A flat particle is one having a ratio of width to thickness greater than 3, and an elongated particle is one having a ratio of length to width greater than 3.

2.11.1 Crushed Gravel: Crushed gravel shall be manufactured from gravel particles 50 percent of which by weight are retained on the maximum size gradation specified.

2.11.2 Crushed Stone: Crushed stone retained on each sieve specified shall contain at least 50 percent by weight of crushed pieces having two or more freshly fractured faces with the area of each face being at least equal to 75 percent of the smallest mid sectional area of the piece. When two fractures are adjacent the angle between the planes of the fractures must be at least 30 degrees to count as the fractured faces.

2.11.3 Binder Material: Binder material shall consist of screenings, angular sand, or other finely divided mineral matter processed of naturally combined with course aggregate. Liquid limit and plasticity index requirements shall apply to any component that is blended to meet the required gradation and shall also apply to the completed course. The portion of any component or of the completed course passing the No. 40 sieve shall be either non-plastic or have a liquid limit not greater than 25 and a plasticity index not greater than 8.

2.11.4 Liquid Limit and Plasticity Index: Liquid limit and plasticity index requirements stated herein shall apply to any aggregate component that is blended to meet the requirement and also to the aggregate in the completed base course. The portion of the aggregate passing the No. 40 sieve shall be either non-plastic or have a liquid limit not greater than 25 and plasticity index less than 8.

2.13.5 Typical weight 1.4 tons per cubic yard

2.14 Government Supplied Materials: There are no Government-supplied materials.

3.0 SAMPLING AND TESTING:

3.1 Aggregates General: During production and prior to delivery, sieve analysis testing and laboratory report identifying the proposed aggregates contents and resistance to loading (R-value) shall be submitted along with each contractor bid.

Samples and/or laboratory reports shall be the basis of approval of specific sources or stockpiles of aggregates for the aggregate requirements. Sieve and Plasticity testing will be performed every 7,500 tons delivered. (If test results are found to be non-compliant daily test will be performed for every 200 tons until compliance is regained and results are approved by POC). Testing shall be completed by a third party for every 7,500 tons delivered.

3.2 Sources: Sources of aggregates shall be selected well in advance of the time the materials are required to be delivered. The Contracting Officer shall direct the contractor to make appropriate test and other investigation as necessary to determine whether aggregates meeting requirements specified herein can be produced from proposed sources. If a sample of material from a new source fails to meet specification requirements, the material represented by the sample shall be replaced and the cost of testing the replaced sample shall be at the expense of the contractor. Approval of the source of the aggregate does not relieve the contractor of the responsibility for delivery at the job site of aggregates that meet the requirements specified herein.

3.3 Aggregate Base: All aggregates shall be clean and free from decomposed materials, organic material and other deleterious substances and shall be of such a nature that it can be compacted readily under water and rolling to form a firm stable base. Course aggregate is materials retained on the No. 4 sieve; fine aggregate is material passing the No. 4 sieve; and supplemental fine aggregate is added fine material passing the No. 30 sieve. Unless otherwise specified in the special provisions, the aggregate grading shall conform to the following:

The aggregate shall not be with lime, cement or other chemical materials before the Durability Index test is performed.

If the results of the aggregate grading tests do not meet the requirements specified for “Operating Range” but meet the “Contract Compliance” requirements, placement of the aggregate base may be continued for four (4) hours or the rest of the day, whichever is the shortest duration. However, another day’s work may not be started until tests, or other information, indicate that the mixture meets the proper operating range.

6 inch fractured drain rock

Vendor will supply a letter validating the correct size of drain rock aggregate. The POC will approve all drain rock aggregate sizes thru a visual inspection.

3.4 Water Content of Aggregate: Aggregate being delivered shall not have a moisture content that exceeds 5-7 percent.

4.0 PART III - EXECUTION:

4.1 Performance Notification: The Contractor or their manager shall provide the TPOC a Weekly Project Report to verify the delivery status, time delays, percent of overall completion, adjusted completion date and any other issues directly related to the completion of each order. The information will be compared to the submitted Contractor’s schedule. Upon completion a Gantt chart shall be provided showing the original performance time line verses the actual time line concurrently under one another.

4.2 Delivery: Contractor shall deliver materials in bottom dumps unless otherwise specified prior to delivery by the Contracting Officer. All materials shall be wind rowed as directed by crews working on site. If other work at SIAD precludes the windrowing then mineral aggregates shall be delivered to the contractor site and stockpiled in such a manner as to preclude fracturing of aggregate particles, segregation, contamination, or intermingling of different materials in the stockpiles. The route of delivery shall be determined upon the source selected. Delivery coordination through SIAD Security must take place a minimum of 48 business hours in advance by calling (530) 827-4345.

Delivery through Sierra Army Depot back gate will be allowed and will begin approximately 30 days after contract award. Delivery days will be Monday – Thursday.

The daily delivery quantity and delivery days may be adjusted by the Government based on its ability to work the rock as it is delivered. These adjustments will only be done by the Government.

4.3 Completion: The Contractor shall contact the TPOC upon completion of each delivery order to review all waybills and delivery tickets and validate quantities delivered.

4.4 Waybills and Delivery Tickets: Before the final statement is allowed the contractor shall file with the Contracting Officer certified waybills and certified delivery tickets for all aggregate actually delivered. Delivery Waybills shall be provided to the POC or his designated alternate load by load.
