EVALUATION CRITERIA:
Offerors will be evaluated on their technical approach presented in the design narrative, conceptual design sketches and technical approach in determining their price proposal utilizing the applicable Construction Specification Institute (CSI) numbers and appropriate quantities.
Offerors will also be evaluated on how well they understand the required application of their proposed coefficient and mark-ups.
Technical Approach Ratings
OUTSTANDING - Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
GOOD - Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

MARGINAL - Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
UNACCEPTABLE - Proposal does not meet requirements and contains one or more deficiencies. Proposal is not awardable.
TAB F – FACTOR 5 Costs / Price
Proposal Pricing Schedule, Section 00010—Schedule A, Capacity/Coefficient Bid Schedule, Schedule B and Schedule C.
Costs / Price will be a factor in establishing the competitive range in making the best value decision for award of any resultant contract. Coefficients for firm-fixed price type task orders shall be proposed and submitted on the Task Order Pricing Schedule shown at Section 00010 - Schedule A of the solicitation.
The Government will perform a price analysis on all proposals received. Price analysis will be performed on Schedule A in accordance with FAR 15.404-1, to determine fairness and reasonableness. Historical price information, competitive price information, the Independent
Government Estimate (IGE), or any other pricing tool as necessary will be utilized in this analysis. The evaluation will determine the extent to which the price proposal is consistent with the requirements of the RFP. Offerors are advised that any offer wherein pricing is deemed unfair or unreasonable will be rendered ineligible for award.
The Government shall use the total evaluated price from Schedule A as the evaluated price for making the best value decision.
BASIS FOR AWARD
Proposals must meet the criteria stated in the RFP in order to be eligible for award, to include capability in accordance with the evaluation criteria and responsibility in accordance with
FAR 9.104.
In order to determine which proposal represents the best value, a comparative assessment of proposals against all source selection criteria in this RFP will be conducted, and in turn, the Government will compare proposals to one another. The Government will award a contract to the responsible Offeror whose technical submittal and price proposal contains the combination of those criteria described in this document offering the best value to the Government.
The successful Offeror, if any, will be awarded a SATOC with a ceiling of $49 Million and a $2,500.00 guaranteed minimum for the base ordering period.
As technical ratings and relative advantages and disadvantages become less distinct, differences in price between proposals are of increased importance in determining the most advantageous proposal. Conversely, as differences in price become less distinct, differences in scoring and relative advantages and disadvantages between proposals are of increased importance to the determination.
The Government reserves the right to award to other than the lowest reasonably priced Offerer. The right is also reserved to reject any and all offers.
SCHEDULE A- See Attached Spreadsheets These coefficients are to be used on all task orders and modifications written during the life of the contract.
Proposed Area Coefficient(s) shall be represented in decimal format (e.g. 4.0, 0.20, 8.0 or 0.08)
The offeror is required to fill in this chart. A separate coefficient is to be provided for each Site Code which represents a distinct geographic area. All entries are necessary for evaluation of price. Failure to submit all required data will result in non conformance with instructions.

25,000 09 91 13.90 0580 & 0590
Painting Exterior CMU Walls: Spray 2 coats exterior latex (125’X20’)
SF $2,500.00 $5,750.00 $0 $8,250.00
3.1.3. Applying the Area Coefficient:
3.1.3.1. Next sum all of the Bare Cost Totals for all of the CSI items to get a total direct cost.
Then apply the Area Coefficient to get the Area Coefficient Total for the task order.
Net Sum of all Bare Cost Totals = $7,950,000.00 (Warehouse) + $25,839.20 (Overhead Door) + $11,606.20 (Exterior Doors) + $8,250.00 (Painting) = $7,995,695.40 Then the proposed Area Coefficient is applied.
Area Coefficient Total = Net Sum of all Bare Cost Totals X Area Coefficient
For Example A: If your Area Coefficient is a net decrease of 0.95, your Area Coefficient Total would be: $7,995,695.40 X 0.95 = $7,595,910.63
Or
For Example B: If your Area Coefficient is a net increase of 1.20, your Area Coefficient Total would be: $7,995,695.40 X 1.20 = $9,594,834.48
3.1.4. Applying Sales Taxes (where applicable):
3.1.4.1. Only for projects in North Carolina, offeror will apply state taxes pertinent to that city/county to material costs only. Taxes will be calculated and added to the Area Coefficient Total to calculate the Adjusted Area Coefficient Subtotal:
For example Sales Taxes are 7%:
Description Bare
Material Sales Tax (7%)
Wood overhead door, commercial sectional, including track, door, hardware and trim electrically operated $15,772.80 $1,104.10
Single solid wood colonial door, 6 panel fir, 6’‐8” X 3’‐0” with food frame and trim. Stained & finished including hardware and weatherstripping
$7,839.60 $548.77
Spray painting siding: Primer & 2 coats exterior latex
$2,500.00 $175.00
Total Taxes $1,827.87
Adjusted Area Coefficient Subtotal = Area Coefficient Total + Total Taxes Example A: $7,595,910.63 + $1,827.87 = $7,597,738.50
Example B: $9,594,834.48 + $1,827.87 = $9,596,662.35
3.1.5. Applying Field Office Overhead (FOOH):
3.1.5.1. Next offeror will submit an itemized list of FOOH expenses utilizing R.S. Means. FOOH will be negotiated and added to the Adjusted Area Coefficient Total to calculate the Prime Total Direct Cost (PTDC):
For example if your (negotiated) FOOH is $5,000:
PTDC = Adjusted Area Coefficient Total + FOOH Example A: $7,597,738.50 + $5,000 = $7,602,738.50 Example B: $9,596,662.35 + $5,000 = $9,601,662.35
