1.5. SITE CONDITIONS

The first round of ditching for this placement area was completed between March 2018 and November 2018. Daniel Island Placement Area – Middle Cell was last utilized/pumped in November of 2016, and was filled to capacity. Due to the recent dredging operation that used this site, it is expected that the material contained in the interior of the site will still be very soft during construction.

(REV#A)

In early 2019 a portion of the ditches partially collapsed, which resulted in a washout of material that discharged from the outlet control structure, and was deposited in the low-lying area immediately outside of the discharge pipe. This occurred at the north end of the placement area.

(/REV#A)

The maintenance and new work material placed in 2016 was hydraulically deposited in a slurry state and is comprised of predominately fine-grained material. Since November 2016, the material has undergone natural desiccation (drying) and consolidation (decrease in volume). Desiccation dries the surface layer of material by evaporation while consolidation removes water from the underlying material through compression, resulting in a desiccation crust. It has been found that, left to itself, fine-grained dredged material will, after an extended period of time, reach a water content (ratio of weight of water to weight of solids) of about its liquid limit (LL). The water content of the crust has been found to be approximately 1.2 times the material's plastic limit (1.2 X PL). The processes of consolidation and desiccation are enhanced/accelerated by removal of surface water from the material. The removal of surface water is accomplished by progressive ditching. As ditches in the material are progressively deepened, a thicker desiccation crust forms that compresses the wetter layers below. The seepage path for water being drained from the material is also shortened, thereby increasing the rate of consolidation.

Experience has shown that the dredged material crust will support LGP equipment but it usually will not support heavier construction equipment such as rubber-tired haulers or scrapers. The Contractor should anticipate

SECTION 02 31 11.00 34 PAGE 6

localized ditch slope failures while ditching operations are conducted. Other items, including but not limited to installation of temporary drainage culverts and flapgates, shall be done as necessary.

1.5.1. Daily Transportation to Site

Daniel Island Placement Area is not legally accessible by land. The Contractor shall furnish all equipment and supplies, including skiffs or marine equipment, for the daily transportation of crews, supplies and equipment to and from the job site. The minimum plant to be used shall include all individual operating supplies, equipment, attachments, and implements, including all fuel, lubricants, materials, miscellaneous supplies, etc. Alternatively, it may be possible to access the site via land if an acceptable arrangement is made with the property owners of the adjacent properties, but any such arrangement is solely the responsibility of the bidder, and all liability, obligations, etc., will be solely between the bidder and the property owner. The Contractor shall obtain any and all rights-of-entry across private lands which he may use. The Contractor shall be held responsible for liabilities of any nature or kind arising from any trespassing or damage occasioned by his operations.

1.6. MINIMUM PERSONNEL FOR RENTAL CONTRACT

The Contractor shall be required to provide sufficiently trained and experienced operating personnel.
