About this file
This document is a draft solicitation for a firm-fixed-price construction contract for a Beddown Site Preparation Project at Rygge Air Station in Norway. The project, valued between $5-10 million, involves preparing a site to support United States Air Force (USAF) contingency operations by developing base expeditionary airfield resources (BEAR). The scope includes installing concrete tent pads, gravel bed, site improvements, and utility connections to accommodate 576 personnel using Deployable Air Base System (DABS) sets, which include 72 billet shelters, various support shelters, and infrastructure elements.
The contract has a 650-calendar day performance period, with an anticipated notice to proceed in October 2025. The government will use a Best Value Tradeoff source selection process, evaluating proposals based on past performance, management approach, technical approach, and price. Contractors must demonstrate experience with site preparation, civil works, utility connections, and operations in Norway. The project requires self-performance of at least 15% of work, and proposals will be assessed on factors such as knowledge of local permitting, quality control, safety procedures, and ability to work in the Norwegian environment.

For a teaming arrangement to be recognized for purposes of source selection evaluation and the application of non-price factors, there must be full disclosure of the teaming arrangement and company relationships in the team's proposal. The proposal must include a narrative that explains the major or critical aspects of the work to be performed by each team member (to include identification of team members, a full delineation of roles and responsibilities of team members, and the duration of the agreement, etc.). The proposal must also include an agreement that has been or will be executed prior to award between/among all team members. The proposal and agreement must be consistent; substantive inconsistencies between the proposal and agreement may be construed against the Offeror. The timely submission of the executed teaming agreement prior to award shall be a precondition to a finding of responsibility. Please see Attachment 1 as a sample.
(i) Joint Venture (JVs). An Offeror that is part of a JV must submit a legally binding JV agreement (Note: If more than one contractor is listed in Block 14, or the Offeror listed in Block 14 is a JV, then a signed JV agreement must be submitted with the proposal and the Offeror shall be registered in the SAM website as a legal entity separate from the individual JV members. However, each member of the JV must submit its own Unique Entity Identifier (UEI)) with the proposal). The JV agreement must specify that the JV members are jointly and severally liable for execution of the contract. The Government will not evaluate the capability of any Offerors that are not included in the JV agreement. JVs must include a copy of the legal JV agreement signed by an authorized officer from each of the firms comprising the JV with the chief executive of each entity identified and must be translated into English if the original agreement is in a language other than English.
The United States has an important interest in assuring transparency of contracting arrangements under this contract. Failure to timely disclose the existence or terms of a JV agreement will be considered to be a serious violation of the contract terms. In the event of such failure to disclose, the Contracting Officer may take such action as is deemed appropriate in the exercise of his/her sole discretion, including but not limited to termination for default, unsatisfactory performance evaluation or assessment of damages.
If submitting a proposal as a JV, the experience, past performance, and management approach of each of the JV Partners can be submitted for the JV Entity. The experience for each JV Partner will be considered the experience of the JV entity. JVs shall submit the following additional documentation regarding their business entities:
1. A copy of their JV agreement in English, signed by all parties of the JV.
a. A detailed statement outlining the following in terms of percentages, where appropriate:
i. The relationship of the JV parties in terms of business ownership, capital contribution, and profit distribution or loss sharing.
ii. The management approach of the JV in terms of who will conduct, direct, supervise and control the project and have custody and control of the assets of the JV and perform the duties necessary to complete the work.
iii. The structure of the JV and decision-ranking responsibilities of the JV parties in terms of who will control the manner and method of performance of the work.
iv. The bonding responsibilities of the JV parties.
v. Identification of party maintaining the JV bank accounts for the payment of all expenses and the deposits of all receipts, keep the books and records, and pay applicable taxes for the JV.
vi. Identification of party furnishing the facilities, such as office supplies and telephone service.
vii. Identification of the key personnel having authority to legally bind the JV to subcontracts and state who will provide or contract for the labor and materials for the JV.
viii. Identification of party having overall control of the JV.
ix. A statement in the agreement that each member of the JV will be jointly and severally liable for any obligations under the contract.
b. Other sections of the proposal shall identify, where appropriate, whether key personnel are employees of the individual JV parties and identify the party or hired as employees of the JV. If one of the JV parties possesses relevant experience and/or past performance, the experience and/or past performance of that firm will be considered as the experience and/or past performance of the JV.
c. The party with authority to bind the JV shall sign the Standard Form (SF) 1442 and the Bid Bond and/or Letter of Assurance from a Bank, Insurance Company, or other financial institution deemed acceptable by the Contracting Officer. Make sure to include as part of Volume I.
(g) Other Teaming Arrangements. Other Teaming Arrangements. If an Offeror wishes to be credited with the experience, expertise and/or past performance of a firm other than the Offeror such as a subcontractor, team member, or affiliate (defined in FAR 2.101), a Letter of Commitment signed by authorized representatives of the Offeror and by authorized representatives of the non-Offeror firm must be submitted with the proposal.
