Instructions for Pricing Task Orders
1. Initial Direct Cost
1.1. All cost proposals shall be developed using R.S. Means Data. RS Means data are updated quarterly with no standard time of publication. The current edition of the R.S. Means Construction Cost Data is hereby incorporated by reference. Each published update will be incorporated into the contract for the duration of this contract including option periods. The date of the Request for Proposal (RFP) will be used as the reference date for which RS Means data set is to be extracted for the development of the proposal. Multiple applications incorporate or extract data from the RS Means database. Any applications may be used if the data extracted from the RS Means database is not altered and the data can be submitted in the format as noted below. The application used must be able to extract RS Means data from the Commercial New Construction, Facilities and Commercial Renovation data sets. The application must also be capable of extracting Unit, Assembly, and Square Foot Model level data from the RS Means Data Set. The Government will use the online version of RS Means Data from Gordian® to extract data which will be used to construct an Independent Government Estimate (IGE) which in turn will be used as a basis of comparison with each submitted proposal. Each submitted proposal shall contain both a PDF version with a signed cover letter and a digital Microsoft Excel version of the RS Means Data formatted as outlined within each RFP. The RS Means Online version may be obtained from the Gordian Group at https://www.rsmeans.com/ .
1.1.1. Discussions with the Government field office to identity the CSI line items for the proposed scope of work shall be held according to the timeline indicated in the RFP for a Task Order. The order of precedence for submitting cost data shall be as follows: Square Foot Model, Assembly Cost Data, then Unit Cost Data.
Therefore, where square foot costs are provided in the R.S. Means, those costs shall take precedence over assembly cost and individual cost. Likewise, where assembly costs are provided in the R.S. Means, those costs shall take precedence over costs for individual items unless otherwise approved by the contracting officer. The Government will approve the models and items during the CSI line item discussion meeting.
1.1.2. All RS Means pricing shall use the US National Average (USNA) when compiling pricing for proposals.
1.1.3. Union Rates shall be used for pricing Labor for each line item used.
1.1.4. Quantities used on individual task order proposals shall be taken from field measurements or design plan, as appropriate, without allowance for waste. Waste of materials shall be accounted for within the area coefficient.
Determination of quantities for design build projects will require the engagement of the Designer of Record Firm and discussions with the USACE to ensure an appropriate assessment of the requirements are conducted.
1.1.5. All RS Means pricing shall use the “BARE COSTS”. This is the “Extended Total” column within RS Means online and includes no overhead or profit (O&P). The appropriate area coefficient will then be applied to the sum of these “Extended Total” costs.
2. Area Coefficient: The Area Coefficient consists of costs that are incurred on all projects. This area coefficient is to be applied to the sum of the direct costs as determined from the “Extended Total” column within RS Means data. No additional negotiations will be held for re-occurring items such as adjustments for project location, additional labor burdens, subcontractor markup, costs for small tools, vehicle costs, etc. The Area Coefficient(s) shall be represented as a percentage “increase” or “decrease” to the R.S. Means pricing. The Area Coefficient shall include the following:
2.1. Each task order under this contract shall comply with the Buy America Act (BAA). The contractor shall determine material cost using RS Means data and incorporate any expected differences within the area coefficient. No additional adjustments will be applied or paid for compliance with the BAA.
2.2. Fringe Benefits, Labor Burden, and Subcontractor Mark-up:
2.2.1. The labor rates included for the bare costs within R.S. Means includes fringe benefits such as vacation pay, employer paid health and welfare costs, pension costs, etc. If the R.S. Means Bare Costs are insufficient to cover the contractor’s fringe benefits, account for the difference in the area coefficient(s). Fringe benefits will not be separately negotiated for each task order.
2.2.2. All items that constitute labor burden (e.g. federal and state unemployment costs, Social Security and Medicare taxes (FICA), Workers’ Compensation Insurance, etc.) shall be included in the area coefficient(s).
