Demolished materials, excavated materials, etc. will be removed from work site daily. Is there any requirement for immediate disposal off-site due to student and teacher traffic adjacent to work site?

On: Jun 18 2020.

Government Response. . The non-construction area is crucial to remain accessible and usable by the school staff throughout the construction process. Any obstruction, only if required, should be temporary and should not impede school operations. Frequency of material disposal is up to the contractor, however the stockpiling of or storage of material should not impede regular school traffic or access to facilities. On: Jul 17 2020

Are areas identified inside the school compound for laydown areas, crew break areas, latrines, etc. or will all work areas be identified outside of the compound and coordinated with local officials?

On: Jun 18 2020.

Page 3 of 7ProjNet: Logged In User

Government Response. . Once the school compound fencing area is identified, the laydown areas, crew break areas, latrines, etc. should all be inside the fenced work area. If latrines are to be installed, they will need to be installed in a location so as not to interfere with normal school or hygienic operation (i.e. - do not dig a squat trench if this would affect local ground water or create issues with hygiene on site). Material storage overflow may be necessary due to the compact nature of some of the sites, but excess material storage is the responsibility of the contractor and should be discussed with the local school for acceptance prior to any marking, delineation, or actual storage of material. It is best to report this type of discussion or concurrence from local school officials to USACE immediately so later issues do not arise, and all site planning should be documented. On: Jul 17 2020

How will the contractor get temporary construction power and water?

On: Jun 18 2020.

Government Response. . This is the responsibility of the contractor. Planning, organization, pay, and resupply for water and power is the responsibility of the contractor team. Local power and water may be available, but would be the responsibility of the contractor to negotiate and pay appropriately for the use of locally available resources. This should not be viewed as a resource the community 'owes' the construction team. The goal should be to provide the contracted construction requirements without negatively impacting the local community in any way. On: Jul 17 2020

Where is the source for electrical tie in for permanent work? What is the distance to tie-in location? Also, will that be just direct buried line or underground ductwork required? Is there any enough spares at the existing panelboard to tie-in?

On: Jun 18 2020.

Government Response. . If there is a permanent grid, then the contractor's responsibility would be to provide power in line with IBC code installed on site, and any lines that tie in off site would be the responsibility of the community/school district to bring grid power to the connection location. The contractors responsibility for power tie-in should not extend off site more than 10 meters. On: Jul 17 2020

The vetting of contracted labor and materials provision should ensure the schools and local communities should not be negatively impacted by the contractor team. "Address permit submission and approval." What is the permit requirement per local regulations? How long will that take to obtain? What is the cost for this?

On: Jun 18 2020.

Government Response. . Unknown; Unsure if there is an official municipal permitting office which would restrict construction (zoning, digging, power, water, etc.) but the permitting requirements and coordination would be the responsibility of the contractor.

Meeting with and coordinating with local and school officials would potentially provide more information to the contractor team, but this is also the responsibility of the contractor. On: Jul 17 2020

8666505 Project Management Section 01 45 05 Table 1

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification Section 01 45 05 Table 1 shows required personnel at site. Check marks show that the Superintendent and QCM are allowed other duties and SSHO is not allowed separate duties. The bottom section of the table states "Superintendent and QCM may be combined into one position". We read this as Contractors can have 1 Superintendent/QCM and 1 SSHO. Answer to question 8632216 states that "Superintendent and QCM are not allowed to dual-hat and Superintendent and SSHO cannot be the same person." We read this as Contractors are required to have 3 separate personnel for the Superintendent, QCM, and SSHO, which conflicts with what is in Table

1. Having 2 or 3 separate personnel with alternates on site will drastically increase the contract cost. As this is a small, low complexity project, Contractor recommendation is to combine the 3 positions into 1 person. So that all Contractors are bidding to the same requirement, please confirm exactly how many separate site positions USACE will require for this project.

On: Jun 25 2020.