Terms and conditions shall not be added or deleted.
(i) A copy of their teaming agreement in English, signed by all parties of the team.
(ii) The commitment letter shall be submitted even if the firm is in some way related to the Prime Contractor, a JV Partner (for example, the Committed Subcontractor is subsidiary of a JV Partner, a Prime Contractor is a subsidiary of a Parent Company for which they wish to use the
W912GB25RA010
experience, or a subsidiary of a firm to which the JV partner is also a subsidiary).
(iii) If a letter of commitment is not signed by the prime contractor and the committed subcontractor, and submitted, the experience will not be considered. Make sure to include as part of Volume I.
(iv) The agreement must reflect that the prime contractor is vested with control and responsibility for the daily management of the work, and that it remains responsible for contract performance, including those items allocated to a subcontractor on the team.
(v) Offerors are reminded that the prime contractor remains fully responsible for contract performance, regardless of any team arrangement between the prime contractor and its subcontractors. However, consistent with FAR 9.104-4, the Government may consider the responsibility of subcontractor team members when it may adversely affect the prospective prime contractor's responsibility or when it is in the Government's interest to do so.
(vi) Finally, any resulting subcontract(s) may not deviate from the substantive provisions of the teaming agreement. The failure of the Offeror to perform with one or more subcontractors on a recognized team may be grounds for termination for default.
(vii) There can be no substitution of subcontractor team members except that, in the case of a prime-sub team arrangement, the Government may (in its sole discretion and without any obligation whatsoever), at the request of the prime, permit the substitution of a subcontractor with equivalent or greater capability for a subcontractor on the identified team. Note: Only a Contracting Officer can approve, in writing, such a change after contract award.
(2) Tab B - Factor 1 Past Performance.
(a) Offerors shall provide a maximum of five (5) and minimum of three (3) projects completed or substantially completed by the Offeror (or by a JV member or other team member with a signed Commitment Letter) meeting the Factor 1 Past Performance definitions for recent and relevant projects, stated below. Of the projects submitted, at least three (3) must have been performed by the Offeror as the prime contractor or a committed subcontractor or affiliate with a signed teaming agreement for this procurement to enable the Government to assess the Offeror's experience and performance. If the Offeror is a newly formed JV, three (3) projects where one of its members was a prime contractor will suffice for the prime contractor requirement but only if that JV member will be in charge of management under this contract. If neither the Offeror nor one of its JV members have ever been a prime on at least three (3) projects of similar scope and size, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)).
(b) Projects must demonstrate that the Offeror (or if applicable the JV member or other team member with a signed Commitment Letter) has self-performed at least 15% of the cost of that project contract, not including the cost of materials, using its own employees to be considered similar.
Please note, submission of the Offeror's past performance projects constitutes a true and accurate self-certification that the Offeror has used the formula found at Attachment 2 in determining that each past-performance submission meets the definitions and calculations at Attachment 2.
(c) To meet the element of recency, all projects must have been completed or substantially completed within the last six (6) years (from the solicitation issue date). Projects completed more than six (6) years before the solicitation issue date may be considered less relevant. Projects are considered substantially complete at 75% completion.
(d) To be considered relevant, projects must have been performed within the one of the following countries: Norway, Sweden, Denmark, Finland, Iceland, Netherlands, Germany.
(i) To meet the size requirement for relevancy, projects must have had a total contract value amount between 2,500,000.00 to 10,000,000.00.
(ii) To meet the scope requirement for relevancy, projects must demonstrate:
1. Experience with extensive Site Development/Improvement projects, including clearing/grubbing, mass balance, demolition, and utility extensions.
Vertical construction projects that required extensive site development are also applicable, provided the civil scope was within the dollar range provided in paragraph 2(d)(i).
2. Experience within Norway where the Offeror was the prime contractor, and responsible for obtaining all permits and utility authorizations.
3. Experience with rock blasting for excavation.
(e) Additional Consideration may be provided for:
(i) Projects that demonstrate working on sites having restricted access.
(ii) Projects that demonstrate working with the United States Government Department of Defense.
(iii) Projects demonstrating working with proposed Key Subcontractors, team members and/or the proposed JV Partners as applicable.
(f) Include a completed Experience Overview Sheet (Attachment 3) and a completed Experience Information Sheet (Attachment 4) for each project.
Experience Information sheets shall not exceed four (4) pages per project.
(g) If more than five (5) projects are submitted by an Offeror, the Government will only review the first five (5) projects. The projects will be reviewed in the order in which they are received in Offeror's submitted proposal.