2.2.3. Davis Bacon wage rates are to be used on all task orders executed under this contract. The contractor must use Union Wage Rates within RS Means in the development of each proposal. The contractor shall account for any differences between the two wage rates through the area coefficient.
2.2.4. All items that contribute to additional labor costs for direct work (e.g. per-diem costs, additional stipend, etc.)
shall be included in the area coefficient.
2.2.5. All subcontractor markups (e.g. Subcontractor Home Office Overhead, Subcontractor Field Office Overhead, Subcontractor Bond Premium, Subcontractor Profit and any other subcontractor markups) shall be included in the area coefficient.
2.3. The Area Coefficient(s) MUST include all miscellaneous costs. There will be NO allowances for any additional costs beyond what is included in the Area Coefficient(s). An itemized breakout of the various items used to develop the submitted Area Coefficient shall be provided with the proposal.
2.3.1. The costs in the sections of R.S. Means below shall be included in the area coefficient and are not included separately. The identified sections have multiple line items in each section. The area coefficient shall include all line items within each section. The numbering of the sections may change in future versions of R.S. Means;
however, the associated costs of these items remain part of the area coefficient:

2.15. All general requirements cost for development and maintenance of project schedules shall be included within the area coefficient. All project schedules shall be critical path method and adhere to UFGS 01 32 01.00 10 Project Schedule.
2.16. All construction survey layout costs shall be included in the area coefficient.
2.17. Waste of excessive material quantities is an incidental cost and shall be included within the area coefficient.
2.18. Cost Adjustments. When pricing items, no R.S. Means cost adjustment factors shall be permitted, except for:
2.18.1. Vertical work that exceeds 25 feet.
2.18.2. Confined spaces
2.18.3. User directed access restrictions when full time escorts are required
2.19. Sales Taxes. Sales taxes shall be included within the area coefficient.
3. Non-priced items. Items of work not covered in the R.S. Means, will be considered Non-priced Items, if agreed upon by both the government and the contractor. Pricing that is substantially different from the pricing for line items within RS Means as determined by the Government, shall also be submitted as non-priced items in the proposal for a task order.
3.1. All proposed non-priced items shall be separately identified and priced. Proposed non-priced items must be documented with supporting information as specified below:
3.1.1. A minimum of THREE (3) competitive contractor quotes are required. If unable to obtain three (3) quotes, the contractor must request to use a fewer number of quotes, which must be approved by the Contracting Officer prior to proposal submission.
3.1.2. A complete itemized breakout of material, labor, and other direct or indirect costs is required for each non-priced item submitted.
3.1.3. Contractor shall provide a written justification defining the reasoning for the selection of the cost for the non-priced item. All non-priced items proposed by the contractor will be fully negotiated prior to task order award.
3.2. The Area Coefficient SHALL NOT be applied to non-priced items. The Non-priced Item(s) as proposed, shall include ALL Subcontractor markups (e.g. Home Office Overhead, Field Office Overhead, Bond Premium and Profit).
4. Field Office Overhead (FOOH)
4.1.1. There are three typical groupings used for project staffing on the type of projects for which task orders will be issued. The groupings are as follows:
4.1.2. Individuals serving in each role shall have all appropriate training and experience to serve in that role no matter the grouping. For example, the one person serving the role under a minimum grouping must meet all necessary qualifications for superintendent, quality control manager and site safety health officer.
4.1.3. The grouping will be stated within the RFP for each task order and will be discussed during CSI discussions to ensure proper project management. Each group is defined as follows:
4.1.4. The FOOH shall be negotiated with each task order. The requirement for the field staffing and other Field
Office requirements shall be fully discussed and agreed upon during the CSI discussions and the appropriate CSI Line items will be identified. Adequate management is necessary to ensure a safe, productive work environment with high quality results.
4.1.5. The FOOH for any construction modifications which include a time extension shall be negotiated with each modification.
