VISITORS:

All unescorted visitors 18 and older operating a vehicle, will need a visitor’s pass. A background check is required to obtain a visitor’s pass to the installation for those ages 18 and older wanting unescorted access. Along with the pass, all persons ages 18 and older must present a valid picture identification card for access to the installation. Valid picture identification includes government-issued identification such as a drivers license, state identification, DD Form 1173 (Uniformed Services Identification and Privilege Card), DD Form 2 series or a passport issued by an authoritative agency (state/federal). Personnel under the age of 18 will not have a NCIC-III check conducted and may enter the installation when escorted by a valid pass holder.

*** GATE SECURITY NOTICE ***

Effective beginning Monday, June 26, there will be changes at the gates.

100% Identification Checks for all occupants, 18 years of age and older, in vehicles entering the installation. Personnel without DoD CAC or AIE Card will be required to go to the Visitor Control Center (VCC) for vetting. Please adjust travel time accordingly.

The Installation Commander or his/her designated representative may deny access and access credentials based on the information obtained during the identity vetting that indicates the individuals may present a threat to the good order, discipline, or morale of the installation, including, but not limited to the following:

1. Unable to verify the identity of the individual

2. Current arrest warrant

3. Currently barred from a federal installation or facility

4. Convicted of sex crimes, sexual assault, rape, child molestation, child pornography, trafficking humans and registered sex offender

5. Conviction of armed robbery

6. Conviction of drug possession with intent to distribute

7. Conviction of espionage, sabotage, treason or terrorism

8. Conviction of murder

9. Conviction of felony firearms or explosives violation

10. Acts to overthrow the government

11. Conviction of Arson

12. Identified on the Terrorist Screening Database (TSDB)

In cases where an un-cleared contractor, subcontractor or visitor is denied access based on derogatory information obtained from and NCIC III check, the Visitor Control Center (VCC) will issue the denied individual instructions on how and where to submit a waiver.

Those who show a common access card (CAC card), Military ID, Military Dependent ID, or an Automated Installation Entry Card will not be affected.

This step is being taken to ensure that Fort Gordon is in compliance with Homeland Security Presidential Directive 12, which requires that 100 percent of visitors be vetted prior to entering the installation.

Although this is a DoD-wide initiative, we are doing all we can to streamline the process for accessing Fort Gordon, and to make this as painless as possible for you while ensuring the security of our installation.

DOWNLOADS:

• How to Submit Access Request Application (pdf)

• Access Request Form (pdf)

This policy is being implemented in phases:

Phase I was initiated on October 1, 2014, which applied to un-cleared contractors/volunteers who work on Fort Gordon and who are ineligible to obtain a DoD ID card. Contractors, volunteers and other non-DoD employees who fall into the Phase I category must contact their Contracting Officer Representative (COR) or government sponsor for installation access and background check submission to Physical Security. The COR or government sponsor is the active duty or federal employee who has oversight of the prime or sub-contractor whom is providing a service to that particular agency. For example, the Army Corps of Engineers (ACOE) has a contract with “ACME” construction and ACOE’s COR coordinates with ACME’s supervisor to ensure their prime contractors and sub-contractors obtain a background check and pass. The COR will coordinate with the Physical Security Office on the contractor’s behalf. The Physical Security Office will not accept requests from contractors who work on Fort Gordon. All Phase I category contractors must obtain a favorable background check and pass to gain access to the installation.

Phase II was implemented on October 6, 2015. It applies to local businesses and infrequent contractors who request access to the installation and provide a service to Fort Gordon, e.g., FedEx, UPS, fast food delivery, short term instructors, etc. For Phase II category personnel, the supervisor/manager of the business office organization must submit a list of your employees and a pass request form for each employee to Physical Security. All Phase II personnel must obtain a favorable background check and pass to gain access to the installation. Once pass authorization has been granted by the Physical Security office, employees can pick up their pass at the Visitor Control Center (VCC) at McKenna Gate (intersection of Jimmy Dyess Parkway and Gordon Highway). Passes can be renewed every 30 days. For Phase II personnel who travel in vehicles that require inspection, the background check will not exempt you from future inspections, so you must continue to get your vehicle inspected at Gate #3 (Commercial gate) or McKenna Gate, Gate #1.

