US ARMY CORP OF ENGINEERS
Moderator: Anthony Josey
04-19-12/8:58 am CT Confirmation # 6259412
April 19, 2012 8:58 am CT
Operator: We add in conference recording to the conference call for Anthony Josey with a conference ID of MAJ9412, with the conference name of CETCECTFAC24
- sorry about that - 2243648.
Man: Good morning.
Anthony Josey: Good morning.
Man: Good morning.
Anthony Josey: This is Anthony Josey. And I am the contract specialist with the Army Corps of Engineers on this particular project. And I’m glad you all able to get connected and be able to participate. And so if we could, let me just have our
Corps staff to introduce themselves. And then we’ll have the individuals -well, we’ll just ask as you ask your questions if you would identify yourself.
So we’ll start with the individuals that I have in here with me.
(Mark Taylor): I’m (Mark Taylor), the Navigation Chief.
04-19-12/8:58 am CT
(Michelle Newman): I’m (Michelle Newman), Civil Engineer, Navigation.
Anthony Josey: Can you all hear us pretty good?
Man: Not very well. Little, little (background).
Anthony Josey: Okay. We’ll try that again.
(Mark Taylor): I’m (Mark Taylor), the Navigation Chief.
Man: Right.
(Michelle Newman): (Michelle Newman), Navigation.
Man: Good.
(Mark Taylor): Is that better?
Man: Yes.
(Mark Taylor): Okay.
Anthony Josey: Okay.
(Lisa Simmons): Hey, Anthony?
((Crosstalk))
(Lisa Simmons): Anthony, this is Lisa. I heard (Mark Taylor). Who else do you have with you?
04-19-12/8:58 am CT
(Michelle Newman): (Michelle Newman).
(Lisa Simmons): Oh okay.
Man: I hear you, (Deb).
(Lisa Simmons): Hi. And I’m (Lisa Simmons). I’m a contracting officer here at the Corps.
Man: Yes, ma’am?
Man: Again, who was (unintelligible) from Buford? Oh (Larry Hoffman)...
Man: Okay.
Man: ...you know, dialed in.
Man: Hello?
(Larry Hoffman): (Larry Hoffman), Marine Corps Air Station here.
Man: Yes, there you go.
(Harold Sherman): Yes, sir. (Harold Sherman) here.
Anthony Josey: (Harold), who are you with?
(Harold Sherman): (M&N) of Alabama.
Anthony Josey: Okay. All right. Can the other contractors just identify them self?
04-19-12/8:58 am CT
(Dwayne Lockhart): (Dwayne Lockhart), (Fenecal) Construction Development Group.
Man: (Unintelligible) Construction.
Man: Marco Dredging.
Man: (Unintelligible) Contracting.
Man: ...Construction.
(Clem Parker): (Clem Parker), Magnolia Dredge & Dock.
Anthony Josey: Okay. Okay. We’ll go ahead and get started here. If you all want to, one at a time, just respect other individuals as they are asking their questions.
First question?
(Ron): This is (Ron), (Midyana) Dredging.
(Ron): Is this class part of the general construction or specialty trade project?
04-19-12/8:58 am CT Confirmation # 6259412
Man: That’s specialty trade project.
Man: I believe it’s a specialty trade project, no.
Man: I mean it’s just, you know, general dredging and some diking work.
Does that answer your question, (Ron)?
(Ron): At what percent of the work does the small business general contractor has to perform?
Man: Okay. (Lisa), are you there?
(Lisa Simmons): I am.
Man: I think that is...
(Lisa Simmons): It should be 15%. But you’d have to check the clause and see what we have there.
(Lisa Simmons): But it should be 15, I’m thinking.
(Ron): And the next question I have is when will we be able to go and visit the site?
(Lisa Simmons): Is there a site visit schedule to this, Anthony?
04-19-12/8:58 am CT Confirmation # 6259412
Anthony Josey: I was getting ready to...
Man: Well, in contract award, it’s going to be around mid May or something.
Anthony Josey: Yes. Contract award is mid May. And there was no site visit scheduled. I guess the question is, is there access to the sites for the contractors.
Man: Yes, that would be the question.
Anthony Josey: Well, (Larry), would you want to chime in on that? Is that okay if a potential bidder came by to look at the site prior to, you know, contract award or...
