Question and Answer Set #2: W912GY-18-R-0007
1. Block 2 of the SF 1442 for this project indicates that the procurement is a Request for Proposal.
However, there are no instructions on what should be included with our proposal other than a cover page, the SF 1442, the pricing schedule, a bid bond, and certifications/representations. These are typical of an IFB rather than an RFP.
The proposal shall include the following documents:
- SF 1142 with applicable boxes filled out and signed by the offeror
- Line Items (CLINs) filled out with the proposed prices
- Bid Bond
- FAR Provisions / Clauses that require fill in by offeror
2. The RFP indicates that award will be based on the proposal that “represents the best value after evaluation in accordance with the factors and subfactors in the solicitation.” No factors or subfactors, other than price, are presented. Are there factors/subfactors, other than price, that will be evaluated?
If yes, what are they and how are they to be presented in our proposal?
Evaluation will be based on lowest evaluated price
