Protect trees larger than 150mm diameter at chest height within the project site which might be damaged during construction, with a 1.8 m high fence around the dripline of the tree(s), which is assumed to be the extent of the tree’s roots. Mitigate for tree removal per Host Nation Requirements.

2.9.4 UTILITIES

Any existing utilities encountered within the site boundary that are impacted by this project must be protected, or relocated if protection is not feasible. Relocate existing utility mains outside the structural zone of influence of proposed buildings and structures. Utilities impacted by this project that require decommissioning, or that are already out of service, must be removed up to the utility main and capped. Manholes or underground structures to be abandoned must be removed to a minimum depth of 50 centimeters below finish grade. Fill abandoned manhole or structure per Section 2.10 - EARTHWORK requirements.

2.9.5 DUST, DEBRIS, AND EROSION CONTROL

Prevent the spread of dust, debris, and erosion from the project site. Do not use water if it results in hazardous or objectionable conditions such as, but not limited to, flooding, erosion, or pollution. Remove dust, dirt, and debris from work areas daily. Remove and transport the debris in a manner that prevents spillage on streets or adjacent areas. Apply local regulations regarding hauling and disposal.

2.10 EARTHWORK

The Contractor shall perform all earth work necessary for the installation of the proposed improvements

2.10.1 PLANS AND SPECIFICATIONS

The Contractor is responsible for defining earthwork requirements in the plans and specifications. Include requirements for satisfactory material, borrow material, structural fill, topsoil, utility trenches, replacement and improvement of on-site soils, soil compaction (for subgrades of structures and latrine areas), compaction for utility trenches, maximum lift depths, density testing frequency, maximum temporary and permanent slopes, and engineered support systems. The earthwork requirements must not conflict with the recommendations in the Contractor-provided geotechnical report.

2.10.2 CONTAMINATED SOIL

Inspect and test all soil according to Host Nation requirements. If hazardous materials are discovered, cease excavation, secure the area, and notify the COR for further guidance.

2.10.3 CULTURAL RESOURCES

Cultural resources, such as archaeological remains are not expected but may be uncovered during excavation operations. If suspected cultural remains are found, cease excavation, secure the area, and notify the COR for further guidance.

2.10.4 SATISFACTORY MATERIAL

Remove and save topsoil (approximately first 15 centimeters of excavation). When restoring the site to finish grade, place topsoil back in excavated areas that do not include proposed structures. Excavated material (below topsoil), if satisfactory for reuse per the geotechnical report, may be used on the project site where fill is required. Unsatisfactory material, and surplus excavated material not required for fill, must be disposed of offsite, and is the responsibility of the Contractor. Borrow material may be required for construction from sources off site. Borrow materials are to be free of hazardous materials and contaminants. Any soil brought in from off-site sources must be certified clean.

2.10.5 FILL AND BACKFILL COMPACTION

In the absence of Host Nation standards and geotechnical recommendations, fill and backfill must be placed in layers of 20 centimeters loose thickness and compacted to a minimum 95% of the maximum dry density as determined by Host Nation test method equivalent to ASTM D-1557 (Modified Proctor test). Provide density tests on all lifts at a frequency of 1 test per 40 square meters for foundations, and 1 test per 30 meters utility trench. Round up to nearest whole number (i.e. a 25 square meter foundation requires one test). The location of all tests must be selected by the Contractor’s geotechnical engineer, and copies of all test results must be furnished to the COR. All structure foundation excavations must be inspected and approved by the Contractor’s geotechnical engineer prior to placing concrete. Repair earthwork areas as recommended by the Contractor’s geotechnical engineer, and approved by the COR.

2.10.6 Provide engineered soil support systems (i.e. shoring) as required for the construction of the proposed improvements. The Contractor is responsible for all dewatering necessary for earthwork.

