About this file

This document is a Virtual Industry Day presentation for a U.S. Army Corps of Engineers Unaccompanied Enlisted Personnel Housing (UEPH) Barracks construction project at Fort Stewart, Georgia. The project will construct two barracks buildings totaling 192,737 square feet to accommodate 372 soldiers, addressing a current housing deficit of approximately 1,600 spaces resulting from multiple Army unit relocations. The procurement will be a full and open competition with a HUBZone evaluation preference, using a Best Value Tradeoff (BVTO) method under NAICS code 236220 with a $45M size standard.

The solicitation (W912HN25R4001) is anticipated to be released on 30 April 2025, with proposals due around 30 May 2025. The contract will be a Firm-Fixed Price construction contract with an estimated project magnitude between $100 million and $250 million and a performance period of 1,095 calendar days. Evaluation will focus on two factors: Past Performance (more important) and Management Approach, with non-price factors combined being equal to price. A site visit is scheduled for 15 May 2025, and contractors must complete SAM registration and obtain installation access through Fort Stewart's security procedures to participate.
