2. COEFFICIENT
2.1. Unit Price Book: The Unit Price Book (UPB) is the R.S. Means Construction Cost Data book. The current year edition of the R.S. Means Construction Cost Data Book is hereby incorporated by reference and the edition current at the beginning of each calendar year will be incorporated into the contract for the duration of this contract including option periods. The Contractor shall use the electronic version of R. S. Means Building Professional’s Package which includes Building Construction Cost Data, Mechanical Cost Data, Plumbing Cost Data, Electric Cost Data and the Square Foot Cost. For renovation projects, the contractor shall use the Repair and Remodeling Cost Data. The Contractor may use the quarterly pricing updates to the R.S. Means Construction Cost Data book. Contractor shall use Means Cost Works Estimator to prepare and submit task order proposals. These items may be obtained from the R.S. Means Company at 1-800-334-3509 or www.rsmeans.com. Hereinafter, the Unit Price Book as described in this paragraph will be referred to as the UPB.
2.2. Coefficient: The Offeror’s coefficients shall be represented as “net” (e.g. 100%), a percentage “decrease from” (e.g. 95%) or “increase to” (e.g. 120%) to the UPB. The Coefficient will include home office and field office overhead, profit, bond, taxes, quality control, clean-up, labor burden, mobilization/demobilization expenses, permits, licenses, depreciation, submittals, site security, builders risk insurance, vehicle and construction equipment maintenance, etc. The “Total Bare Costs” column in the UPB will be used. The Contractor’s coefficient shall contain all allowable contractor costs. There will be no allowance for any additional costs beyond what the coefficient covers; therefore the coefficient must be all inclusive of costs incurred for each task order.
2.3. Items Included in Coefficient: The following items from the UPB will not be paid separately and shall be included in the coefficient:
Cost Division 1 – General Requirements
· 01 11 31.20 - Construction Management Fees
· 01 21 16.50 - Contingencies
· 01 21 55.50 0010 thru 01 21 55.50 0010 1200 - Job Condition Allowances
· 01 21 57 – Overtime Allowances
· 01 21 61 – Cost Indexes
· 01 21 63 - Taxes
· 01 31 13.30 - Insurance
· 01 31 13.50 – General Contractor’s Mark-up
· 01 31 13.90 – Performance Bond
· 01 41 26 – Permits
· 01 74, Cleaning up, 01 74 13.20 0050 (Daily clean-up)
2.4. Non-Priced Items. Items of work not covered in the UPB will be considered Non-Priced Items.
2.4.1. All proposed non-priced items shall be separately identified and priced. Proposed non-priced items must be documented by supporting information as specified below:
(a) A minimum of THREE competitive contractor quotes
(or) if requested and approved by the Contracting Officer,
(b) A complete breakout of material, labor, and other direct or indirect costs required to complete the specific item. Costs shall be segregated and proposed on a DA Form 5413-R, “Construction Cost Breakdown’, or other format approved by the contracting officer.
2.4.2. Non-priced items will be fully negotiated.
2.4.3. The field office overhead, home office overhead and bond will be fixed for non-priced items as proposed on Schedule A.
2.4.4. The coefficient and City Cost Index SHALL NOT be used for non-priced items.
2.5. The Coefficient will apply for the three year base period and two option periods of the contract or up to the maximum capacity of $24,000,000.00.
2.6 Applying the Coefficient. For all task orders, the quantities for the individual items required shall be negotiated prior to Task Order award. The sum of all prepriced items included in the task order will be multiplied by the most current R.S. Means Total Weighted Average City Cost Index (CCI) for the area of construction as shown in the back of the UPB. Next the task order subtotal will then be multiplied by the coefficient factor to determine the grand total price of the task order. As an example, if the R.S. Means Building Construction Cost Data 2011 price is $23,450.00 for materials, labor and equipment and the CCI is 81.1%, then the task order subtotal will be $19,017.95. Next the coefficient is applied. In this example assume the coefficient factor is 87.5%, the result would be a grand total of $16,640.71. If the contractor determines his coefficient is 125% and it is applied to the task order subtotal of $19,017.95 then the grand total for the task order would be $23,772.44.
