Aggregate of Various Sizes, Railroad Ballast, and Hot-Mix Asphalt Solicitation W912GY-21-Q-0012

Questions & Answers 31 August 2021

Question 1: Solicitation Amendment 0001 changed the asphalt mix to Caltrans Specification, but the included specification is for BWC-G which is a Gap Graded wearing course. I am 90%+ sure that is not a mix that your crew would want for their uses. We never make the BWC-G type material in this climate and Caltrans doesn’t use that material up here. The normal specification would be a Type A Dense Graded Asphalt Mix. I attached a copy of the Caltrans spec accordingly. Could you review and consider this Type A specification instead?

Answer 1: Hot Mix Asphalt specifications are revised in the Statement of Work section 2.4.1 (see revised section in red). Refer to Attachment 4 - Caltrans SOW Hot Mix Asphalt, Section 39 Asphalt Concrete, pages 523 through 526 – Type A Hot Mix Asphalt.

Question 2: It appears that the question that you responded to regarding the escalation was primarily addressing fuel increases. That is a significant concern, but the larger concern is liquid asphalt. I do not have any supplier that will commit to provide us liquid asphalt without an index adjustment for any longer than a few months. Please see attached Caltrans index and we ask for reconsideration on this issue. Just to put this in context, the index for August 2020 was $227.8 and the index for August 2021 is at $403.9, so an increase of $176.10 per ton of oil or a 77.3% increase in one year. Without addressing the asphalt escalation, I am not sure how we can proceed with accurate pricing.

Answer 2: The CLINs are Firm Fixed Price. Include all costs such as material, fuel, and third party testing in the unit prices as applicable. Note: The Government may consider contract award to more than one vendor and not all line items need be priced on the quote sheet to be considered for award.