2.10.7 SITE GRADING

Provide site grading that directs storm water runoff away from buildings and structures either by drainage systems or by grading as follows:

a. Finished grades of earth/grass/gravel surfaces adjacent to buildings and structures must slope away from all exterior edges with a minimum slope of 5% for the first 2 meters.

b. Ditches, swales and open channels will be provided as required, and have a minimum longitudinal gradient of 0.5%.

c. Finished grades of concrete surfaces adjacent to buildings and structures must slope away from all exterior edges with a minimum slope of 2% for the first 2 meters.

d. Finished grades must not create stagnating water or ponding anywhere on the project site, nor create ponding on adjacent properties. Provide storm improvements if ponding is unavoidable.

e. Set finished floor elevations a minimum of 45 centimeters above finished grade at the perimeter of the building, with the exception of finished grade at entry points.

f. Set building finish floor elevations at a minimum of 30 centimeters above the local 100 year flood level.

Site grading around the building must meet local accessibility guidelines.

2.11 UTILITIES

This section applies to all project underground utilities located outside the building, including but not limited to, sanitary sewer, water supply, storm drainage, electrical, communications, gas, liquid fuel, and heat.

In the absence of Host Nation requirements, design utilities per IBC and UFC 3-201-01, Civil Engineering. Provide utility line depths, bedding, and backfill as required by applicable standards and geotechnical recommendations. Minimum cover over pipes is 0.6 meters or sufficient to support imposed dead and live loads for the pipe materials used, whichever is more stringent. Place plastic warning tape along the route of the buried pipe after installation at a height of 0.3 meters above the pipe.

2.11.1 STORM SYSTEM

The Contractor shall provide the most appropriate drainage system for the site, in accordance with host nation and local government regulations. The Contractor will take into account the information gathered from the site survey, local climate and rainfall data, 10 year return storm frequency, and any geotechnical/hydrological investigation.

Provide drainage ditches, swales, or other gravity-driven drainage features to divert surface runoff away from structures. Design drainage features to eliminate ponding and to be protected against erosion. Provide 2 meters of gravel erosion protection around the perimeter of the proposed school building.

The Contractor shall take special care to avoid poor site drainage, stagnant water, and ponding anywhere on the project site in order to minimize the likelihood of water-borne diseases, which are prominent in this region.

Connect building roof gutters and downspouts to a rainwater tank (5000 liter). Locate tank out of pathways and windows. Provide a spigot at the bottom of each rainwater tank. Below the spigot, provide a splash block that will drain water away from building foundation a minimum of 3 meters per site grading requirements. Provide an overflow system from the tank to splash blocks that drain away from foundation a minimum of 3 meters per site grading requirements. Provide insect screens to all open orifices to the tank system. Provide UV resistant tanks. Provide concrete foundation to support rainwater collection tank, and install the bottom of the tank a minimum of 60 centimeters above finish grade. Provide structural tie downs for the tank. Provide an opening for cleaning and allow access into the tank. Provide system in order to divert first flush from the roofs that may be contaminated with dust, animal droppings and dirt so that it does enter the tank. Provide sign next to tap that shows a pictogram “not for drinking”. Sign must be firmly fastened aluminum or other durable weather resistive material (no adhesive sticker allowed).

2.11.2 SANITARY SYSTEM

The project utilizes VIP latrine cabin sanitary septic system as discussed in SOW Section 3.0 – ARCHITECTURE. If the Geotechnical Investigation determines that groundwater is less than 1 meter deep, raise the latrine per WHO Fact Sheet 3.5. In the absence of Host Nation standards, design the latrine disposal system per WHO Fact Sheet 3.5.

2.12 LANDSCAPING

Existing trees within the site construction areas that are to remain in place shall be properly protected during construction work. Any trees or shrubs that are to remain in place and are damaged by the Contractor shall be, irrespective of the degree of damage, replaced in kind and number.

The Contractor shall provide a landscaping plan showing, at a minimum, the exact existing landscaping to be removed and the location and limits of areas to be restored and/or repaired which were damaged by contractor’s work effort, if any. Restoration plan will include, at a minimum, a plan for re-establishment of ground cover consistent with the surrounding area. These items shall be indicated on the new site plan.