(Larry Hoffman): Yes, we can facilitate a site visit here. I just - I would request that it’d be coordinated with all the contractors that we want to visit so we don’t have to do multiple.
Man: Agreed.
(Scott Rena): And would we bring that up to - this (Scott Rena) with (M&N). Would we bring that up to, Anthony?
Anthony Josey: Yes we can - it sounds like there’s enough interest.
Anthony Josey: I’ll work with the project team to try and put one together.
Man: Great.
Next question?
04-19-12/8:58 am CT
Man: Will you be issuing the name - company names and/or contacts of everybody on the conference call as an addendum?
(Lisa Simmons): Say it again.
(Lisa Simmons): You faded out on the end. Your question faded out on the end. Can you ask that again?
Man: Oh I’m sorry. (Fenecal) Construction, would you be issuing the name and contact number of everybody on the conference call as an addendum?
(Lisa Simmons): Yes.
Man: (Okay).
(Clem Parker): (Clem Parker) with Magnolia Dredge & Dock.
Do you have estimated yardage on the dike repair (unintelligible) at 380-foot in the lower sale?
Man: (Unintelligible).
Man: We can get that for you.
Man: We can supply that.
04-19-12/8:58 am CT
(Clem Parker): Okay. That’ll be coming out in addendum?
Man: Sure.
Man: We’re going to have to - yes, we can do that.
(Clem Parker): Thank you, sir.
(Harold Sherman): (Harold Sherman) here with (M&N). Concerning the curtain, is it going to be up to the contractor to remove and then reinstall the curtain and the weights?
Man: I would say so, yes.
That was affirmative.
(Harold Sherman): Okay.
Craig Lavelle: This is Craig Lavelle with Marco Dredging.
What is the design capacity of both the disposal areas after the dike and repairs are complete?
04-19-12/8:58 am CT Confirmation # 6259412
Man: We would - I mean it will contain all the dredge material, I know that. I mean, we usually use like a (bloat) factor, a (unintelligible). And then we will contain the dredge material.
Craig Lavelle: Okay. Is TWIC cards going to be required at the site?
Man: Who?
Craig Lavelle: TWIC cards for security?
Craig Lavelle: That might be a question for (Larry).
(Larry Hoffman): Yes, I’m not sure what a TWIC card is. But there is two documents - and I don’t know if this was put out with the solicitation. But there is Air Station
Order 5510. It’s a PDF document. I don’t know if it’s attached...
Woman: It is.
(Larry Hoffman): ...or not. But that gives guidelines about base access for contractors.
Man: Yes, that’s included as an attachment in the spec.
(Larry Hoffman): Okay. That will have to be filled out and turned in to the Provost Marshal’s
Office here to get clearance to come on base.
As far as how long does that take, that really varies, you know. I mean it’s -sometimes it’s a couple of weeks and everybody is clear. But if a couple of
04-19-12/8:58 am CT Confirmation # 6259412 people pop up, it’s, you know, requiring additional review, you know, it’s almost impossible for me to put a time frame on that.
Craig Lavelle: Is this Form 5510 something that the contractors need to do prior to our site visit?
(Larry Hoffman): I’ll have to check into that. I mean, I’m not thinking you’re going to have a, you know, a crew coming for a site visit. And it’ll be - I’m trying - I’m going to try to arrange that for a day-pass situation. But I’ll have to get with the
Corps team when they’re scheduling what date that’ll be and confirm that. I certainly wouldn’t want to go through a full background clearance just to - for a day site visit.
Craig Lavelle: Okay. So it is a closed base. And there is a background check and all that to get a pass?
(Larry Hoffman): Yes.
Craig Lavelle: Okay. Is anybody aware of the last time the weir boxes in the piping were replaced?
(Larry Hoffman): I am not aware. I mean the last time this was dredged was late 90s, early - I think it’s around 2000 actually. And this is the same weir box that was there then.
Man: And we’ve held a site visit. And it’s in good shape, I mean. We just need to do the proper grading, which is in the plans and specs. Yes, I think it worked right.
04-19-12/8:58 am CT Confirmation # 6259412
Man: The last time this project was dredged, there was a dike failure. Does anybody know what caused the failure?
Man: That’s a good question. And that’s - in the plans, that’s the area that we’re repairing there, that that’s where it failed in that location.
