Questions and Answers

Dated: 4 January 2018

Question 1: In order to confirm that we can access all of the sites requested, can you please send me the bathemetric data for the list of sites and any known bottom conditions, sandy bottom, rocky bottom, etc.

in those areas?

Answer 1: Please see attached Jacksonville KLM file with bathymetric data, charts and 2018 points.

Question 1: In the Scope of Work, paragraph #5, it requires HYPACK capability. In the past we have not used this product on other Core Drilling projects. Is HYPACK a requirement on this project? If so, we will have to install it on the vessel and it will remain on our vessel after the project as installed equipment. Is it something covered in Clause 252.204-7011 (page 40) and to be added as an Alternate Line Item or should we incorporate it in our daily rate?

Answer 1: No, but a high-accuracy GPS capable of positioning the moon pool/drilling stem within < 2 ft. of target coordinates is required to ensure that we are able to drill in the correct locations for the study. Solicitation SOW has been amended to reflect this answer.

To clarify the question associate with clause 252.204-7011, the SOW has been amended to reflect the changes based is HYPACK a requirement. As a result of this answer purchasing and installing HYPACK for the purpose of this project is not required.

Question 2: All the previous core jobs that our Company has completed have had latitude/longitude locations which is what we worked with in the past (please see below OLD JACKSONVILLE HARBOR BORE LOCATIONS) this will give you the GPS format we have been using. I would like to plot each location on my navigation system and wonder if you could provide me with latitude and longitude locations.

Answer 2: Please see revised table 1 attached in this announcement. SOW Table has been updated to reflect the Latitude and Longitude location.

Question 3: The SOW calls for Self Propelled, will you accept a jack-up barge with a tugboat/pushboat option? The same boat will be also used for crew transportation as needed.

Answer 3: Vessel must be self-propelled.

Question 4: The lift vessel shall be self-propelled, be capable of jacking up a minimum of 50- feet above the seafloor: Please advise river draft at the deepest and shallowest drilling location (As per SOW table) during the high tide?

Answer 4: There is an approximate 4.7 ft. difference between Mean Lower Low Water (MLLW) and Mean High Water (MHW) in this vicinity based on the tide station located at the JAX Harbor Bar Pilot docks. Water depths expected at each location vary between -6.5 ft. and -49.8 ft.

MLLW as indicated in Table 1 of the SOW. Adjusted for MHW, these water depths would range from approximately 11.2 ft. to 54.5 ft. during an average high tide.

Question 5: Does the contractor needs to provide any labor or material for the rigging operation? How that will be comensated?

Answer 5: Yes. Any expected costs on their end need to be included in their mobilization rate.

This could include welding services, crane services, and/or fabrication of a frame to mount a skid rig on if their platform isn't large enough to fit our ATV rig and development of a rod trough as well as specified in the SOW.

Question 6: Lift-Vessel Requirements: The lift vessel shall be self-propelled, be capable of jacking up a minimum of 50-feet above the seafloor, and have a moon-pool to allow the drill string to be lowered through the deck to the seafloor. The lift vessel must be able to navigate and jack up between tide changes. The St. Johns River often has current speeds up to 2.5 knots between tide changes. Onboard water pump, electrical generation, and crane capacity is required. The vessel shall be in compliance with established US Coast Guard guidelines and regulations.

In reference to paragraph 3 above of solicitation W912HN18Q5001 where it states, the lift vessel must be able to navigate and jack up between tide changes. Between tide changes is known as "slack high or slack low tide" is that when you are referring to? This is critical as we might need to have a tug on standby to assist in extreme current.

Answer 6:

The intent behind "the lift vessel must be able to navigate and jack up between tide changes" is to ensure the vessel is able to navigate between borings during tide changes. The project location is known to have swift currents. The vessel must be able to move in all tidal current conditions, including tidal changes, to limit Corp personnel experiencing downtime while conducting operations. The exception is when the Captain and Corp personnel mutually agree that extreme conditions exist making it unsafe to navigate.

Question 2: Will the contractor be providing the derrick / drilling platform?

Answer 2: USACE will provide the drilling rig. We need the platform that jacks up out of the water.

Question 3: Is this a petroleum drilling operation?

Answer 3: No. Geotechnical drilling for future harbor deepening characterization.

Question 4: Who will be responsible to inspect all welds between the vessels?

Answer 4: Welder and USACE driller.

Question 5: Who will perform the stability testing of the vessel?

Answer 5: It is at the Captain's discretion whether this is needed or not.