5. Prime contractor Home Office Overhead (HOOH) will be set at the rate(s) proposed by the contractor for the base and option year periods and will not be negotiated. The HOOH rate(s) will be binding for the life of the Contract (to include the base and option years)
6. Profit will be negotiated for each task order. Profit will be computed using an analytical method (e.g. the Weighted Guidelines method, which is the Government preferred method.)
7. Design
7.1.1. Design fees shall be based on reference R011110-10 Architectural Fees from RS Means. The building types within this referenced document are somewhat different than the typical buildings found on Military Installations. Therefore, the table below is provided to correlate typical project types to that in the R0111110-
10. The table below does not include all of the building types that will be encountered under this contract. The building type shall be discussed during CSI discussions.
Grouping Field Staffing Total Field Persons Full 1 Superintendent, 1 Quality Control Manager, 1 SSHO 3 Persons Partial 1 Superintendent / SSHO & 1 Quality Control Manager 2 Persons Minimum 1 Superintendent / Quality Control Manger / SSHO 1 Person

Covered Training Area, Covered Mess, Range Latrine, Range Tower, Motor Pool Building, parking lots, range roads, roof replacement, HVAC replacement, other projects with few trades or minor in nature.
B Apartments, banks, schools, libraries, offices, municipal buildings
Barracks, Office Space, Schools, libraries, other projects with typical items encountered on many standard projects.
C Churches, hospitals, homes, laboratories, museums, research
Chapels, Child Development Center (CDC), Sensitive Compartmented Information Facility (SCIF), other projects with numerous detail requirements or high-end type finishes
Architectural fees include Structural, Mechanical and Electrical Engineering Fees. They do not include the fees for special consultants such as kitchen planning, security, acoustical, interior design, etc. Civil Engineering fees are included in the Architectural fee for project sites requiring minimal design such as city sites. However, separate Civil Engineering fees must be added when items outside of a typical city site are required. Items such as utility connections requiring design, drainage calculations are needed, stepped foundations are required, or provisions are required to protect adjacent wetlands.
7.1.2. In the event special designers, such as elevators, kitchen equipment, etc., are required for a project, those rates will be negotiated separately for each task order.
8. TYPICAL TASK ORDER CALCULATIONS.
8.1. In calculating the total cost of a task order, R.S. Means (CSI numbers and quantities), the Area Coefficient (AC), U.S. National Averages (USNA), Home Office Overhead (HOOH), Field Office Overhead (FOOH) and Profit are all considered. When applicable, design costs are also included.
8.2. The contractor shall use the RS Means data set in developing each proposal. Each proposal will be generated using the appropriate agreed upon CSI Numbers for the work to be performed. The R.S. Means database consists of both the Uniformat II and Master Format System of classifications and numbering developed by the Construction Specification Institute (CSI). Each line item in the database has its own unique CSI identifier.
The selection of CSI line items shall be discussed with the field office executing the task order prior to proposal development. The contractor shall use the agreed upon CSI number(s) from the RS Means Database for each individual item from the appropriate R.S. Means quarterly update. While RS Means includes City Cost Indexes which can be applied to the CSI items, for this contract, the contractor is required to use the USNA.
After determination of the direct cost using the national average, the area coefficient is then applied to determine the corrected direct cost for the work defined within the scope of the project.
8.3. Example: See below for an example of creating and formatting a cost proposal.
Typical Task Order Calculations
1. CSI discussions will be held as outlined within each RFP. The agreed upon CSI Line Items are then used for proposal development. The below calculations are for informational purposes only and are not intended to reflect actual negotiated amounts for any work.
2. For this example, a portion of a project containing a pre-engineered metal building with two doors and a slab on grade will be used. Based on this information a list of CSI line items was developed (Table 1) as an example of a list of items for the work to be accomplished. Within the table, notes were added with references to the scope of work (SOW) section to ensure all items within the scope of work are adequately covered.

