SUMMARY OF WORK

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" or "S" classification. Submittals not having a "G" or "S" classification are for information only. When used, a code following the "G" classification identifies the office that will review the submittal for the Government.

Submit the following in accordance with Section 01 33 00 SUBMITTAL

PROCEDURES:

SD-01 Preconstruction Submittals Salvage Plan; G , RO

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

This is a three story, permanent construction barracks built in 1929, currently designated to house Non Commission Officer Academy (NCOA) Senior Enlisted students and permanent party personnel. The entire facility is in failed or failing condition. This project will correct the state of disrepair throughout the building. The facility has never undergone any comprehensive infrastructure systems restoration- only patchwork repairs have been accomplished. The following building components and systems will be restored and repaired for the following reasons:

Hazardous Material/Demolition: Hazardous materials have not been abated from the building. Asbestos and lead base paint will be identified in a hazardous materials survey and will be abated as part of the project. This project will demolish some elements of the building as part of the process to accomplish the repairs. Work will be accomplished separate from the living areas and no personnel will be exposed to any type of hazards following local and federal regulations.

Architectural: Some of the architectural systems that have been identified and have failed include windows, doors, walls, floors, and ceilings.

Because of the deterioration, the water entering some of the sleeping areas is causing damage in the listed architectural components. Moreover, exterior doors and windows do not meet antiterrorism standard compliance in UFC 4-010-01 and TM 5-853-1.

Mechanical and Plumbing Systems: The air conditioning and heating systems do not meet current ASHRAE criteria and do not comply with current Army energy requirements. They are currently energy inefficient. It is estimated that a 10% to 15% energy saving could be achieved through system repair by replacement. The existing facility lacks proper humidity controls and air changes. The air conditioning system does not properly control the condensation buildup above the ceilings. The plumbing shows signs of wear with evidence of leakage in latrine areas. The laundry vents are failing and require repair. During the use of air conditioning systems, condensation causes deterioration of all finish materials on walls, SECTION 01 11 00 Page 1 floors, and ceilings, creating an unacceptable mold and mildew situation which may affect the health of Soldiers living in these quarters.

Electrical and Lighting Systems: The electrical system was not designed to meet modern electrical demand and is failing. Lighting fixtures are energy inefficient fluorescent fixtures with magnetic ballasts. The electrical panels are antiquated and do not meet the NFPA 70 code requirements. The entire electrical system needs to be restored.

Fire Safety: Building 399 lacks a fire suppression system in all areas and requires the installation of a wet pipe fire suppression system to meet code requirements in NFPA 101. Additionally, fire and smoke detection, fire alarms and notification systems must be repaired by replacement. A mass notification system is also required to meet code.

1.2.2 Location

The work is located at the Fort Moore, Georgia. The exact location will be shown by the Contracting Officer.

1.3 OCCUPANCY OF PREMISES

Building portions D, E & F will not be occupied. The remaining portions of the building will be occupied during performance of work under this Contract. Those areas must remain accessible by occupants and utilities remain operational. Occupancy notifications will be posted in a prominent location in the work area.

Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

Failure to obtain entry approval to the installation will not affect the contract price or time of completion.

1.4 EXISTING WORK

In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

c. Contractor shall be responsible for removing and disposing of any mattresses, furniture, appliances, etc. left in the rooms.

1.5 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

Contact local utility locating service a minimum of 7 days prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations

SECTION 01 11 00 Page 2 indicated on contract drawings, within area of work.

Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.5.1 Notification Prior to Excavation

Notify the Contracting Officer at least 48 hours prior to starting excavation work.

1.6 SALVAGE MATERIAL AND EQUIPMENT

Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 5 miles of the construction site.

Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Provide a system for property control in the salvage plan. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.

Items to be salvaged:

a. Fire Alarm equipment.

b. Fire Alarm field devices.

b. Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.

1.3 CONTRACTOR ACCESS AND USE OF PREMISES

1.3.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear appropriate personal protective equipment (PPE) in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. 1.3.1.2 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

SECTION 01 14 00 Page 1

1.3.2 Working Hours

Regular working hours will consist of an 9 hour period established by the Contracting Officer, between 7 a.m. and 4:00 p.m. Monday through Friday, and 7 a.m. to 3:30 p.m. on Saturday, excluding Government holidays.

1.3.3 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval.

Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.