Phase III applies to small group events, such as weddings, birthday parties, golf tournaments, etc. Phase III category personnel can request a pre-vetted pass through the Morale, Welfare and Recreation (MWR) program (weddings, birthdays, etc.) Gordon Club manager after submission of an NCIC background check. Requests must be submitted 30 days prior to your event to allow ample time to complete the background check and process a pre-vetted pass that will allow access at any gate. Please contact your MWR representative for assistance.

Phase IV implementation took effect April 15, 2016 and applies to all routine public visitors (US citizens) requesting access to the installation 18 years of age and older. See the boxed information below for details.

Visitors will apply for their background check and access pass at the Visitor Control Center at McKenna Gate (Gate 1). Forms are available there. However, if you have a question regarding how to apply for access, contact the Physical Security Office at (706) 791-4397.

Effective 1 September 2016, there are changes in operating hours of certain gates and Visitor Controls Centers (VCC)

VISITOR CONTROL CENTER (VCC) HOURS:

• Gate 1 (McKenna Gate) VCC Monday - Sunday, 6 a.m. - 8 p.m.

• Gate 3 VCC (commercial gate) Gate 3 Commercial VCC hours will be from 6 a.m. - 2 p.m.; after 2 p.m., all commercial traffic will go thru Gate 1 for inspection. POV traffic thru Gate 3 is still 6 a.m. - 6 p.m.

*Only personnel with valid DoD cards or a valid pass is authorized access after midnight. No passes will be issued from 8 p.m. - 6 a.m.

GATE HOURS:

• Gate 1 (McKenna Gate) (Gordon Highway at Jimmie Dyess Parkway): 24 hours daily

• Gate 2 (Gordon Highway at Robinson Avenue): 4:30 a.m. to 8 p.m., Monday to Friday

• Gate 3 (Gordon Highway, used mainly for commercial traffic): 6 a.m. to 2 p.m., Monday to Friday; outbound only 2 p.m. to 6 p.m.

• Gate 5 (Tobacco Road): 4:30 a.m. to 1 a.m. daily.

This step is being taken to ensure that Fort Gordon is in compliance with Homeland Security Presidential Directive 12, which requires that 100 percent of visitors be vetted prior to entering the installation. While this is a DoD-wide initiative, we are doing all we can to streamline the process for accessing Fort Gordon, and to make this as painless as possible for you. Due to the large number of requests we anticipate, there may be a 1-3 month wait time to obtain an extended pass. A “pending“ five day pass can be granted in the interim, upon receipt of all the required documents.

There are four different phases of NCIC background checks being implemented here Fort Gordon. Phase I was initiated on October 1, 2014, which applied to un-cleared contractors/volunteers who work on Fort Gordon and who are ineligible to obtain a DoD ID card. Phase II implementation will begin on April 1, 2015 and applies to local businesses and infrequent contractors who request access to the installation and provide a service to Fort Gordon, e.g., FedEx, UPS, fast food delivery, short term instructors, etc. Phase III will be enforced beginning 1 June, 2015 and applies to small group events, such as weddings, birthday parties, golf tournaments, etc. Phase IV implementation will be determined at a later date and applies to all visitors (US citizens) requesting access to the installation 18 years of age and older.

Please contact your MWR representative for assistance.

Phase IV category personnel (visitors) will continue to obtain a pass at the VCC without a NCIC background check until further notice.

Beginning 1 April 2015, we are accepting packets from supervisors/managers online by downloading a visitors request form available on Fort Gordon’s website at www.Gordon.army.mil/gateinfo. Once the supervisor/manager has completed all forms, submit the entire packet to our protected email address via the Army’s encrypted email service

ARMSAFE.