2.6.1. The CCI WILLNOT be used for non priced items. Non-priced items will be fully negotiated. The coefficients will not be applied to non-priced items. Non-priced items shall be proposed by the contractor and negotiated prior to award.
2.6.2. Example: Crushed 3/4" stone base, compacted, 3” deep (for roadways) Quantity = 5000
Quantity Unit = SY
The R.S. Means Line Item (Typically referred to as the CSI Number): 32 11 23.23 0050
Material Cost = $3.71/SY
Total Material Cost = ($3.71 X 5000) = $18,550.00
Labor Cost = $.032/SY
Total Labor Cost = ($0.32 X 5000) = $1,600.00
Equipment Cost = $0.66/SY
Total Equipment Cost = ($0.66 X 5000) = $3,300.00
Total Bare Cost = Material Cost + Labor + Equipment
= $18,550.00 + $1,600.00 + $3,300.00
= $23,450.00
2.6.3. Applying the CCI & Coefficient.
First apply the CCI. For this example, let’s assume the CCI is 81.1%. The task order subtotal with the CCI = ($23,450.00 X 81.1) = $19,017.95. Then we will apply the coefficient. Assume the coefficient is 87.5% then the Applied Coefficient total for the task order = ($19,017.95 x 0.875 = $16,640.71.
2.7. Pricing Sub-Contract Work. Work to be performed by a sub-contractor shall be priced using the “TOTAL INCL O&P” column in UPB which includes the sub-contractor cost for profit and overhead. The appropriate coefficient will then be applied to the total of these costs.
2.8. Pricing Prime Contractor Work. Work to be performed by the prime contractor shall be priced using the “BARE COSTS TOTAL” column in the UPB. The appropriate coefficient will then be applied to the total of these costs.
2.9. Union Rates will be used for pricing Labor.
2.10 Coefficients: See CLIN 0001 and example in paragraph 4.
3. TASK ORDER PROPOSALS
3.1. The Contractor shall prepare a detailed proposal by identifying tasks, refining quantities of both pre-priced and non-priced items, pricing non-priced items, developing performance times and preparing a completed proposal document for submission to the Contracting Officer. The contractor shall field verify all available as-builts as well as existing field conditions.
3.2. Where assembly costs are provided in the UPB, those costs shall take precedence over costs for individual items unless otherwise approved by the Contracting Officer.
3.3. Quantities used on individual task order proposals shall be taken from field measurements or design plan, as appropriate, without allowance for waste unless R.S. Means authorizes under individual items. Waste of excessive material quantities is an incidental cost and is included in the coefficient.
3.4. Costs of expendable supplies, lubricants, wear and tear on tools, are included in the installation/construction cost in the UPB cost of construction and will not be paid separately.
3.5. Equipment Rental may be considered only if the required item is not included in the crew descriptions for the UPB line item that describe the work, unless approved by the Contracting Officer.
3.6 It is the Offeror’s responsibility to ensure that the most recent CCI is used in preparing all future proposals for task orders.
4. PRICE EVALUATION PROCEDURE
4.1. Coefficient Estimated Capacity Values are identified in the following table. The Estimated Capacity Value ($24,000,000) will be multiplied by the CCI (Augusta, GA area is currently 86%) and then multiplied by the corresponding proposed coefficient to determine the Evaluated Total. For the purpose of this solicitation prices will be evaluated using the current Augusta, GA CCI of 86% regardless of whether that CCI is revised before proposals are due. Offerors are cautioned that for future task orders, the most recent CCI applicable for the area where the work is to be performed shall be used as indicated in paragraphs 2.6 and 3.6 above.
4.2. An EXAMPLE price evaluation chart follows:

QUESTION AND ANSWERS
1. Q: In the “Notes to Offerors SCHEDULE A” Paragraph 2.2 Coeffficient: it states the Coefficient will include “Home Office and Field Office Overhead” but in response to a posted inquiry (ID 4273299) the Government Response stated that Office Trailer & Utilities would be negotiated on a task order by task order basis.
