About this file
This document contains questions and answers regarding solicitation W912HN21Q5006 from the Department of the Army Corps of Engineers Engineering District Savannah. The solicitation requires inspecting, upgrading, and refurbishing two existing Western Gear Model 240PMR-200 right angle speed reducers and building one new duplicate unit. Quotes were due by April 6, 2021 and should be emailed to the point of contact. The intention is to sole source the requirement to Timken Gears & Services, Inc. dba Philadelphia Gear as the original equipment manufacturer. However, if another firm can meet the product specifications, the award will be made to the lowest priced, responsible, and responsive quote. Bidders must fill out and sign pages 2-5 of the solicitation. The questions clarify requirements around OEM field services, nameplate information on the spare unit, and the potential for awarding the base and option quantities at once.

Questions for Solicitation W912HN21Q5006
Question #1 . I need to get a picture of the second gearbox data tag (spare unit ref item #0002 in solicitation).
Answer: Attached is pic of nameplate for 2nd Gearbox(B) to be repaired. However, this is item #0004 in the solicitation.
Note: Name plate shows Model: "RM-R" but working with Manufacturer it was determined that this is a typo and should actually be "PMR" which is what we have documented in our Contracting documents.
Question #2 On pg 9, Sec C OEM Support Installation shall be observed by an OEM field services representative for alignment and startup for all three (3) drives. In addition, an OEM service technician shall provide maintenance instruction review for Government operators. There are no line items to quote this service for each gearbox on the spec. Does this amount need to be included in the line item price for each repair and the new unit?
Answer: Yes, this amount needs to be included in the line item price for each repair and new unit. After maintenance instruction is provided for first unit it is assumed that there would be very little instruction required for other two identical units.
Question #3 Is it the intention to execute one PO/contract for the 2 repairs and 1 new unit at the same time? Meaning that once PG delivers the first repair, the site will install that gearbox and the second gearbox will be ready for PG to pick up and begin the repair on it. While all of this is happening, the new unit long leads will be ordered when we receive the contract and manufacturing will begin?
Answer: Awarding base and options all at once will depend on availability of funds. It is likely we will award base contract and then award options during the base period of performance.