Man: Yes, I don’t - I was not here then. So I don’t know what the cause of failure was. It was in the vicinity of where the upper level discharges to the lower.
Man: Is there any geo-technical information on the full site material?
Man: Geo-tech in the dike and all you mean?
Man: Not that I’m aware of.
Man: No, I don’t have any.
Man: What is the estimated start date of the project once it’s awarded and then the time frame of completion on the project?
Man: I believe in the spec, it is - there’s 90 days to do the work once notice to proceed is given. I believe there’s 30 days in the spec to get started and then
90 days to actually do all the work.
Man: Okay. And what’s the expected (awardment) time after solicitation?
Man: I thought we were talking - I think it’s a mid May award or around then. No, I’m sorry. It’s June 15?
04-19-12/8:58 am CT
Man: Okay. We’re targeting June 11th right now.
Man: Start date, approximately June 11.
Man: Award date. That’s award.
Man: Okay, award date for June the 11th. And then once the letter of - to proceed goes out, the contractor will have 30 days to (move) onto the site and then another (unintelligible) days to complete the project.
Man: Yes, that’s my understanding.
Man: Keep that with you.
(Scott Rena): Hey, Anthony. This is (Scott Rena). We talked previously in the week. And you wanted me to remind you to ask about the - this is less technical, but about the proposal requirements. It says in the 1442 that there’s no proposals and zero copies. And I just wanted to see if you could put out something out there for everybody to use as a guideline as far as what information you’re looking for, as far as the proposal goes, the requirements.
And, also, to add to that question, what’s going to be the evaluation factors? Is this just if you qualify lowest bid? Is it based on qualifications? What’s the determining factor for the award?
04-19-12/8:58 am CT Confirmation # 6259412
Anthony Josey: In the lowest bid, if you look in the - under those particular line items that we have there...
(Scott Rena): Sure.
Man: Since it is based on price and it’s raised more like an (RFQ), meaning that the proposal requirement is not going to be - you guys are required a typical RFP type of proposal. I mean this is pretty cut and dry, you know. And especially with the due - look, you know, May 11 I believe is when it’s due, keep it pretty simple. But we still need the analysis as far as what kind of past performance, what kind of qualifications, everything we need to include our proposal. So...
Woman: All the requirements should be in the instruction to offer as far as what you need to submit.
Man: I could be looking at them. I feel like I read this thing a million times. I just can’t find a section that’s set aside for what exactly you guys are looking for as far as how many copies, what to mail it to, what to put in the proposal.
Woman: Well, this is...
Man: And like I said, I could be looking right at it. I mean I just...
Woman: Have you submitted a sealed bid before?
Man: Yes, ma’am, I sure have.
04-19-12/8:58 am CT Confirmation # 6259412
Woman: Okay. Because, I mean, your bid - I mean your original has to be here. We didn’t ask for copy. So just the original sealed bid that has to be here at the bid opening time and date.
Man: And is that correct as far as when I see performance and payment bond?
That’s pretty common. But so you guys are still requiring a bid bond?
Woman: Yes.
Craig Lavelle: This is Craig with Marco. And I was going to submit this in writing. But we cannot find under 52.228.1 where a bid guaranty was required. It wasn’t in the specs.
Woman: You said that wasn’t in the specs? What was it...
Craig Lavelle: It wasn’t in anything.
Woman: It wasn’t in the solicitation. Okay, we might have to go back and look at that though.
Craig Lavelle: I’ll submit that in a question form.
Woman: Okay. That’s fine.
Man: When is the due date for the questions? Is it today?
Woman: Do you mean the cutoff?
04-19-12/8:58 am CT Confirmation # 6259412
Man: Yes, ma’am.
Woman: Did we have a cutoff , Anthony?
Anthony Josey: Yes, we did have a cutoff in here.
Man: They said it was today.
Anthony Josey: All questions should be submitted in writing on or before the 19th.
Woman: Okay.
Man: With having the conference today, would it be possible to get an extension on that RFI 10?
Man: So, (Tom), you got it right there.
Woman: Yes, we may need to look at that since we’re not - you know, (unintelligible) .
We may want to look at that and give them a couple of more days to ask questions maybe until tomorrow or Monday.
Man: Yes, that would be great if we can have the weekend to kind of go...
04-19-12/8:58 am CT
Woman: (Mark), are you guys - how do you feel about that?
