This will ensure that competitors are able to complete large jobs in excess of $20M, but will allow for increased competition from qualified small business or large-small business contractors as well.

Our proposal/project teams are prohibited from handling this information. Please consider allowing the required information to be submitted separately from the rest of Volume I by amending the submission requirements to allow one of the following: 1) An additional DoD SAFE code for a separate financial submission by the offeror's corporate finance group, or 2) This information be sent to the contracting offeror via a secure link from the offeror.

In an IDIQ MATOC program, it is most beneficial to work multiple design firms that could serve in the DOR role, based upon the diversity of relevant project types described for the MATOC, to enable us to select the most qualified design firm for that project type. To satisfy Factor 2 – DESIGN Experience, please confirm that the proposer may submit project examples from multiple design firms that may be utilized as the DOR for the different facility types within the MATOC, as long as the overall requirements for a minimum of 3 but no more than 5 projects for the entire factor are met.

Within the solicitation, section 00 21 00 - Instructions, subsection 4.1.1 it states "Offerors must submit a completed Past Performance Questionnaire Summary Sheet, Attachment 2." The use of the word "must" clearly indicates that a PPQ is required for each relevant project submitted. In that same section, under paragraph two the solicitation states "Offerors may also submit a CPARS evaluation for each relevant project." The use of the words "may also" is interpreted as "in addition to" the PPQs. In the third paragraph, the solicitation states "Offerors are cautioned that the information submitted pertaining to a project shall be limited to the PPQ form or CPARS evaluation and an additional page and shall contain enough information to determine the similarity and relevancy of a project." This statement would indicate the offeror was to submit either a PPQ or a CPARS evaluation for each relevant project, but not both.

The language within section 4.1.1 creates a conflict in which the offeror is initially told we "must" submit PPQs, but then later told we are limited to either "the PPQ form or a CPARS evaluation." Please clarify if the offeror is to provide a PPQ as a minimum, with a CPARS evaluation in addition to the PPQ at offeror's discretion, or if the offeror is to provide either a PPQ or a CPARS at the offerors discretion. If the latter, then please clarify which evaluation is preferred (PPQ or CPARS).

Previous Bidder Inquiry ID 8822006 asks if the offeror can submit a PPQ that was previously completed by the client if it matches all fields of the required Attachment 3 in lieu of requested that same client to complete a new PPQ. The response directs the offeror to submit in accordance with RFP section 4.1.1. RFP section 4.1.1 states that the offeror "may use the Past Performance Questionnaire (PPQ), Attachment 3 at the end of this section to submit to the client (Point of Contact) for each relevant project submitted." The use of the word "may" would indicate the use of this specific version of the PPQ is a suggestion and not a mandatory requirement, therefore we interpret the response to bidder inquiry 8822006 to mean the RFP version of the PPQ is a recommendation that would not preclude the offeror from using a previously completed PPQ as long as the fields of said PPQ match the version including with the RFP.

Please confirm that we have interpreted this correctly.
