NOTES
A. See also Section J, Attachment J-020000-07, Exhibit Line Item Numbers (ELINs) for both 81st RD Regions (A & F). Offerors must complete and submit all ELINs (CLIN and subCLIN prices) in MS Excel Format via the provided “ELINs” MS Excel Spreadsheets.
PRICING MUST BE SUBMITTED on the attached ELINs MS Excel Spreadsheets for each Region on which Offerors intend to propose using the following ELINs spreadsheets:
Region A: J-0200000-07 Exhibit Line Item Numbers – Reg A.xlsx Region F: J-0200000-07 Exhibit Line Item Numbers – Reg F.xlsx
Offerors can propose on one or both Regions (A and/or F). Two separate contracts will be awarded (one for Region A and one for Region F). Be advised that one Offeror could potentially receive both awards.
Applicable for each proposal, the total price for each CLIN submitted in the proposal schedule must equal the total price displayed on the "CLIN Summary" tab of the Attachment J-020000-07 MS Excel ELINs. All ELIN prices must be completed in the Attachments J-020000-07. All ELINs (CLINs and subCLINs) will be incorporated into the awards resulting from this Solicitation. Failure to propose on all the items in the attached MS Excel ELINs spreadsheets (proposal schedule and/or Attachment J-020000-07) will cause the proposal to be considered nonresponsive and therefore ineligible for contract award.
B. Firm Fixed Price (FFP) Items. Prices for all FFP items must cover all work, complete and in accordance with the respective Performance Work Statement (PWS), and will be considered full compensation for all work in connection therewith, to include all labor, supervision, management, tools, material, equipment, facilities, incidental engineering, vehicles, transportation, costs related to quality control, and other items necessary to perform the work, except as otherwise specified to be furnished by the Government. Payments for FFP items at the contract price will constitute full and final compensation. Full performance for all FFP items will begin on the dates specified in the PWS. The Contractor will have a minimum of 10 calendar days prior to full performance to implement any necessary phase-in / transition efforts. The Government will not pay for phase-in / transition efforts.
C. Indefinite Delivery / Indefinite Quantity (IDIQ) Items. See also paragraph 2.14 of the PWS Section C 0200000. Prices for IDIQ CLINs refer to a “Not to Exceed” (NTE) capacity amount, and will be derived from the estimated quantity for the unit priced labor after applying the Contractor’s proposed coefficient.
The total ordering value of all task orders issued under IDIQ CLINs of the contract resulting from this Solicitation will not exceed the capacities proposed and/or negotiated during the formation of the base contract. NOTE: See the IDIQ tabs within the Attachment J-020000-07 ELINs MS Excel Spreadsheets for the estimated quantity for proposal purposes.
D. Minimum Guarantee. The minimum guaranteed amount to be ordered under this contract, in accordance with FAR 52.216-22, is $2,500.00. Normally, the minimum order will be accomplished via the issuance of a task order for performance of the base year FFP items (see paragraph 2 above), concurrent with the base contract award. In the event such a task order is not issued, a task order will be issued in the amount of the minimum guaranteed amount.