3.1.6. Applying Home Office Overhead (HOOH):
3.1.6.1. After calculating the Subtotal, the (fixed) HOOH will be calculated.
For this Example if your HOOH is 5%:
Construction Subtotal = PTDC x HOOH
Example A: $7,602,738.50 x 5% = ($380,136.93) + $7,602,738.50 = $7,982,875.43 Example B: $9,601,662.35 x 5% = ($480,083.12) + $9,601,662.35 = $10,081,745.47
3.1.7. Including Non-Priced Item:
3.1.7.1. Next offeror will submit three (3) itemized quotes list for items not located in R.S. Means.
Non-Priced Items will be negotiated and added to the PTDC + HOOH to calculate the Construction Subtotal:
The Wrought Iron Screen was not found in R.S. Means, therefore, three quotes were submitted.
Quote Description Qty Unit Materials Installation Unit Cost Total
Wrought Iron Security Doors, hardware not included in cost
10 EA $333.00 $89.00 $422.00 $4,220.00
(3’X6’8”) Wrought Iron Security Doors, installed; including hardware
10 EA $540.00 $129.00 $669.00 $6,690.00
Wrought Iron Security Doors, (3’X 6’‐8”) including hardware
10 EA $718.00 $119.00 $837.00 $8,370.00
Quote Number 1 was not selected because the price did not include hardware; Quote Number 2 was selected because all scope requirements were met; Quote Number 3 was not selected, although the scope requirements were met, the price was higher than Quote Number 2.
Costs for Non-Priced Items shall include their mark-ups for Field Office Overhead, Home Office Overhead and Bond Premium.
Let’s Say for Selected Quote Number 2:
Wrought Iron Security Doors = $6,690.00 Field Office Overhead is 5%: $6,690.00 x 5% = $334.50 $7,024.50 Home Office Overhead is 10%: $7,024.50 x 10% = 702.45 $7,726.95 Bond Premium is 1%: $7,726.95 x 1% = $77.27 Total for Non-Priced Item (w/mark-ups) = $7,804.22
Construction Subtotal = (PTDC + HOOH) + Non-Priced Item(s) Example A: $7,982,875.43 + $7,804.22 = $7,990,679.65
Example B: $10,081,745.47 +$7,804.22 = $10,089,549.69
3.1.8. Applying Profit:
3.1.8.1. After calculating the Construction Subtotal the (negotiated) Profit will be applied to achieve the Construction Total for the Task Order.
For this Example if your Profit is 8%:
Construction Total = (Construction Subtotal x Profit) Example A: $7,990,679.65 x 8% = ($639,254.37) + $7,990,679.65 = $8,629,934.02
[$8,629,934]* Example B: $10,089,549.69 x 8% = ($807,163.98) + $10,089,549.69 = $10,896,713.66
[$10,896,714]*
*For ease of calculations, please round final numbers.
3.1.9. Calculating Design Fee:
3.1.9.1. After achieving the Construction Total for the Task Order, Design Fee will be calculated as a percentage of the Construction Total. Design Fees are located in R.S. Means and are based on a percentage of the construction cost. These fees will be negotiated for each Task Order and added as a separate line item on the Offerors proposal.
For this Example if your Design Fee is 4% of the construction cost then the design cost is calculated as:
Design Costs = Construction Total x Fee % Example A: $8,629,934.02 x 4% = $345,197.36 [$345,197]* Example B: $10,896,713.66 x 4% = $435,868.55 [$435,869]*
*For ease of calculations, please round final numbers.
4. HOME OFFICE OVERHEAD
4.1. Home Office Overhead shall be represented as a percentage increase to the Applied Coefficient Total. The proposed rate will apply to ALL task orders issued under this contract.
4.2. Offeror’s shall propose a Home Office Overhead rate for the two (2) year base period and the three 1 year option periods. The rates awarded will be locked-in for the life of the contract and will not change.
5. PRICE EVALUATION PROCEDURE
5.1. Area Coefficient Estimated Capacity Values are identified for each location in the following table. The Estimated Capacity Value will be multiplied by the corresponding proposed area coefficient to determine a total for each location. These Applied Area Coefficient Totals will then be multiplied by the Home Office Overhead Rate for the Base Period only. These Evaluated Totals will then be added together to obtain the total evaluated price for Schedule A.
5.2. The Home Office Overhead Rates proposed for Option Periods 1, 2 a n d 3 WILL NOT be included in the evaluated price, but will be evaluated to ensure REASONABLENESS
ONLY.
Note: Proposed Area Coefficient(s)’ shall be represented in decimal format. Home Office OH shall be represented as a percentage.