(Mark Taylor): That’s fine.
Man: That would be great as more questions will come up at this meeting, I’m sure.
Man: Yes, sir.
Man: Will all the questions and answers of today’s conference be issued as well in the upcoming amendment?
Man: I’ve requested a transcript. It’s just a matter of how soon I can get that transcript.
Woman: Were there additional questions?
(Clem Parker): (Clem Parker) with the Magnolia Dredge & Dike. I have one more question.
And at the final grading on the primary, the (up-sale), is there an estimated yardage on the material that will have to be disposed? And then will that be disposed offsite? Is that correct?
Man: Yes, my understanding is it will be disposed offsite. We can get - we’ll give estimated yardage and - you know, as part of a response.
(Clem Parker): Thank you, sir.
04-19-12/8:58 am CT Confirmation # 6259412
Anthony Josey: If I could interject, I’m going to give out my name - well, actually it’s in the solicitation, my name, James A. Josey. My e-mail address is james.a.josey@usace.army.mil.
And so if I can ask all the participants of this conference call, if you could e-mail me with your contact information, then I can make sure that when I get the transcript that I can identify every individual that was on the call and that asked the questions so that I can distribute that information, if you don’t mind please.
Man: Give us that e-mail address one more time, a little slower.
Anthony Josey: It’s in the solicitation. But it james -- J-A-M-E-S -- .a -- as in Apple -- .J-O-S-
E-Y -- james.a.josey@usace.army.M-I-L.
(Harold Sherman): (Harold Sherman) here with (M&N).
Anthony Josey: Hey, (Harold).
(Harold Sherman): On the post-dredge survey for payment, what is the time frame and procedure once the contractor requests, because I understand through reading the solicitation that this is kind of a (highly-tilting) area that, you know, the material moves around quite frequently? And if we were to dredge a portion of this and request a pre-dredge and signoff on the portion, is that going to be affordable or are we going to have to wait until the total project is finished for a signoff?
Man: The surveys, it should be in the spec.
04-19-12/8:58 am CT Confirmation # 6259412
Man: It talks about anything over a multiple of two surveys that they would be a charge of $3,300, I believe, for that. And my question is once the contractor
(say) we get it in and we start dredging, and we notice that the material is starting to backfill in after the dredging, is there going to be a specified area, dimension or size, of the dredge area that has to be completed before we can call for the first post-date survey to sign off on that area so while we're dredging the other area, if there (unintelligible) occurs, who's the responsible party for that after they survey's been done?
Man: I would think we would just have one after dredge survey, I mean, for about
15,000 yards of material, you know. I can't see us doing multiple surveys.
Anthony Josey: What would be the turnaround time for that once requested by the contractor?
Man: Well it should be in the spec, if it's not we need to amend it.
Anthony Josey: I did not see that.
Man: Okay. Yeah we should specify on a before dredge survey the time period, (annul) and after dredge survey.
Man: Well it states in solicitation that the survey provided in the solicitation will act as the pre-dig survey, but contractors in sub to him to verify those depths on his own and those quantities of material. But then it doesn't give any kind of indication as to when the project is completed. If we, you know, finish it -we're not going to have to sit there for a week or two weeks and wait for the survey to get done before we can start unpacking and getting out of town, so to speak.
Man: Understand, We'll clarify that and if it's not in there, we'll look into that.
04-19-12/8:58 am CT
Man: Thank you, sir.
Clem: Good question.
Man: Thank you Clem. Good to hear from you.
Clem: You too.
(Paul Kent): Hi, good morning.
Group: Good morning.
(Paul Kent): This is (Paul Kent). I'm calling from (Nalco) and I was just able to get into the conference call maybe about five minutes ago and so I don't know if this was already asked or not. But do you know when it was last trenched and who trenched it previously?
Man: It was around 2000, I believe.
(Paul Kent): Okay.
Man: It was around 2000 and (Mark Holm).
(Paul Kent): Okay. And I had one more question. Do you know, I guess, how we would be able to get a site visit?
04-19-12/8:58 am CT
Anthony Josey: We're trying to arrange that and we'll put out an amendment with that information.
(Paul Kent): Okay. All right, thank you.
Man: Is Marco in this conference?
Craig Lavelle: Yes sir.
Man: You want to share anything with us?
