QUESTIONS:

1. Information on the existing conditions at the 29 locations identified on page 5 of SF1441 where the EA is to address. I was wondering if there were photos, descriptions, drawings/sketches, or intentions/plans for the different locations.

2. An example ‘go by’ for any similar shoreline stabilization EA with multiple locations – possibly from another USACE lake.

3. A name of a contact person at the lake with whom I could ‘ok’ a site visit to the study locations – I didn’t see a POC at the lake in SF1441.

ANSWERS:

1) A copy of a survey report was attached which provides the geographic coordinates and photos, as well as other information for all shoreline stabilization areas addressed by the SOW. Regarding the question about intentions/plans for different locations: At a minimum, the EA shall consider the No Action Alternative in addition to the proposed action. The proposed actions will be provided by Wilmington District. These alternatives have been developed based on experiences in the J.H. Kerr area. Because of the fluctuating lake levels, stone rip-rap or articulated revetment measures are most effective in meeting the purpose and need of shoreline stabilization and protection of property and features from shoreline erosion. It is not the intent of the Scope of Work to have the contractor design shoreline stabilization measures. However, if a proposed measure is not appropriate for some area due to unacceptable impacts, or if the impacts can be mitigated by a design adjustment, it is expected that such information be brought to the attention of the Wilmington District and the contract Technical POC during the environmental assessment process.

A discussion (text) of alternatives that were considered by the Wilmington District during previous studies or design efforts and dismissed will be provided to the contractor for appropriate inclusion in the EA. Further environmental analysis of these dismissed alternatives will not be required.

2) You may visit our web site at: http://www.saw.usace.army.mil/wkscott/index.htm for samples of 2 EAs that were recently completed for W. Kerr Scott Reservoir in Wilkesboro, NC. These are not exactly the same type of shoreline erosion protection projects but are examples of EAs.