4.1 SUBMISSION REQUIREMENTS.
4.1.1 The Offeror shall demonstrate a record of construction performance and experience on recent and relevant projects. Offerors must submit a completed Past Performance Questionnaire Summary Sheet, Attachment 2. Offerors may use the Past Performance Questionnaire (PPQ), Attachment 3 at the end of this section to submit to the client (Point of Contact) for each relevant project submitted. Offeror must ensure correct phone numbers and email addresses are provided for the client. Completed PPQs must be submitted with your proposal by the specified closing date and time. Offerors should follow-up with clients to ensure timely submittal of completed questionnaires. If the offeror is unable to obtain a completed PPQ from a point of contact for a project(s) before proposal closing date, the Offeror shall complete blocks 1– 5 of the PPQ and submit it with the proposal. Please note that, at a minimum, this first page of the PPQ and an additional page if used, must contain sufficient information for the government to determine the relevancy of the project. Offerors may attach one additional single-sided page (per PPQ) to further describe how the project is similar to the RFP requirements.
Offerors may also submit a CPARS evaluation for each relevant project. Ensure that the PPQs or CPARS evaluations submitted for this Factor clearly describe the relevant characteristics of the project to include the client’s information (Name(s), Phone Number(s), Email Address), and for the respective project(s). The Government may call and confirm information provided by the Offeror on the PPQs with the points of contact to the extent necessary to verify the information in the PPQ or to obtain additional information. The Government reserves the right to interview other individuals if the point of contact is not available. By exception, the client may request submission of questionnaires directly to the Government’s point of contact (Contract Specialist), Greg Graham. Request may be made via email to gregory.m.graham@usace.army.mil. This request must be coordinated by the client in advance no later than five (5) business days before the proposal due date. PPQ’s submitted directly to the Contract Specialist shall be mailed via trackable means (certified US Mail, FedEx, or UPS). If the PPQ fails to arrive before the closing date and time, or if the information on the PPQ is insufficient to determine the Offeror’s name and appropriate solicitation number, it will not be considered.
Offerors are cautioned that the information submitted pertaining to a project shall be limited to the PPQ form or CPARS evaluation and an additional page and shall contain enough information to determine the similarity and relevancy of a project. Likewise, Project Information submitted in a format other than or in lieu of the PPQ format or CCASS/CPARS evaluation will not be considered. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other solicitations.
In addition to the PPQ, the Offeror’s proposal shall include the Past Performance Questionnaire Summary Sheet (Attachment 2) to provide a summary of the PPQs included and/or submitted to clients. The summary sheet shall include information for all columns. Offerors may identify state and local government and private contracts that are similar to the Government’s requirements described in 4.1.2.
If the Offeror is a joint venture, the projects do not have to have been performed by the joint venture submitting the offer. The projects could have been performed by either company in the joint venture.
Offerors are advised to submit projects wherein the Offeror, or proposed joint venture members, played a significant role and to clearly define those roles.
If any Offeror has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer. Ensure that the PPQs submitted for this Factor clearly describe the relevant characteristics of the project.
4.1.2 Offeror shall submit no less than three (3), but no more than five (5), recent relevant projects that have a minimum value of no less than $2 million each. A higher confidence level could be achieved with the submission of 3 or more design-build projects. All projects must be successfully completed or fully designed and at least 50% construction progress completed within five (5) years preceding the date of this solicitation. Projects that meet these criteria will be evaluated to determine the level of relevancy. Projects with similar size, scope, and complexity of the following may be considered relevant projects:
Design-Bid-Build Construction or Design-Build Construction of new or renovated/repaired facilities involving architectural exteriors/interiors, electrical, mechanical, plumbing, fire suppression, communication, renewable energy, roofing, anti-terrorism and force protection, and/or structural systems, site work, airfield pavements, transportation systems (i.e. roads, highways, bridges, and/or parking), and/or storm water management systems.