Craig Lavelle: I don't remember too much.
Man: Good, good question.
Anthony Josey: Any additional questions?
(Gary Black): Yeah, this is (Gary Black) with (Shaftsmen and Contructions). You had mentioned that the contractor was responsible for moving that fuel containment boom, is that correct?
Man: Oh that's to be coordinated with the station, that's for sure.
(Gary Black): Okay, I thought you said earlier that the contractor was responsible because it says it'd be coordinated but the station will move it.
Man: I thought you were talking about a silk curtain around the - yeah, off the dike area. That's what I thought - the curtain and wake.
04-19-12/8:58 am CT Confirmation # 6259412
(Gary Black): Oh okay. All right.
Man: Yeah, the fuel containment boom, the station's spill response team will help move that.
Man: That was my initial question on that and the spill response team is going to assist the contractor in removal of the waste and moving the curtain to a safe area while the dredging's going on and then we're to help that spill response team redeploy the curtain after the dredge survey.
(Gary Black): Okay.
Man: Well, one thing that we'll have to keep in mind is that if the station gets a barge delivery during the process, that containment will have to go back into place. So the intent was not to remove the waste but to roll back the curtain -or the containment boom and the station's willing to do that. The weight should be deep enough in that area where, having to remove them should not be required
(Gary Black): Are those deliveries typically scheduled?
Man: They are. Typically the station and obviously this varies but on average, the station gets a delivery about every 10 days, so...
Man: I need a little clarification on your previous statement concerning the weights.
You said that the curtain could be moved but the weights are deep enough that you don't foresee the weights having to be moved, is that correct?
Man: Correct.
04-19-12/8:58 am CT Confirmation # 6259412
Man: Okay, if the weights are not going to have to be moved along with the curtain, what is the attachment apparatus from the weight to the curtain -- if the curtain's floating then there's some chain cable or other sort of attachment in the dredge area?
Man: The actual floating boom itself is connected to the weight while coming from the weight is a cable. So it slides up and down the cable as the tide rises and drops.
Man: But the attachment cables would not be inside the dredge area?
Man: They are, but I'm talking about vertical cables.
Man: Okay. So you could disconnect the containment boom from that vertical cable and roll the containment boom back.
Man: And then just dredge around the vertical cable and the weight that is under the sand.
Man: And those cables - once the curtain has been removed, those cables will still have a buoy showing their location?
Man: Yes, and what we can do is if we need to the station can provide buoys on those so we don't lose those cables.
Man: Okay. And what is the approximate length from the exposed water bottom to the curtain, or from the proposed dredged out - how much of that cable is going to be sticking up, floating around out there?
04-19-12/8:58 am CT
Man: I don't know the exact answer to that question. Whatever the mean low water, I mean, right now at mean low water I don't know - I don't have the survey in front of me but, you know, you've got a couple of feet there right now.
Man: You got about a three-foot tide change there right?
Man: If a subcontractor is used for the full site excessive material removal, is there a subcontractor that works on the base all the time or will the contractor sub have to - is there any special requirements for a subcontractor on the dirt-moving aspect of the spoil area?
Man: From a security perspective, he's got to go through the same procedures. I don't know if that's what your asking.
Man: Do you have any idea what the approximate distance from the spoil site or the project area of the removal of this excess material is to get it off the base?
Man: Two to three miles, it's not far.
Man: Two to three miles to get it off the base and then once it leaves the base, you don't have any specified designated disposal area for this material, that's up to the contractor?
Man: The station does not, I don't know that the Corp does. I don't.
Man: The specs read to, you know, remove offsite so...Did you get that?
04-19-12/8:58 am CT Confirmation # 6259412
Anthony Josey: I got it.
Man: Okay good.
Anthony Josey: When the last dredge of this project was done, was it the same quantity of material?
Man: It was close, yeah, I think it was around of - generally about the same.
Anthony Josey: And what was the cost of the last project?
Man: I don't know.
Man: It was over 10 years, 12 years ago, we don't have that information.
Man: Marco, do you recall?
Craig Lavelle: I do not. I think it was somewhere around 200,000 without any dike work.
Craig Lavelle: Yes sir.
Anthony Josey: Any additional questions? We still have time but I just want to make sure we facilitate discussion from those who haven't had an opportunity to
(unintelligible) .
