Meeting Minutes:

1. Question – The solicitation states the Bid Opening cannot be held until the PPA is executed? Is there a timeframe for execution?

Answer – Update - The PPA has been approved and is scheduled for execution prior to the Bid

Opening date of 25 July 2017.

2. Question – The current ODMDS survey is from February 2014 in the plan. Will this survey be updated?

Answer – An amendment will be forthcoming with an updated survey for the ODMDS and portions of the channel.

3. Comment – Suggest allowing flexibility past the end of the hopper window in case final surveys and demob still need to be completed or additional type of equipment is utilized.

Answer – The government will take these comments into consideration.

4. Question – AS-5 is required to be completed within the first environmental window, what is the reason for this? Also, suggest that more flexibility is given since AS-5 contains 1/3 of the work.

Answer – This is required since AS-5 is one of the highest shoaling areas in the channel. The government will take these comments into consideration.

5. Question – Is there any environmental windows for other types of dredges?

Answer –The environmental operating window of December 1 to March 31 each year is only for hopper dredges. If further clarifications are needed, please post a bidder inquiry.

6. Question – AS 1-4 Geotechnical Information – There are only 5 STP borings throughout these sections in the plan, can additional data be provided?

Answer – All available data was provided. Please post a bidder inquiry for this request.

7. Question – Is an increase in bid quantities expected with the amendment?

Answer – Update - The amendment will evaluate the recent surveys for an increase or decrease in quantities and will likely only cause an adjustment in the maintenance material CLIN item.

Please refer to any posted amendments.

8. Can the bid date be extended four additional weeks from the tentative date scheduled on July

25th due to the complexity of the contract?

Answer – No, due to the high priority of this project the bid date is not planned for an extension.

9. Comment – The specifications stipulate more stringent requirements for Right Whale restrictions than what they have seen before. This causes a restriction in the winter months to

12-14 hours a day of working at a speed of 5 knots or less.

Answer – The restrictions should follow the language of the Biological Opinion for this project.

Please post a bidder inquiry so the government can research this issue and provide a more detailed response.

10. Question – Where is the Biological Opinion for the project?

Answer – The Biological Opinion for this project is posted, as Appendix F2 of the Final Integrated

Feasibility Report and Environmental Impact statement, on USACE SAC public web-page at the following address: http://www.sac.usace.army.mil/Missions/Civil-Works/Charleston-Harbor-