Is Field Office Overhead part of the coefficient or is it an item in a task order?
· A: The answer posted in Dr Chks was incorrect: “Home Office and Field Office Overhead” should be included in the coefficient.
2. Q: Do all employees who work on a SATOC have to be E-Verified?
· A: Yes
3. Q: Slide 23: What is CCASS and ACASS?
· A: CCASS – Construction Contractor Appraisal Surveillance System;
ACASS – Architect-Engineer Contract Appraisal Support System. These are the Government’s System for Contractor/A-E evaluation of Government projects. Each Task Order Contract will receive an evaluation.
4. Q: What percent (%) of the contract will be design/build?
· A: Based on history, roughly 20%; however, it will depend on the projects that will be assigned to the contract.
5. Q: Is SATOC currently funded?
· A: SATOCs are funded on a task order by task order basis.
6. Q: Do you want a full SF330 for the Design Team?
· A: Yes
7. Q: The Fort Bragg CCI is 81.4%. If a project is required at Fort Polk or other base, what CCI will be used?
· A: It is highly unlikely that a project will be outside of SAD (Georgia, North Carolina, South Carolina, Florida and Mississippi). But, if a project is required at Fort Benning for example, the CCI for Columbus (82.7%) will be used.
8. Q: Are there projects ready to go now or is this contract for year end?
· A: Unknown.
9. Q: Is this contract (SATOC Paving at Fort Bragg) a small business set aside?
· A: Yes
10. Q: Can a large business (over $35M in sales per year) bid this project?
· A: No.
11. Q: Solicitation – paragraph 13b. What is the format “An offer guarantee”?
· A: Standard letter format, from your Surety.
12. Q: Other than Civil Engineers, do we need other disciplines – Electrical, Mechanical, Architect?
· A: It is possible. It will depend on the project. You may have to sub out those disciplines. We only have Civil and Topographer Surveyor in the technical requirements for evaluation.
CLAUSES INCORPORATED BY FULL TEXT
52.215-4005 COEFFICIENTS
The “Coefficient” is a numerical percentage factor that represents contractor indirect costs and profits not included in the unit prices (NOTE: the coefficients include PERFORMANCE AND PAYMENT BONDING TO cover the MAXIMUM CONTRACT AMOUNT for any given year). The coefficients proposed and accepted are incorporated in the Indefinite Delivery Indefinite Quantity Contract award. Unit costs are multiplied by the coefficient to determine the cost of each individual task order or modification thereto. (See Section 00800 for example of how coefficients are applied)
CLAUSES INCORPORATED BY FULL TEXT
52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (APR 2009)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/services/contractingopportunities/sizestandardstopics/.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the rerepresentation required by paragraph (b) of this clause by validating or updating all its representations in the Online Representations and Certifications Application and its data in the Central Contractor Registration, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in ORCA, or does not have a representation in ORCA for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:
The Contractor represents that it ( ) is, ( ) is not a small business concern under NAICS Code 236220- assigned to contract number .
(Contractor to sign and date and insert authorized signer's name and title).

SECTION 00100
PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS
1. OVERVIEW.
1.1 This Request for Proposal (RFP) solicits for a Single Award Task Order Contract (SATOC) under which task orders for Paving General Construction are expected to be issued with work primarily in Georgia; however, work may also be performed at other Federal Facilities located within the geographic boundaries of the US Army Corps of Engineers South Atlantic Division (North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi.) Work may also be performed at other Federal Facilities outside the above-stated geographical boundary on an excepted basis as determined by the Contracting Officer. Task Orders issued under any resultant contract(s) will be Firm-Fixed Price and may be either of a Construction or Design/Build nature. A project requiring use of civil funds is not authorized under this contract. (See solicitation section 00010 for the complete scope of the anticipated contract to be awarded under this RFP.)