(Clem Parker): Yes, (Clem Parker) here again. I'd like to go back to Mr. (Sherman)'s question on maybe an approved or list of approved civil contractors that work on the base, dirt contractors -- might there be a list?
04-19-12/8:58 am CT
Man: I don't have such a list.
Clem: Okay, thank you.
Man: What is the response time on the addendums after this conference?
Man: Well, you ask for quite a bit. You asked for the site visit, so we want to schedule that, well get a consensus on the site visit and then the transcript and then the list of individuals that participated on this. So all of that will kind of impact it, but we're hoping it won't be but a couple of days.
Man: Like all of the tackle, does the 15,000 cubic (unintelligible) adjustment include the (unintelligible)?
Man: Yes it does.
Man: Thank you.
Anthony Josey: Let me make a suggestion here is - those individuals that are interested in the -a site visit, we're going to ask that you go ahead and begin the process of filling out your paperwork and getting that into the base. I'm going to ask that that be there by Monday because this is a - this is going to go pretty quickly here and we don't want anyone to have an unfair advantage.
So if you do plan on participating in the site visit, begin that process. I think that was the 6510. I think we talked - we're trying to get a date passed, am I correct?
04-19-12/8:58 am CT
Man: That's right - I would not, just my suggestion - I don't think we need to go through that. What I need to do is find out how - about how many individuals and then see if we can't just get them a day pass.
Man: Okay, that's great. So that email that you were going to send to me, please indicate if you're interested in the site visit and I will communicate with the base and then we'll coordinate everything.
(Clem Parker): 10-4.
Anthony Josey: Any other questions, thoughts, opinions?
Man: What's the proposed budget?
Anthony Josey: There is a range and that's in the pre-solicitation.
Man: It's in the solicitation.
Man: 100,000 to 500,000.
Anthony Josey: Does that help you?
Man: Yes sir.
Anthony Josey: All righty. Okay, if there's no further questions, no other thoughts - anyone from the Corp side have anything they - or from (Bufort) that they'd like to express before we shut this down?
04-19-12/8:58 am CT Confirmation # 6259412
(Larry Hoffman): Mr. Josey, this is (Larry Hoffman) with the (Air Station), I'll send you in an email the requirements for access for the day pass.
Anthony Josey: Okay great. And what I will do is those individuals that get that email to me and I would like to have those emails no later than let's say 10:00 am tomorrow morning. If you can get those emails to me I will forward that information out to everyone.
(Larry Hoffman): Okay.
(Clem Parker): That's for the site visits you're talking about?
Anthony Josey: Yes. Let me - I need to canvass the callers on this phone call and get an idea of how many individuals are interested in the site visit.
(Harold Sherman): I have one other question. This is (Harold Sherman) with M&N. On the return water out of cell no. 2 where it goes back in, (unintelligible) measures set forth in the solicitation?
Man: He's breaking up - I think you'd mentioned (unintelligible) requirements or something like that.
Man: Yeah, where the water comes out of cell 2 to return back in to the IC
(unintelligible) as the rear box (unintelligible) is there any special conditions for (unintelligible) monitoring or any type of special measures in the solicitation other than the standard for the Corp of Engineers.
Man: It's just the standard. There's no special requirements.
Anthony Josey: Any additional questions?
04-19-12/8:58 am CT
(Tom Mencianis): (Tom Mencianis). Were polymers used the last time it was dredged?
Anthony Josey: I'm sorry, can you repeat that question again?
(Tom Mencianis): Yes. Were polymers used the last time it was dredged?
Anthony Josey: I don't think I understand the question, Tom.
(Tom Mencianis ) : Were coagulants or flocculants used to add to the discharge sediments to settle it in 2000?
Anthony Josey: No, no, they weren't.
Craig Lavelle: This is Craig with Marco, I got one further question.
Man: Do you know the answer?
Craig Lavelle: If the, if the apparent low bidder...
Anthony Josey: Yeah we've got a question coming in, come on in.
Craig Lavelle: Yeah, this is Craig from Marco. My question is, if the apparent low bidder whenever we get into the process of awarding contract, etcetera etcetera, since
Mr. Taylor said, or Mr. Hoffman said, it could take several weeks if not longer to get security clearances, can we submit those names beforehand, maybe before contact - contract award and see if the individuals we're proposing for
