1. Question: Insurance - will the successful bidder be required to provide an insurance certificate showing proof of: hull protection & Indemnity, jones act coverage as well as USL&H and state act coverage for diving and marine operations?

Answer: General insurance, auto, and workman’s comp. And any additional insurance required for boat operation required by state and federal laws.

2. Question: Bolts - For 5" bolts, 2" thread length is standard. The specifications require minimum 2.5" thread length. Will the standard 2" thread length bolts be acceptable?

Answer: No. Unthreaded shank length cannot exceed 2.5” for proper compression of all components. Minimum total length of 5” has been determined necessary from previous efforts for underwater fit-up.

3. Question: Wage determination - the wage determination does not include 47040 Divers / 47041 Tenders. Will use of the "plumber" class code be acceptable?

Answer: The contractor will have to submit a SF-1444, Request Authorization of Additional Classification and Rate for both the diver and dive tender (See FAR 52.222-6(4)). The Wage Determination is based on location and most current version – we can’t use a substitute WD for those authorized. The SCA Wage Determination for this requirement is Determination 15- 4491 revision 15 dated 12/21/2020

4. Question: ON PAGE 9 OF 82, PARAGRAPH 1.3 OBJECTIVE, DIVE AND INSTALL: The second bullet point indicates Four (6) each hydraulic…..Is the intent for it to say Six (6) each or Four (4) each?

Answer: Scope shall read “Six (6) each hydraulic code 368 diffusers”

5. Question: ON PAGE 9 OF 82, PARAGRAPH 1.4 SCOPE: Fourth sentence indicates Two (2) each hydraulic code diffusers will be installed at the Lower (DR) plant, Back River discharge. Are these the same hydraulic code 368 diffusers as indicated for the Front River location?

Answer: Scope shall read "Two (2) each hydraulic code 368 diffusers will be installed at the Lower (DR) plant, Back River discharge"

6. Question: The government specifies that the contractor will be responsible to replace all hardware using 316L Stainless Steel nuts, bolts, and washers. In order to minimize the likelihood of galling during the assembly process, would the government consider the substitution of silicon bronze nuts since the use of dissimilar materials reduces that effect, especially in a marine environment? Is the government opposed to a clear wax dip process for bolts that will minimize galling? Is the government opposed to “anti-seize” product on bolts to minimize galling?

Answer: shall plan on using 316L with anti-seize. Galling of existing bolts shall be anticipated.

7. Question: Will the government please provide drawings for both hydraulic code 733 and 368 diffusers for the purposes of quoting?

Answer: All drawings are proprietary. Contractor shall contact suppliers for more information.

8. Question: Are diffusers and orifice plates currently installed on all 17 locations? If not, please indicate which do, along with the type currently in place, and which do not.

Answer: yes.

9. Question: Will the government please provide as-built site drawings for each of the three locations with coordinate locations for the diffusers?

Answer: Installing contract to verify exact coordinates based on provided diagrams/distances.

USACE will provide construction drawings to assist in locating diffusers.

10. Question: ON PAGE 16 OF 82, PARAGRAPH 4.3 MATERIALS: The government indicates that the contractors should “Please plan on providing spare materials due to potential loss of items during installation”. Will the government please indicate the number of spares desired? Also, will any remaining spares become property of the government upon completion of the contract?

Answer: It is the contractor’s responsibility to supply the needed bolt sets to accomplish the work. It is not the USACE’s responsibility to compensate the contractor for components lost in the water.

11. Question: ON PAGE 36 OF 82, PERFORMANCE REQUIREMENTS SUMMARY, PRS #3: The Lower River (DR) Plant, Back River discharge is located in an area that is extremely difficult to access with diving support vessels due to the extreme low overhead clearance of the abandoned non-functional train trestle that is approximately .65 miles downriver of the discharge site. Because removal of the existing hardware may require underwater burning and/or the use of hydraulic tools, and the reinstallation of the diffusers and hardware will absolutely require hydraulic tools, it is imperative that surface supplied diving operations be conducted from a vessel large enough to safely support those equipment packages. Dive support vessels of the size necessary cannot transit under the train trestle, even at extreme low tides. Would the government entertain ideas that would resolve this constraint and alleviate any further challenges for maintenance at this location?

Answer: No, the Government will not entertain other ideas. Similar work has been performed in this area.

12. Question: ON PAGE 38 OF 82, ESTIMATED WORKLOAD DATA: The Front River Diving indicates an estimated 128 Manhours for four (4) diffuser replacements while the Back River Diving indicates

160 Manhours for two (2) diffuser replacements. Should these estimated manhour numbers be swapped or is this the correct estimated quantity the government intends to use?

Answer: No, the quantities are correct.

13. Question: ON PAGE 41 OF 82, WAGE DETERMINATION: The government indicates U.S.

Department of Labor Wage Decision No. (SCA) 2015-4452 dated 28 April 2020 and (SCA) 2015- 4500 dated 1 May 2020 shall be applicable to any contract resulting from this solicitation.

Below, the government also indicates Wage Determination 2015-4491, Revision 5, Dated 12/21/2020 as another appropriate standard for wage determination. For occupation code 47040 Divers and 47041 Diver Tender, in Georgia (statewide), we believe the appropriate standard is Wage Determination Number 2007-0134, Revision 18, Dated 12/21/2020. Please confirm the correct Wage Determination Standard to be used.