1.2 The purpose of the Source Selection plan is to establish a uniform evaluation procedure for the technical evaluation of proposals by the Source Selection Evaluation Board (SSEB) and the development of the Best Value Decision by the Source Selection Authority (SSA) using the Trade-Off Process (See Federal Acquisition Regulation 15.101-1). In as much as the proposal shall describe the capability of the Offeror to perform any resulting contract, and task orders issued there under, the proposal should be specific and complete in every detail as well as be prepared simply and economically, providing a straightforward and concise description of capabilities to satisfactorily perform the contract and task orders issued thereafter.
1.3 For the purposes of this solicitation, the Government will utilize a Price Performance Trade-off (PPT) Process. In the PPT process, interested Offerors submit certain specified performance and capability proposals in conjunction with price proposals for review and consideration by the Government. The Government will evaluate these performance capability proposals in accordance with the criteria described herein.
2. GENERAL INSTRUCTIONS
2.1 Firms formally organized as design-build entities, design firms and construction contractors that have associated specifically for performance of this contract, consortia of firms, or any other interested parties may submit proposals. A design firm or construction contractor may offer more than one proposal by entering into more than one association. Associations may be joint ventures or include key team subcontractors. Any legally organized Offeror may submit a proposal.
2.2 Contractor Team Arrangements. Contractor Team Arrangements are considered an arrangement in which (1) two or more companies form a partnership or joint venture to act as a potential prime contractor; or (2) a potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program. In accordance with FAR Subpart 9.6, the Government will recognize the integrity and validity of contractor team arrangements; provided, the arrangements are identified and company relationships are fully disclosed in the offer. The Offeror shall identify the major or critical aspects of the requirement to be performed by those identified in the Contractor Team Arrangement. The submission must contain a narrative that clearly explains the relevance to a particular factor of information concerning a company that is part of a Contractor Team Arrangement. The Government will consider the adequacy of this explanation in deciding the relevance of the information to this procurement. Any narrative provided should be incorporated into the Offeror’s proposal at Tab E.
2.3 If applicable, the Offeror shall submit evidence from the Offeror’s SBA Servicing Agency that the Offeror has notified and discussed the proposed joint venture for this project with the appropriate SBA personnel. For 8(a) set-aside procurements, all prospective Joint Ventures must comply with Title 13 Code of Federal Regulations (CFR) Part 124.513. For HUBZone set- aside procurements and awards to HUBZone SBCs through full and open competition after a price evaluation preference in favor of qualified HUBZone SBCs, a Joint Venture must comply with 13 CFR 126.616.
2.4 Notwithstanding the specific requirements of any other area of the RFP, information submitted about any company other than the Offeror, whether a predecessor company, affiliated company, subsidiary (including wholly owned subsidiaries), subcontractors that will perform major or critical aspects of this requirement, or other associated business, WILL NOT be evaluated for any factor unless the proposal contains a detailed narrative explaining why this submitted information is relevant to this acquisition. The Government will consider the adequacy of this explanation in deciding the relevance and weight, if any, of the information to this procurement. Where information about a subcontractor is properly submitted and given significant weight during the evaluation, the failure of the Offeror to actually perform with that subcontractor may be grounds for termination for default.
2.5 Offerors shall submit their proposal to the address shown in Block 7 of Standard Form 1442.
2.6 Proposals are due no later than the time and date specified in Block 13 of Standard Form 1442.
3. GENERAL PROPOSAL FORMAT:
3.1 Title Page. Include the title of the solicitation, solicitation number, Offeror name, and date of the submittal.
3.2 Table of Contents. Each volume of the proposal shall contain a detailed table of contents. If more than one binder is used, the complete table of contents shall be included in each. Any materials submitted but not required by this solicitation (such as company brochures) shall be relegated to appendices.
3.3 Printed Matter Submissions. Written material shall be on 8 ½ x 11 inch paper printed in no less than a 10 pitch or 10 font. Page limitations, where specified in the RFP, shall be considered a maximum. Pages in excess of any specified limitation shall not be evaluated. A single 8 ½ x 11 inch sheet with written material on one side only shall constitute one page. However, if both sides of the sheet bear written material then this single sheet shall be counted as two pages.
