W912HN19Q5019 Upper Dissolved Oxygen Diffuser Remediation Questions and Answers
Q. Will the contractor be expected to provide replacement nuts, bolts, and washers each time the diffusers and/or blank flanges are changed out? If so, please be very specific on the quantity, size, and material requirement for these items.
A. All nuts, bolts, washers and/or blank flanges will be provided by USACE.
Q. Are there any other specific material requirements, other than those listed in the RFQ that the contractor must provide?
A. . All materials to be installed will be provided by USACE. Contractor only to provide consumables and materials necessary for dive operations.
Q. Please explain the sentence “The diffuser placement should be staggered so that the lateral force upon the pipeline will be reduced”.
A. The referenced line was a typo. All diffusers shall be reinstalled in the existing configuration. Diffusers all point down river.
Q. Will USACE have a technical representative on-site to direct specific placement of diffusers throughout this project?
A. Yes, a technical representative will be onsite during all dive operations.
Q. Will the anticipated 20 days of diving occur consecutively or will they be on an as needed basis?
A. Diving services will be on an as needed basis, however, some of the days will be consecutive.
Q Does the USACE have a dock facility where the contractor can secure a dive support vessel overnight, in the case of consecutive diving days?
A. No, USACE does not have a dock facility where the contractor can secure a vessel overnight. You may want to contact Georgia Power at Plant McIntosh to request use of their boat ramp for this activity.
Q. Is the Owner supplied diffusers include gaskets, nuts, bolts, and washers?
A. Yes, all gaskets, nuts, bolts, and washers will be supplied by the Govt.
Q. What is the weight and material of the re-placement diffusers?
A. Exact weight and dimensions are not known at this time. However, most components should be less than 100lbs and no individual component should have a dry weight of more than 200lbs.
Q. What is the max depth on the diffusers?
A. Max anticipated depth for lowest diffuser would be 28’ at extremely high tide. Normal depth of lowest diffusers are approx. 20’ deep.
Q. Are the flanges on the existing diffusers exposed or do we factor in removal of material?
A. It is likely that some material will need to be removed to gain access to some or all of the flanges.
Q. Where will the Government supplied materials be picked up by contractor?
A. This can be coordinated at the Contractor’s convenience. Materials can be delivered to site or local pick-up locations can be identified.
Q. What is the contractor’s responsibility with the removed duck bills? Will they be left on site?
A. The Government will retain ownership of the removed duckbills. The duckbills can be left on site or a local location can be coordinated at the Contractor’s convenience to transfer the duckbills from the boat after they are removed.
