Solicitation W912GY-17-R-0011 Moving Services.
Q1) Page 8 of 52 states Upon award, the Gov. will provide the contractor with a list of building requirements and schedule site visits with the contractor to provide quoted proposals. My question is in addition to the pricing sheet that we will submit for this RFP we will have the opportunity to do a bid walk per project and submit proposals?
A1) yes, upon award the contractor will be notified of the first several buildings Sierra needs services for. A site visit with the awardee will be scheduled to walk those buildings and submit proposals. This is a requirements contract so the initial contract will not be funded. For every approved proposal submitted from the contractor a Delivery order will be placed against the contract and funds will be added from there as well as start and completion dates. This contract will coincide with the construction contracts in place at Sierra. As work commences on those contracts, the awardee on the moving services will be scheduled to handle the move prior to the construction work being performed and then scheduled to return the furniture after construction is completed.
Q2) PG 8 OF 52. Furnish labor and eqt. to move cartons over 1 1/2 cubic feet in size.
Where are these cartons moving to and from, and if it’s all on base can you provide information about where the load and unload location will be. For example, are these items on the ground floor or are stairs involved. Is a moving truck to be included in the pricing per.
A2) All moves will take place on Sierra Army Depot. Moving services will be from building to available building. No locations are set as of right now. Upon award the contractor will be given a set of building locations to walk through to submit their proposal. Once approved, a delivery order will be placed and locations will be given. Locations are also dependent on the current construction contracts existing at Sierra. If those contracts change so does the schedule for moving. Once a delivery order has been initiated Sierra will contact the contractor for the next walk through available. At this time, only the hourly rate and pricing list is required to evaluate. Transportation costs can be assessed by the awardee upon submitted proposals.
Q3) WAWF when creating payment requests. Is WAWF a different system that we will be provided access to for payment and what are the payment terms or is payment due on request. Is there any ability to pre-bill for upfront costs and or deposits on the contract?
A3) Yes, WAWF is the billing system for DOD contracts. The awardee will need to register if they do not already have an account to be able to submit their invoices. The COR will accept those invoices after completion of the work and DFAS has 30 days of acceptance to pay it. Payment terms are usually NET 30 but the contractor can specify on page 1 of the solicitation. No advanced payments will be offered on this contract. Upon return of the move the awardee may submit their invoice.
Q4) Do you have the estimated hours for the contract?
A4) No. That will be assessed based on the site visits and proposal submitted by the awardee.
Q5) On pricing sheet. 0024 Dismantle lockers. Re-assemble unit. How many lockers, what are the specs on the lockers, and the location to and from where the lockers are going?
A5) For evaluation purposes per Clause 52.212-2 pricing is only to assess a qualified low bid to award to. As this is a requirements contract the specific details will be assessed upon delivery order. Definition of Requirements Contract: A requirements contract is for acquiring any supplies or services when the Government anticipates reoccurring requirements but cannot predetermine the precise quantities of supplies or services that designated Government activities will need during a definite period.
0030 Items not listed, list hourly rate. Is this 1 man and moving truck rate, 2 man truck, 3 man truck, etc.
Answer- we needed a cover for items that a contractor did not categorize in the listing. Contractor will assess the number of hours it will take to move and return upon proposal of the Awardee.
Q6) RFP requests pricing Year 1 to Year 5 but it’s a 1 Yr contract with option.
A6) - yes, this is a 12 month base with 4 options if exercised (so it could essentially last 5 years). If hourly rate changes for each option year input on the solicitation. If it does not, list the same rate as base year.
Q7)Pg 7-52. 4001 Moving Service- Year 4. what is SOW para 14.1-1.4.29?
A7) Para 1.4.1-29 is the individual price list categories. The excel spreadsheet is the items listed in the SOW. I ask that you use the excel sheet for the individual prices to submit and input per year the hourly rate.
For example- base year hrly rate: $50, ordering year 1 $52, ordering year 2 $54….. Then submit pricing list in excel sheet provided: desk- $10 to move, chair- $5 to move….
Also asks for individual pricing per person, where would the cost of moving truck/ trucks be incorporated into the bid.
Answer- Answered in A2 above.