By submitting your form, you are agreeing to a background check, which uses the National Crime Information Center Interstate Identification Index, a Federal Bureau of Investigation database that provides criminal histories from all 50 states and the District of Columbia.

Once the background check is completed, Physical Security will email your supervisor/manager.

If you do not provide an email address on the form when you submit it, we will be unable to notify you. Be aware that all individuals in the vehicle are required to have a background check and pass before being allowed to enter the installation unescorted. Visitors with a valid pass and picture ID can access the installation at any Access Control Point (ACP) during their visit.

Upon arrival at the VCC the driver of the vehicle must present a valid driver’s license, insurance and vehicle registration. A “one-time” courtesy will be granted if customers don’t have a valid vehicle registration and insurance. The VCC staff will verify your identity (Federal or State picture identification), and then a bar-coded, scannable visitors pass will be issued. This will provide you access onto the installation at any Access Control Point (ACP) during your visit.

Passes are valid only for the timeframe you were previously approved for, and all visitors 18 and older in the vehicle must have a valid pass, unless traveling with a D0D cardholder.

If the Offeror is a joint venture, the projects did not have to have been performed by the joint venture submitting the offer. These projects could have been performed by either company in the joint venture. The role played by the Offeror or joint venture member on submitted projects must be similar to or the same as the role that it will play in the performance of this contract. If any Offeror has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer. Ensure that the PPQs submitted for this Factor clearly describe the relevant characteristics of the project.

4.1.2 Offerors shall submit a minimum of three (3) relevant projects. If an Offeror submits more than three (3) total project examples, only the first three (3) will be evaluated. The projects submitted for consideration in Factor 1 shall be the same projects submitted for evaluation in Factor 2.

4.1.3 Recent, relevant projects:

4.1.3.1 Renovation or a combination of renovation and new construction of training administrative facilities with a minimum contract value of $15 million and successfully completed, or fully designed and at least 50% construction progress within five (5) years preceding the date of this solicitation. The Government will not consider multiple projects, such as individual task orders, combined to meet the minimum contract value. Each project shall demonstrate experience with the following:

repair, replacement, or new installation of HVAC systems and controls, AND repair, replacement, or new installation of fire alarm, mass notification systems and IT Systems.

4.1.3.2 New construction of training administrative facilities with a minimum contract value of $15 million and successfully completed, or fully designed and at least 50% construction progress completed within the five (5) years preceding the date of this solicitation. The Government will not consider multiple projects, such as individual task orders, combined to meet the minimum contract value. 4.1.4 The project description on the PPQ shall clearly describe the projects, as well as provide a Point of Contact. The Government will not assume any project characteristics that are not specifically identified and described. The Offeror may attach a continuation sheet to the PPQ if needed consisting of one (1) page to describe how the project contained the elements described above and meets the requirements of this factor. The submission must contain sufficient information for the government to determine whether the project meets the requirements of 4.1.3.

4.1.5 The PPQ must provide a Point of Contact for the Client. If the Government is unable to verify the information provided on the PPQs with the client Point of Contact, or by other sources available (e.g. CPARS), the Government reserves the right to disregard that project when evaluating the Offeror’s experience.

4.2 EVALUATION CRITERIA

4.2.1 The Offeror’s submission will be evaluated to determine whether the Offeror has experience performing recent, relevant projects. To meet the requirements of the solicitation for this Factor:

A minimum of one (1) project must meet the requirements of paragraph 4.1.3.1 and a minimum of two (2) additional projects must meet the requirements of paragraph 4.1.3.1 or paragraph 4.1.3.2.

