Solicitation: W912GY-18-R-0032 Questions and Answers
1. Can you please give more information concerning the “Lagoon Monitoring Well” – Is the contractor expected to sample the well and if so what is the procedure for sampling? More information is needed to provide cost for the responsible duties.
Answer: The Cantonment Lagoon Monitoring Well is placed on the contract as a place holder only. The Regional Water Boards will sometimes request the monitoring well be tested for nitrates. If this occurs - then yes-the Lab Contractor is required to sample the well. The Contractor will need to check the temperature, water levels, pH and pull the sample. This requires 30 minutes of flushing the well before the actual nitrate sample is pulled and logging on the sheet how many gallons was pulled before taking the actual sample, along with the other required information as listed. The Contractor is required to provide a copy, or carbon copy, of the Log sheet before leaving the Depot with the required information. The contractor will provide the pump and lines to flush the well and all other required field testing such as temperature and water level. ** This additional information will be incorporated into the solicitation and award.
2. The RFP states that there would be up to 625/yr. of Water-Quanti-Tray Bacteria/Total Coliforms, the price schedule shows a total of 44 Tray Bacteria and 108 Total Coliform?
Answer: We are mandated by SWRCB to pull a minimum of three Quanti-Tray samples per month. Above the three, we have to always account for a positive sample. If that occurs there is an additional seven samples that have to be pulled to rule out a positive or false positive sample. Total Coliform samples are acceptable to perform on areas where there is not children (day care) or food preparations taking place. Normally these testing vary anywhere from three to fifteen per month. These are in random building across the Depot and chosen by the sampler, Water Treatment technicians, Utility Shop, Base Support. So-I am thinking the true number would be more like 144 Quanti-Tray and 144 Total Coliforms.
** As stated on the pricing sheet the qty is NOT the actual quantity required- it is for evaluation purposes and based on previous procurement history. What the customer has provided is an estimate. The Award will only show the sample cost of the awardee but quantities are subject to change based on mandates and positive tests. This is why there is only 1 CLIN for sampling as funds will be placed on there as a whole.
3. The RFP states that the US Government may require the testing of PFC’s, Total Perchlorates, TKN, NO3 – This is not listed on the Pricing spreadsheet – should these be included?
Answer: No this is special sampling and is not being evaluated in the solicitation. See Section 5.3 of the PWS “Upon award, the Government will include in the CLIN description that all other Samples/Testing (special samples) that are miscellaneous to what is listed in the pricing spreadsheet will be at cost to the government.” So you do not list these costs.
4. When/if the US government request specialty bottles (VOC vials) that are outside of the RFP listed items will the contractor be able to invoice for the additional requested bottle-ware?
Answer: Correct.
5. The RFP indicates that all questions being submitted will post 7 days prior to the bid due date, will the questions being submitted be answered prior to this 7 day time period?
Answer: All questions need to be requested 7 days prior to closing of the solicitation. We have until closing of the solicitation to answer them but try and respond before that. It depends when the customer responds. So if a question is asked 7 days prior it is a vendor’s responsibility to check the portal for the answer which becomes incorporated into the solicitation. The local narrative is used to deter questions submitted the day before closing of the solicitation for unrealistic timeframes to respond.