3.4 Binders. Proposals shall be submitted in tabbed, three ring binders.
3.5 Number of Copies. Offerors SHALL submit a hard copy of the original Volume IVolume I and a hard copy of the original Volume II. Offerors SHALL also submit five (5) additional hard copies of Volume II with one (1) electronic copy of Volume II on a CD. Given the limited time and resources of the evaluation board, failure to provide the requisite number of copies may hinder the board's ability to evaluate the Offeror's proposal. Failure to provide any copies of Volume I or Volume II may result in the Offeror’s proposal being eliminated.
3.6 Tabs. Proposal shall be organized and tabbed as follows:

4.1 SUBMISSION REQUIREMENTS.
4.1.1 The Offeror shall demonstrate a record of performance on recent relevant projects using the Past Performance Questionnaire Summary Sheet, Attachment 2 and the Past Performance Questionnaire, Attachment 3 at the end of this section. The Past Performance Questionnaire (PPQ) is provided for the offeror or its team members to submit to the client (Point of Contact) for each relevant project submitted. Offeror must ensure correct phone numbers and email addresses are provided for the client. Completed PPQs must be submitted with your proposal. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the offeror is unable to obtain a completed PPQ from a point of contact for a project(s) before proposal closing date, the offeror should complete the first page of the PPQ and submit it with the proposal. This will provide contract and client information for the respective project(s). If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Jennifer S. Casey via email at Jennifer.s.casey@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Offerors may submit PPQ submitted on other procurements.
In addition to the PPQ, the Offeror’s proposal shall include the Past Performance Questionnaire Summary Sheet (Attachment 2) to provide a summary of the PPQs included and/or submitted to clients. The summary sheet at a minimum shall include the following: 1) Project name; 2) Team member submitting the project; 3) Construction percent completed at the time of the solicitation; 4) Scheduled completion date; and 5) Indicate if the project was design-bid-build, design build or CMS at Risk.
The offeror may include performance recognition documents for relevant projects received within the last five (5) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. Performance recognition documents shall not exceed five (5) documents for the entire team.
Offerors should identify state and local government and private contracts that are similar to the Government’s requirements described in 4.1.2. If the Offeror is a joint venture, each firm shall provide information, demonstrating experience relevant to their expected role on this contract. If any firm has multiple functions or divisions, limit the project examples to those performed by the division, unit or team member submitting the offer.
4.1.2. Relevant Projects: Projects submitted by the Offeror should have a minimum value of no less than $25,000 and demonstrate new horizontal construction or renovation. The Government will only evaluate projects that are successfully completed, or substantially completed (fully designed and at least 50% construction progress completed) within five (5) years preceding the date of this Solicitation.
4.1.2.1 Projects that do not include all of the criteria of a relevant project may be rated “Somewhat Relevant.” Projects that include all of the criteria in 4.1.2. and include the following criteria may be rated “Very Relevant.”
New construction and rehabilitation of helipads, airport runways, taxiways, and aprons.
The role of the offeror or team member on submitted projects is similar to or more significant than the role the offeror or team member is expected to perform on this contract.
4.1.2.2 The Government will not consider multiple projects such as individual task orders combined to meet the criteria for relevant projects referenced in 4.1.2. above. Offerors are advised to submit projects wherein the Offeror, or proposed team members, played a significant role and to clearly define those roles.
4.1.3 Offerors shall submit no more than eight (8) PPQs (Attachment 3). Where a project was awarded as a task order or delivery order under an IDIQ type contract, Offerors are cautioned to submit information specific to the instant task or delivery order considered relevant to the requirements of this RFP rather than the umbrella contract. For purposes of this Request for Proposal, if the Offeror represents the combining of two or more companies in a Contract Team Arrangement as defined in paragraph 2.2 above, no more than eight (8) total project examples may be submitted for the entire team.
4.1.4 If any firm has multiple functions or divisions, limit the project examples to those performed by the division, unit or team member submitting the offer. The Government may call and confirm information provided by the Offeror on the PPQs with the points of contact, to the extent necessary to verify the information in the PPQ or to obtain additional information. The Government reserves the right to interview other individuals if the point of contact is not available.
