Industry Review & Comment The 95% plans and specifications were posted 11 Aug 2020 on https://beta.sam.gov/ for industry review and comment. Industry comments were received on 15 Sep 2020.

Period of Performance: The 912 calendar-day period of performance is very aggressive.

Response: USACE, along with its stakeholders. will review this and determine if an increase of an additional 120 to 180 calendar is feasible within the overall campus build out and its impact on training.

Utility Contract Line Items (CLINS): Recommends an allowance for the privatized utility connection fees.

Response: USACE plans to provide costs for the utility connection fees as pre-priced CLINs to standardize this price variable for all bidders.

Laydown and Staging Areas: Laydown and staging areas are not clearly indicated on the documents.

Response: Proposed laydown and staging areas will be included in the solicitation package; however, final location will be submitted to the installation for final approval.

Soldier Training & Access Routes: Soldier training and access routes are not clearly indicated on the documents.

Response: The proposed troop movements will be included in the solicitation package.

Industry Review & Comment

Construction Coordination: Concern with other on-going projects in the immediate vicinity.

Response: A pre-construction meeting will be held between USACE, the successful bidder, existing contractors on site and other project stakeholders to help gain a better understanding of existing adjacent projects.

Optional CLIN 0008 – Raising the Building Finished Floor Elevation (FFE) by 2’-0”:: There is difficulty distinguishing the scope of work for the base bid and the optional bid CLIN. The limits of work are not clearly defined.

Response: To address these concerns, additional information will be provided in the solicitation package to further clarify the scope of optional CLIN 0008.

Optional CLIN award schedule: Concern that 120 calendar days to award options seems too long. Preference would be something in the 30 calendar day range.

Response: The Corps will review the concern regarding the schedule for awarding optional CLINs and make appropriate adjustments to the solicitation package, if deemed necessary.
