7. Drilling Operations: The lift-vessel provider shall be able to set up on 40 52 primary boring locations identified in Table 1 and Plates 1-35 within and around the shipping channel of Jacksonville Harbor. Up to 15 additional adjacent “companion” borings are also expected for a total of up to 55 67 boring locations over which the lift-vessel operator shall be required to position the vessel and lift the work platform and vessel above the water surface prior to commencement of drilling. The work shall be conducted in such a manner that does not adversely impact navigation in the shipping channel. For technical questions contact Mr. William McIntosh or Steven Widincamp, please see paragraph 15 for contact information.
8. Borings: Drilling shall be performed at the coordinates provided in Table 1, shown on attached Plates 1-35, or as directed by the Government. 15 additional “companion” borings are expected at locations adjacent to 15 of the primary boring locations. Each boring is to be advanced using either a full drilling rig or skid rig, whichever is deemed more appropriate by the Government. If a drilling rig is used from a wheeled vehicle, a heavy duty cradle will need to be constructed in order to provide support for the rig, tower, drill stem and torque generated during the drilling process. Maximum depth of penetration into the river bottom is no-less than -55 feet MLLW.
Point of Contact for the drilling rig and cradle design is Mr. Steve Widincamp, please see paragraph 15 for contact information.
9. Inclement Weather: Inclement weather is defined as rough weather and water conditions that hamper or prevent safe drilling as determined by the lead driller and inspector, or vessel navigation as determined by the lift-vessel Captain. Inclement weather time, in increments of hours, shall be determined by the drilling agency’s inspector and lift-vessel Captain. If inclement weather threatens the safety of the vessel and all aboard, the lift-vessel Captain has the authority to declare cessation of drilling operations, raise the spuds, and conduct expedient movement to the nearest harbor shelter.