5. FACTOR 2 – PAST PERFORMANCE

5.1 SUBMISSION REQUIREMENTS

5.1.1 The Offeror shall demonstrate a record of performance on recent and relevant projects. The information submitted through the Past Performance Questionnaire Summary Sheet (Attachment 2) and the Past Performance Questionnaire (PPQ) (Attachment 3) for Factor 1 will be evaluated for this factor. The PPQ is provided for the Offeror to submit to the client (Point of Contact) for each project the Offeror includes in its proposal. Offeror must ensure correct phone numbers and email addresses are provided for the client Point of Contact. If the Government is unable to verify the information provided on the PPQs with the client Point of Contact, or by other sources available (e.g. CPARS), the Government reserves the right to disregard that project when evaluating the Offeror’s past performance and experience. Completed PPQs must be submitted with your proposal by the specified closing date and time.

Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. While it is important to submit a PPQ signed by the client, if the Offeror is unable to obtain a completed PPQ from a point of contact for a project(s) before proposal closing date, the Offeror shall complete blocks 1 – 5 of the PPQ which will contain contract and client information and submit it with the proposal. The Government will call and confirm information provided by the Offeror on the PPQs with the points of contact, to the extent necessary to verify the information in the PPQ or to obtain additional information. The Government reserves the right to interview other individuals if the point of contact is not available. If the Government is unable to verify the information in the PPQ, it may be disregarded. Offerors are cautioned that the PPQ must contain sufficient information for the government to determine whether the project contains the elements of work similar to this requirement as described in Factor 1.

Project Information submitted in a format other than or in lieu of the PPQ (to include CCASS or CPARS) will not be considered. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.

However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. The Government will consider any available CCASS or CPARS information on the relevant projects submitted by the Offeror under this factor. In addition, the Government may consider available past performance information on projects not submitted by Offerors’ in response to this solicitation.

5.1.2 Using PPQs as described above, Offerors shall demonstrate the quality of performance information on projects determined by the government to be recent and relevant as described in Factor 1.

5.1.3 While the Government may elect to consider data from other sources, the offeror must provide detailed, current, accurate and complete past performance information for evaluation by the Government.

5.2 EVALUATION CRITERIA

5.2.1 Past Performance Evaluation. The past performance evaluation results in an assessment of the probability that the Offeror will meet the solicitation requirements.

The past performance evaluation considers each Offeror’s demonstrated record of performance on recent and relevant projects that involve a similar scope and magnitude of effort and complexities as this solicitation requires. The projects submitted for Factor 1 will be evaluated to assess the Government’s confidence in the ability of the Offeror to meet the solicitation requirements.

5.2.2 Performance Evaluation. The Government will evaluate the quality of the Offeror’s past performance using the sources available to it including but not limited to the projects identified by the Offeror and submitted on the PPQs and any additional information about those projects received from references and CPARS. The Government will consider any available CCASS or CPARS information on the relevant projects submitted by the Offeror under this factor. The Government reserves the right to determine an Offeror’s past performance to be Unacceptable if negative past performance information on relevant projects performed by the Offeror but not submitted in response to this solicitation is discovered.

5.2.3 The Government will consider past performance of the offeror and the past performance information submitted on members of a joint venture.

5.2.4 Rating Methodology for Factor 2. The Government will consider the recent and relevant past performance information to assign a past performance evaluation rating.

To be rated “Acceptable” in this factor, Offerors must receive ratings of Satisfactory or better in each *Section of all recent, relevant PPQs submitted by the Offeror and on recent, relevant CPARs reviewed by the government. Section in a CPARS evaluation are Quality, Schedule, Cost Control (if applicable), Management, Utilization of Small Business, Regulatory Compliance, and Other Areas such as but not limited to Safety.

The elements within each Section are not considered in determining whether an offeror is Acceptable for this factor. Projects for which an evaluation was performed under the older CCASS system, only the Overall Rating will be considered. Sections in a PPQ is the individual element within each Section. For example Quality Section is not rated however each question/statement such as a) Quality of technical data/report preparation efforts; b) Ability to meet quality standards specified for technical performance; c) Timeliness/effectiveness of contract problem resolution without extensive customer guidance; d) Adequacy/effectiveness of quality control program and adherence to contract quality assurance requirements (without adverse effect on performance) is rated and will be considered individually in the evaluation of this factor.