(h) For each project submitted under Factor 1, Offerors shall include completed Contractor's Performance Assessment Reporting System (CPARS) record or completed Past Performance Evaluation Questionnaire Form. If available, a record from the CPARS shall be submitted under this factor, rather than a Past Performance Questionnaire (PPQ). An interim completed CPARs rating will be considered if a final record is not available. If a completed CPARS record is not available at all, Offerors shall complete and provide a PPQ Form, provided as Attachment 5.
(i) PPQ Instructions: The Offeror shall complete Blocks 1-4 of the provided PPQ and have the Contracting Activity/Client and the Technical Representative responsible for the past/current contract complete the remainder of the PPQ. Offeror shall ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with the proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of
W912GB25RA010
the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact via email no later than the closing date of this RFP.
(j) Potential termination or deletion of work due to performance related issues received by the Offeror for each submitted project and a description of any corrective action implemented by the Offeror. The Offerors shall indicate if any of the contracts listed were terminated and the type and reasons for the termination.
(k) Consistent with FAR 9.104-4, the Government may consider the responsibility of key subcontractors, affiliates or other team members when it may adversely affect the prospective Prime Contractor's responsibility or when it is in the Government's interest to do so. Any subcontract(s) or other teaming agreements that the Offeror wants to rely on for purposes of Factor 1 evaluation may not deviate from the substantive provisions of the required commitment letters. The signatures and substantive terms of these commitments are required for consideration of the teaming arrangement for evaluation purposes.
(l) Where a project was awarded as a task order or delivery order under an Indefinite Delivery / Indefinite Quantity (IDIQ) type contract, Offerors shall submit information specific to the task or delivery order rather than the base contract.
(3) Tab C - Factor 2 Management Approach. For this factor the Offeror must provide a narrative that demonstrates an understanding of the specific requirements associated with the design, construction, and administration responsibilities associated with projects for the U.S. Government issued under this procurement. Clearly and concisely describe the Offeror's team, and how members of the team, including subcontractors (if applicable), will work collaboratively to ensure timely, quality completion of future task orders. The management approach narrative shall include and address the following:
(a) One (1) organizational chart and a narrative description of the Offeror's overall structure and management of the project team from the Offeror's Headquarters to the Offeror's site office(s). The chart and narrative must:

(vi) Subcontractor Agreement Management, specifically:
1. How will subcontractors handle overlapping or conflicting project schedules?
2. How will the prime contractor ensure that subcontractors in different locations maintain a unified approach to quality, safety, and timelines?
(b) Discuss knowledge and experience of construction and permitting requirements in Norway to include coordination with local authorities.
(i) Show knowledge of Norway permitting procedures.
(ii) Show detailed permit submission procedures and communication plan.
(c) Discuss the Offeror's understanding of certification and registration requirements for companies in Norway and demonstrate the ability to meet these requirements along with the demonstrated ability to communicate in Norwegian and English.
(d) Discuss how the Offeror will ensure consistent quality and safety across the team. Discuss quality control and safety lines of authority between subcontractors and prime.
(e) Offerors should identify any additional and/or unique management advantages their proposal provides to the Government, to include teaming agreements with Norwegian Contractors.
(f) Discuss requirements and constraints applicable to work in Norway and regionally near the project location.
(i) It is the responsibility of the contractor to determine what the Norwegian or local authorities may require of a contractor (including the contractor's personnel, subcontractors or Commitment Letter parties) to perform the work required by this Solicitation. Offerors must have the ability to work (perform construction) within Norway.
(ii) Proposals should address, if applicable, whether any work visa requirements, permitting requirements or licensing requirements exist and if so whether they have been satisfied or will be satisfied by time of award.
(iii) Proposal should address specific certifications for laborers, personnel, and trades required to perform work in Norway.
(iv) Demonstrate knowledge of Rock Blasting procedures and requirements in Norway.
*NOTE: The management approach shall not exceed 15 pages. Only the first fifteen (15) pages will be read and evaluated. The page limitation does not include the organizational chart.
(4) Tab D - Factor 3 Technical Approach Narrative and Schedule. The Offeror shall provide a technical approach narrative and schedule describing their proposed approach to executing the work required by the solicitation. Provide one (1) narrative for the technical approach and one (1) narrative for the schedule. For the purposes of this factor only, the Offeror shall prepare the schedule assuming that all base line items and options will be awarded on 30 September 2025 followed by notice to proceed on 15 October 2025. The technical approach narrative shall include and address the following:
(a) The technical approach narrative shall include and address the offerors overall plan for executing the work from notice to proceed to final completion. The plan should specifically address:
(i) Permitting requirements and timelines for approval and mobilization.
(ii) All work to be performed during winter months (all years of the contract). Include a description of any special measures which the offeror intends to take to mitigate the impacts of cold and inclement weather conditions which may be encountered during the wintertime period.
