Located at Building #: Transfer Pipeline Facility 1052 Date & Time of Discovery: 21MAR2016
Name and Phone Number of Person Discovering the Emergency: N/A
Date and Time Call Was Placed to USACE: 21MAR2016 Who Did You Notify (Name): Angela Tugaoen
Date and Time Responsible Official (RO) Was Notified: 21MAR2016
Please provide SPECIFIC details about the emergency situation (e.g. provide a description of the problem encountered, building #, type of fuel system (MOGAS, JP, Dispenser #, Tank #, Oil/Water Separator, etc):
1. The Contractor shall provide all labor, materials, equipment, transportation, and testing to repair the existing 8” Tee located in transfer line pit #497. The existing 8” tee shall be removed, and replaced with a welded straight 8” Carbon Steel pipe.
The Contractor shall remove all the water from the pit. The Contractor shall coordinate with the NAS Sigonella Fuels team to empty the fuel transfer line. The Contractor shall remove the existing unbarred tee and the DBB valve. The fuels transfer line shall be cleaned and gas-freed prior to commencement of hot work with an inflatable balloon upstream and downstream of the pit. The wastewater used for clearing shall be collected and disposed of off-site. The Contractor shall cut the two (2) existing flanges along the transfer line, weld a straight 8” carbon steel pipe to reconnect the transfer line, and remove both inflatable balloons. Coat the new steel pipe to match the pipeline coating. Two (2) X-Ray tests of the welds shall be conducted in the field with acceptable results prior to returning the line to service. The results of the tests shall be documented in its own section of the SOCR.
2. The Contractor shall provide all labor, materials, equipment, transportation, and testing to execute line pigging of transfer pipeline 1052 for particulate and water removal and to identify deformations. The transfer line is an underground 8” Carbon Steel pipe, approximately 4,400 feet (1,350 meters) long from Fuels I to Fuels II.
The Contractor shall prepare an inspection plan, including requirements for Government support during inspection, valve operations, draining launchers and receivers, and tool handling/washing support.
The Contractor shall provide temporary pig barrels for the contractor’s selected pigs, and additional equipment as required for pigging. The Contractor shall execute the line pigging using a brush/foam pig until the pipe is sufficiently cleaned. The Contractor shall perform the brush/foaming pigging as many times needed to achieve satisfactory results. The Contractor shall use a geometric/caliper pig, or approved equal, to identify quantity, size, and locations of any dents, restrictions, and/or anomalies and bends along the pipe. The Contractor shall provide raw data test results, in additional to the interpreted test results. The pipeline report will identify mandatory repairs and recommended actions for the continued safe operation of the pipeline and future In Line Inspection smart pigging.
It is the Contractor’s responsibility to coordinate with the Terminal Managers and on-site Navy contacts to schedule tasks that will cause the minimal impact to installation missions. USACE and Installation representatives shall be notified, in writing, 21 calendar days before start of pigging activities.
3. Upon completion of the Tee repair and Pigging activities, the Contractor shall provide the USACE PM a Service Order Completion Report (SOCR) in accordance with the PWS.
Provide a copy of the alarm print out and/or write in the space below the EXACT wording shown on the display screen:
N/A
(Please note:
All Fuel Master and ATG problems or issues are under the DES-DE funded program and the U.S. Navy Space and Naval Warfare (SPAWAR) is the contract manager. Please contact Mr. Joe Carnes at DSN 421-2634.)
Please Provide the Name and Number of the RO That the Contractor Shall Contact Upon Arrival on Site (RO must ensure access for the contractor to all facilities that require emergency service): Contractually Only the RO or His/Her Designated Alternate is Authorized to Escort the Contractor and Sign for Services Rendered: LT Witt – 39-095562555/6149
Integrity Management Plan – POL Pipelines ANNEX 1.4 Page 2 NAS Sigonella, Italy (SIG) Additional Inspection Requirements EEI Project No. 7532 January 2013
2.0 PIPELINE PIGGING
Pipeline Characteristics
Pipeline Installation Date: 2005
Line Size: 8-inch, Standard Weight MAWP: 285 psig (Based on Class 150 carbon steel flanges) Line Length: 0.85 miles (4,500 feet) Pipe Bends: 5D (As indicated on drawings) Pipe Material Type: Carbon steel of unknown grade, assumed A53 Grade B ERW Yield Strength: 35,000 psi (per ASME B31.3) Line Pack: 11,695 gallons Target Flow Rate: 600 gpm, depending on type of pig Velocity at Flow Rate: 3.85 feet/second Expected Pig Travel Time: 20 minutes Pigging History: None known
Pigging Approach
A general pigging approach is outlined below:
1. Prepare an inspection plan for pipeline, including requirements for government support during inspection, valve operations, draining launchers and receivers, and tool handling/washing support.
2. Establish all fuel management protocol, such as source and destination tanks, and possible on-stream polishing, to minimize interruption to Base operations resulting from contaminated fuel inherent with any pigging operation.
3. Perform line packing.
4. Perform cleaning and gauge pigging inspection using a variety of foam, wire, magnetic and disc pigs.
5. Perform geometry and corrosion detection inspection of the pipelines.
6. Evaluate the results of the geometry and corrosion inspections and prepare report.
Special Considerations
• Pig Barrels: There are connections for temporary pig barrels on both ends of the transfer line.
Length of the pig barrels will be determined based on the type of pig selected. Some fencing at Fuels 2 may need to be temporarily removed to make space for the pig barrel.
• Secondary Containment: There are secondary containment concrete pads located at both temporary pig barrel connections. The pads are approximately 15 feet long and 8 feet wide.
Another form of temporary secondary containment will need to be considered if the selected pig barrel extends beyond the existing containment pad.
• Bends: As-built drawings indicate 5D bends at the Fuels 1 pig launcher and the Fuels 2 pig receiver. Diameters of additional underground bends were not indicated on the drawings but are assumed to be not less than 1.5 D elbows (confirm with gauge plates during cleaning).
Integrity Management Plan – POL Pipelines ANNEX 1.4 Page 3 NAS Sigonella, Italy (SIG) Additional Inspection Requirements EEI Project No. 7532 January 2013
• Fuels Management: JP-5 can be used from Fuels 1 Tanks 1 and 2 to propel the pig and can be stored in Fuels 2 Tanks 101 and 102.
• Filtration: JP-5 should pass through filtration at the Fuels 2 receipt filtration pad before being filling Tanks 101 and 102.
• Tees: As-built drawings indicate barred tees at Fuels 1 pig launcher and Fuels 2 pig receiver. An additional tee is located at the tie-in vault prior to the Fuels 2 pig receiver. The tee only extends a short distance (approximately 12 inches). Prior to pigging, the tee shall be inspected to determine of pig bars will need to be installed to prevent the pig from getting stuck. Alternately, the pig could be designed to span the tee.
