About this file

This is a Presolicitation Notice for a Design-Bid-Build construction contract to develop a laydown site at Karup Air Base, Denmark supporting U.S. Air Force contingency operations. The U.S. Army Corps of Engineers Europe District seeks to construct approximately 30,957 square meters of gravel bed along with concrete tent pads, fencing, and utility infrastructure to accommodate 550 personnel using Deployable Air Base System (DABS) assets, including 72 billet shelters, latrines, showers, laundry, a 550-person kitchen, command operations shelters, and morale facilities. The project includes site development, domestic water and wastewater connections to the site limit (to be performed by a host-nation sole-source local contractor), and storm water drainage, with electrical power provided by DABS generator sets requiring no grid connection.

The acquisition will be unrestricted and fully competitive with no set-asides, resulting in a Firm-Fixed-Price construction contract valued between $1,000,000 and $5,000,000. Source selection will follow a Best-Value approach using Highest Technically Rated with Fair and Reasonable Price methodology, with no tradeoffs between cost and non-cost factors. The solicitation is anticipated for release on or about November 30, 2026, with a pre-proposal site visit in mid-January 2027 and contract award anticipated for mid-July 2027. Construction duration is estimated at 365 calendar days from Notice to Proceed (approximately end of September 2027). NAICS code 238910 (Site Preparation Contractors) and PSC Y1PZ apply. Offerors must maintain SAM registration, obtain access to the PIEE Solicitation Module, and satisfy bonding, permitting, and authorization requirements for construction work in Denmark.