4.1.5 Other Sources. In addition to the above, the Government may review any other sources other than those provided by the Offeror for evaluating past performance. These other sources may include but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the proposal on the Proposal Data Sheet, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror. The Government will consider CCASS ratings on all relevant projects submitted by the Offeror under this factor as well as up to five (5) additional CCASS ratings on recent, relevant projects in accordance with 4.1.2. ACASS ratings on all relevant projects submitted by the Offeror under Factor 2, Design Experience, if applicable, as well as up to five (5) additional ACASS ratings on recent, relevant projects in accordance with 4.1.2 will be considered.
While the Government may elect to consider data from other sources, the offeror must provide detailed, current, accurate and complete past performance information for evaluation by the Government
4.1.6 The experience and/or past performance of individuals will NOT be considered under this factor.
4.2 EVALUATION CRITERIA.
4.2.1 Past Performance Evaluation. The past performance evaluation results in an assessment of the Government’s confidence in the ability of the Offeror to meet the solicitation requirements. The past performance evaluation considers each Offeror’s demonstrated recent and relevant record of performance on projects that involve a similar scope and magnitude of effort and complexities as this solicitation requires. One performance confidence assessment rating is assigned for each Offeror after evaluating the Offeror’s recent past performance, focusing on performance that is relevant to the contract requirements.
4.2.2 Relevancy. The projects the Offeror submits will be evaluated to determine how relevant they are compared to the effort to be acquired through this solicitation using the criteria described in paragraphs 4.1.2 and 4.1.2.1 above. There are four levels of relevancy as shown in the following Table. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.
Past Performance Relevancy Ratings.
Rating
Definition
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
4.2.3 Confidence Assessment. The past performance record will be evaluated to determine how well the contractor performed on past projects.
4.2.4 he Government will evaluate the Offeror's past performance using the sources available to it including but not limited to: the example projects identified by the Offeror and submitted on the PPQs and any additional information received from references, ACASS, and CCASS or other sources. Offerors may be provided an opportunity to address any negative past performance information about which the Offeror has not previously had an opportunity to respond if such information is determined to impact the rating to be assessed.
4.2.5 The Government will consider past performance of the prime construction contractor and the design firm, (or the prime contractor if design is to be self-performed). If a firm has multiple functions or divisions, the Government will only evaluate the past performance of the unit or division submitting the offer. The Government may also consider the past performance information submitted on any other team member. However, in accordance with paragraphs 2.2 and 2.4, above, the consideration and weight given to past performance information concerning other than the prime contractor will be based on the extent of involvement of the team member in the project and the adequacy of the proposal in identifying and addressing such arrangements and roles. Past performance information submitted on a team member who does not perform a major or critical role on the project or whose role has not been clearly or adequately described as required will not be considered. Where the Government views an Offeror’s role, or that of its team members, if any, as not significant or as not clearly defined, the Government reserves the right to view this lack of involvement, or clarity, as affecting the determination of relevancy and the usefulness of the information in determining a confidence rating despite the quality of recent, relevant past performance information.
4.2.6 The Government will consider the currency and relevance of the past performance information, source of the information, context of the data, and general trends in contractor performance to reach a performance confidence assessment using the ratings in 4.2.8.
4.2.7 If no recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned this factor will be assigned a rating of “Unknown Confidence (Neutral).
4.2.8 Past Performance Confidence Ratings
4.2.8.1 SUBSTANTIAL CONFIDENCE - Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
4.2.8.2 SATISFACTORY CONFIDENCE - Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
4.2.8.3 LIMITED CONFIDENCE - Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
4.2.8.4 NO CONFIDENCE - Based on the Offeror’s recent/relevant performance record, the Government has a no expectation that the Offeror will successfully perform the required effort.
4.2.8.5 UNKNOWN CONFIDENCE (NEUTRAL) - No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
5. TAB I—FACTOR 2- DESIGN EXPERIENCE
5.1 SUBMISSION REQUIRMENTS: The Offeror shall demonstrate its capability to perform design work as required under this contract using the Standard Form 330 (SF330).
